The above -referenced site plan was approved on March 27, 2019. The site plan is approved for a
2,190 square foot (SF) building expansion to the existing animal shelter at 161 Fort Collier Road
in the M1 (Light Industrial) Zoning District in the Stonewall Magisterial District. The site plan
approval also includes seven (7) new parking spaces.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan. Attached are three (3) hard copies of the signed site plan by the Zoning Administrator. Please
forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a
copy should be kept for future reference, and an approved copy must be kept on the construction
site throughout the development process. Further, once site development is complete, the owner(s)
should contact this office to schedule an on -site inspection. Do not hesitate to contact me if you

Building shall comply with the 2015 Virginia Construction Code, 2015 Virginia Mechanical Code and
ANSI Al 17.1-2009 Accessible and Usable Building and Facilities. Other code(s) that may apply if the
building is conditioned is the Virginia Energy Code 2015. Structural plans for construction shall be sealed
by a Virginia Registered Design Professional
Building area shall maintain height and area as required under T503 with applicable increases.
New building area has been placed 20'+ from existing structure.
Two exits provided as required due to travel distance.
Accessible parking is existing.
Water from roof drains cannot drain over walkway.
Mechanical air change shall be provided as required per Virginia Mechanical Code
Any alterations to fuel gas lines require permits
Restroom facilities shall be in accordance with ANSI A117.1-09 and be within 500' travel distance.

Please note the requirements in Chapter 17 of BOCA for special inspection requirements on the type of

We have received your comments dated February 11, 201. Our specific responses are as follows:
1) Comment: Site Plan Reference. Add the site plan number, SP#OS-19, to the plan set.
Response: The Site Plan Number has been added to cover sheet. — CS000 (1)
2) Comment: Cover Sheet. Remove the extra cover sheet copy from the end of the plan set.
Response: The errant sheet will not be included in this or subsequent submissions.
3) Comment: Vicinity Map. Ensure the "Proposed Site" shown reflect the full extent of PIN #S4-A- 92B.
Response: The entirety of the parcel has been shaded to reflect the "Proposed Site". — CS000 (1)
4) Comment: Owner Information. Revise the"Owner/Developer" name on Sheet lto "Northwestern Regional
Adult Detention Center c/o Frederick County" as indicated in the County GIS records. Ensure the
owner/developer information is consistent throughout the plans (i.e. "Owner/Developer Signature Block"
and "Site Development Summary").

5) Site Development Summary. The following revisions should be made to Sheet 2:

Response: The maximum Building Height has been changed from 35' to 60' — CS001 (2)
• Comment: Previous Plan Approval: Add a note referencing previous plan approvals, including: site plan
(SP) #42-89, #51-96, and #30-16.
Response: Previously Approved Site Plan references have been added to the Site Development
Summary, General Notes. — CS001 (2)
6) Comment: Site Lighting. Further specify if any new lighting is proposed with the building addition/other
site improvements. A Photometric Plan with fixture type details (building and/or pole mounted), and

minimum/maximum/average illumination levels should be provided for Staff to review. Additional
comments may be provided related to site lighting.
Response: We have added a wall mounted light fixture to the plans adjacent the new parking spaces.
(See sheet CS100 & CS300)
Comment: If no new site light is proposed, add a note to this effect on Sheet 2.
Response: "Site Lighting Notes" added. Note 2 — "New site lighting shall be a full cut-off wall pack
installed on the building face of the building. No additional parking or site lighting is proposed or shown
hereon." — (See sheet CS100 (4))
Comment: Add a note that all lighting will conform to Section 165-201.07, Outdoor Lighting Standards,
of the Frederick County Zoning Ordinance.
Response: Standard note has been added. — CS100 (4)
7) Landscaping & Screening. The following revisions should be made:
• Comment: Existing Conditions: On Sheet 3, show all existing trees being counted to fulfill the
landscape requirement on subsequent sheets.
Response: Existing parking lot trees have been added to sheet 3 (CS002) and a note stating, "for
existing tree locations see sheet 3" has been added to CS100
Comment: Parking Lot Landscape Calculations: Revise to include "Existing Impervious Area" and
"New Impervious Area." Specify the total square footage. Staff may provide additional comments
on the required landscaping once updated calculations are provided.
Response: The parking lot calculations have been revised for better clarification. They have been
updated to specify existing impervious area, new impervious area and total impervious area —
(CS100).
• Comment: Trees Provided. Specify where the "tree -to -be -relocated" as noted on the Existing
Conditions and Demolition Plan will be replanted/replaced.
Response: Text corrected to state "Ex Tree to Be Removed". Landscape Tabs have been updated
to account for this tree. Also, two additional existing trees to be removed have been added to the
Existing Conditions and Demolition plans. — CS002 (3) & CS100 (4)
8) Comment: Agency Approvals. Review agency comment sheets are required from the following agencies:
the Frederick County Inspections Department, the Frederick County Fire Marshall, Frederick Water, and
the Frederick County Engineer (Public Works).
Response: We are providing all agency approvals received with this site plan resubmission.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan cannot be
approved until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staffs comments listed below and then prepare a revised site
plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference. Add the site plan number, SP# 05-19, to the plan set.
2) Cover Sheet. Remove the extra cover sheet copy from the end of the plan set.
3) Vicinity Map. Ensure the "Proposed Site" shown reflect the full extend of PIN #54-A-
