Randy, Planning & Development staff have reviewed the second submission materials for the Fulfillment Center - Graystone
Commerce Center (SP #37-16) and offers the following comments.
• Please add a note to the plan set that the proffer relating to outdoor green space for employees will be provided within the
remaining of that particular land bay in a future plan submission;
• The recorded copy of the new subdivision plat should be provided to staff for the project file;
• Details should be provided on the dumpster/trash receptacles screening per the Frederick County Zoning Ordinance;
• An Architectural Review Board certification letter needs to be provided as specified in the proffer statement;
• "Private Roadway A" should be relabeled to "Future Public Roadway;" and
• The 10' asphalt trail along Future Public Road should be extended to full extent of the roadway as to -be -built.
Should Greenway and the Applicant like to meet and discuss, please do not hesitate to get in touch with me directly. Please provide a
revised copy of the plan set for staff to review/confirm the aforementioned changes have been made. Please also provide any updated
review agency comments/approvals, as applicable. Once approved by staff, five (5) copies will be requested for signature along with a
digital (PDF) copy for our records.

Dear Mr. Tyler:
We are in receipt of the Frederick County Planning Department comments dated November 7, 2016, and
offer the following responses. Please note that the client has determined the need for the site to be phased
in construction. The plans being submitted now include this phasing plan. In completion of the plan
review the Planning Department Comments below were integrated and accounted for in the phasing.
Comments from Frederick County Planning Department
Review Comments
1. Site Plan Reference. Add the site plan number, SP# 37-16, to all sheets in the plan set.
Response: The site plan number SP# 37-16 has been added to all sheets as requested.
2. Property Ownership. Please confirm/revise the property ownership as it does not align with the
ownership information contained in the Frederick County GIS records. The current ownership
information contained in the Frederick County GIS records. The current ownership, at time of
plan approval, should be reflected on the plan set cover page.
Response: The ownership information has been revised to Graystone Corporation of Virginia per
newly recorded lot line adjustment as of November 23, 2016 instrument number 160011840. The
cover sheet has been revised to reflect the change in ownership.
3. Subdivision. If this development is planned to be on a separate lot, the plat for the lot needs to be
approved (by the Zoning Administrator) and recorded prior to f inal site plan approval, should be
reflected on the plan set cover page.
Response: A lot line adjustment has been made so that there is only one lot (43-A-158) and this
was recently recorded November 23, 2016 instrument number 160011840.
4. Project Information. Please address the following revisions on Sheet C1.01:
• Verify the Parcel Identification Number (PIN), see comment 3 above.
Response: The new TM is 43-A-158 by boundary line adjustment.

Response: The current use has been revised to "Vacant/Agricultural" as requested.
• Add a reference to previous approvals, specifically: Rezoning (REZ) #09-09, Graystone
Corporation Office and Industrial Park, REZ #03-12, Proffer Revisions, and Master
Development Plan (MDP) #01-1 S, Graystone Commerce Center. Please also add a copy
the associated proffers (attached) for REZ #03-12 to the plan set.
Response: A reference to previous approvals has been added to C1.01 as requested. A copy
of the proffers has also been added to the plan set, see sheets C9.01 & C9.02.
• Add the required (minimum) sign setbacks, height and dimensions as prescribed in the
Zoning ordinance and those being provided.
Response: The sign setbacks have been added to sheet C1.01. Signs have not been
developed for this site. A general location has been shown on the plan for placement of
signs as a placeholder. A note has been added for proposed business signs (monument or
freestanding) to be reviewed and approved by Frederick County Planning Department prior
to installation. See sheets C4.02-C4.05.
• Provide the calculations and total number of loading spaces required and to be provided.
Response: The calculation and total number of loading spaces required and provided have
been added to sheet C 1.01.
• Specify the total number of parking spaces provided.
Response: A total number of parking spaces has been added to sheet C1.01 as requested.
• Ensure the open space conforms to the open space calculations on Sheet CO8.02,
Landscape Plan Details.
Response: The provided open space has been added to sheet C1.01 and conforms to sheet
C8.02
S. Conformance with REZ #03-12. Please ensure conformance throughout the plan set to the
approval proffer statement for REZ #03-12. Among others, the following proff ers should be
addressed by this site plan:
• A Letter of certification from the Architectural Review Board (ARB) granting approval of
all structural design exterior treatments (Proffer C );
• Outdoor green areas and/or outdoor plaza areas for the benefit of employees
(Proffer C-2);
• Internal asphalt trails, a minimum of 8 feet (FT) wide with future connectivity to adjacent
properties (Proffer C-3):

• The landscape screening and opaque elements (along the "Proposed Road") should be
located between the adjoin properties owned by the Applicant and the right-of-way
(ROW) dedication area (Proffer D-13); and
• Other transportation improvements (see additional comments below).
Response: It is our understanding that the owner if the industrial park has addressed the
first two items with regard to the proffers. Comments as to the green areas are to be located in a general
area near an existing pond to the north of Snowden Bridge Blvd. We have discussed the trail request
with John Bishop and Candice Perkins. The trail now shown on the plans is based on that conversation.
The Zoning District buffer along the future ROW dedication area (proffer D-13) has been better defined.
Due to site constraints it was determined to set the buffer at the dedication line, not the property line.
6. Conformance with MDP #01-15. Please ensure conformance with the approved Master
Development Plan (MDP). A copy of the MDP is available for view in the Frederick County
Planning & Development office.
Response: This site plan conforms with the approved Master Development Plan - Graystone
Commerce Center.
7. Easements. Please note the legal reference information for existing easements shown throughout
the site plan.
Response: All existing easements are labeled "EX" and all other easements are proposed. The
legal reference information has been added to all known existing easements.
8. Building Layout. Please label and provide the square footage for all elements of the building
layout, including but not limited to offices, employee breakrooms, storage, warehousing, etc.
Response: The plan now shows the total building square footage as well as the breakdown of each
interior office/bathroom block associated with the project. Areas not referenced are considered
warehouse.
9. S&M Please provide the dimensions, height and proposed location of any proposed business
signage (a freestanding monument sign) andlor freestanding signs as in conformance with the
requirements of the Frederick County Zoning Ordinance. Please provide a rendering of the proposed
monument sign within the Miscellaneous Details sheets. Any proposed building mounted signage will be
reviewed and approved at time of building permit; please add a note to this effect. If no signage is
proposed, please provide a note to this effect
Response: No signs are intended for construction as a result of this plan set. General locations have been
identified however. A note has been added for proposed business signs (monument or freestanding) to be
reviewed and approved by Frederick County Planning Department prior to installation. A note has also
been added for building mounted signs to be reviewed and approved with the Frederick County building
permit. See sheets C4.02-C4.05.
10. Sidewalks. Trails and Pedestrian Ways. Please provide a sheet showing all required/proposed
pedestrian connectivity within the site. It is not clear from the current plan set where these amenities will
be located. Further, all parking areas should include a coordinate sidewalk network for connectivity and

access per the Zoning Ordinance. StafJ`further recommends trail connectivity to the Winchester Battlefield
propertyltrail network southeast of the subject property across Red Bud Road.
Response: As previously mentioned, the connectivity trail item was discussed with the planning
department during a meeting on November 29, 2016. The results of the meeting are now currently shown
on the plans to address these concerns. Additional sidewalks have been incorporated into the plan set to
provide additional pedestrian pathways.
11. Trash ReceptacleslDumpsters. Please provide the location of the proposed outdoor trash receptacles;
it is not clear from the plan set where these trash receptacles will be located.
Response: Sheet C4.03 shows a proposed dumpster (trash receptacle) along loading bays of the building
(north end).
12. Structures. Please provide height, square footage and renderings for the fire protection tank(s) and
guard shack.
Response: The warehouse building height is 43'. The square footage of the guard shack has been added.
A photo of a typical pump house and fire protection tank has been provided as well as a cut sheet of the
guard shack.
13. Landscaping. Please address the following comments:
• On Sheet C8.01, Landscape Plan, please provide additional details and/or drawings of the
proposed landscape berm along the future connector between Snowden Bridge Boulevard and
Red Bud Road. The berm topographylcontour lines should also be depicted on the on the
Grading Plan and related sheets; and
• Please provide an evergreen to prevent headlight glare, see Staff notes on Sheet C8.01.
Response: The grading and landscape plan has been updated to incorporate the landscape berm. The
added evergreen hedge has been added in the noted area for parking.
14. Outdoor Lighting. Please provide a Photometric (Lighting) Plan and Lighting Plan Details sheets
for review by staff`.' Please ensure it fulfills requirements outlined in the Zoning Ordinance. A table
showing minimum, maximum, and average illumination should also be provided for review.
Response: The photometric and lighting plan details have been included.
15. Regional Pump Station. The proposed regional sanitary sewer pump station shown on Sheet C4.04
should be relocated outside of the 75FT building restriction line (BRL). No structures shall be located
within the BRL.
Response: Through negotiations with FCSA, the pump station has been converted to a private pump
station and relocated outside of this BRL. The pump station location and force main is depicted on the
plans. Design of this station is being completed by the industrial park owner's engineer and will be
approved separately through FCSA.
16. Transportation. Please address the following comments:
• Please provide the posted speed limit of existing and future adjacent roadways.
• Staff has concern that the proposed right turn lane at the trucks only entrance is not sufficient
given the truck trips anticipated. Please confirm the proposed length is acceptable to the
Virginia Department of Transportation (VDOT). Staff recommends further extending the turn
lane extending the turn lane towards Snowden Bridge Boulevard.

• Please depict the required right-of-way (ROW) dedication along Red Bud Road for the ultimate
condition of the roadway. Confirm the required ROW dedication is sufficient with VDOT.
• Please depict the road design and ultimate ROW for the connector road between Snowden
Bridge Boulevard and Red Bud Road. Please confirm with VDOT their acceptance of this
roadway layout and ROW dedication.
Response: We have included the posted speed limit on Redbud Road however Snowden Bridge Blvd
has not yet been posted. We are currently working with VDOT to address their concerns regarding the
right turn lane length.
17. Agency Approvals. Comment sheets (approvals) are required from the following agencies: the
Frederick County Inspections Department, the Frederick County Fire Marshal, the Virginia Department
of Transportation (VDOT), Frederick County G.I.S., the Frederick County Sanitation Authority (FCSA
and the Frederick County Engineer.
Response: We will submit the approvals once received.

approval can be granted. At this time, administrative approval cannot be granted. This site plan
cannot be approved until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staffs comments listed below and then prepare a
revised site plan which adequately addresses each concern.
