The above -referenced site plan was approved on May 9, 2019. The site plan is approved for revisions to
the existing site to alter the parking lot and building outline for the installation of concrete pads for
equipment operation and storage in the M1 (Light Industrial) Zoning District in the Back Creek Magisterial
District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three (3)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is

Building shall comply with The Virginia Existing Building Code and Section 304, Business Use Group,
of the Virginia Building Code/2015. Other codes that apply are The Virginia Fire Code 2015, ICC/ ANSI
A117.1-2009 Accessible and Usable Buildings and Facilities and the Virginia Energy Code.
Renovations and additions require asbestos inspection if structure was erected prior to 1985
Building shall maintain height and area as required under T503. Building has full NFPA 13 system
installed. Installation of exterior equipment are equipped with self-contained suppression systems as
required per code. Structural slabs installed to support equipment may require a building permit,
depending on weight and overall design of slab. Please submit slab details for review.
60% of all entrances shall be accessible. Restripe of accessible parking and unloading. Accessible route
provided to main entrance. Van accessible parking spaces shall measure 8' in width with an 8' unloading
area or 11' parking width with a 5' unloading area. Accessible parking signage for van shall include $500
fine. See USBC Section 1106.8 for van signage.
Please note the requirements in Chapter 17 of VBC for special inspection requirements on the type of
structure (Soils, concrete etc.)

The following are the responses to the comments dated April 18, 2019 on the above referenced project:
FREDERICK COUNTY REVIEW COMMENTS:
Comment 1: Security Fencing: Comment not addressed. Notes and details (i.e. type, height) regarding the
proposed security fencing should be provided and clearly depicted and labeled. Renderings of
the proposed gate(s) should also be provided on the plan set.
Response: Security fence and gate typical details are provided. See sheet 3.
Comment 2: Agency Approvals. Staff acknowledges agency review comments are forthcoming. The designer
should ensure review agency comments from the "City of Winchester' are from the City Engineer
as the site is served by City water/sewer. Comments are not required from the City's Planning
Department.
Response: Acknowledged. Agency approvals are attached.
Comment 3: Parking: On Sheet 2 update the number of parking spaces remaining from 59 to 49 (as counted
on Sheet 4); add a note that 80 spaces are being removed as part of this project.
Response: Parking tabulation is updated. Note is provided in parking tabulation. See sheet 2.
Comment 4: Building Restriction Lines: Update the BRL and label on sheet 5 from the "Access Road," owned
by the Board of Supervisors, to 75-feet, as required for front setbacks in the M1 zoning district.
Response: BRL of 75-feet is provided. See sheet 4 & 5.
Comment 5: Landscape Plan: The referenced "See Landscape Plan for Tree Removal" (Sheet 4) should be
provided for staff to ensure the number of required trees (62) is still being met. If any trees are
being removed, this should be reflected in the calculations/notes provided (i.e. how many trees
are required, how many are currently on site, how many are being removed, and what is the
remaining total post -development) on Sheet 2. Staff may provide additional comments after
review of the submitted Landscape Plan.
Response: Landscaping calculation is provided in sheet 2. Proposed tree location is shown on site plan,
see sheet 5. A landscaping plant schedule is provided in sheet 3.

Comment 2: General Notes: Notes #2 and #3 on Sheet 1 do not appear to be related to this project and should
be removed/amended. Frederick County GIS records do not indicate a floodplain in the vicinity of
or within the project site. The County's 2035 Comprehensive Policy Plan denotes the project site
as outside of the County's Urban Development Area (UDA) and the future land use plan denotes
this site as part of the "Rural Areas."
On Sheet 2, General Notes, "Open Space Required" should be revised to "industrial use- 25%" as
specified in 16S-601.02. The "Floodplain" notes under "Environmental Features" should be
removed, see comment above.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan cannot be
approved until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staff's comments listed below and then prepare a revised site
plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference. Add the site plan number, SP# 06-19, to the plan set.
2) General Notes: Notes #2 and #3 on Sheet 1 do not appear to be related to this project and
should be removed/amended. Frederick County GIS records do not indicate a floodplain in
the vicinity of or within the project site. The County's 2035 Comprehensive Policy Plan
denotes the project site as outside of the County's Urban Development Area (UDA) and
the future land use plan denotes this site as part of the "Rural Areas."
