The above -referenced minor site plan was approved on October 8, 2019. The minor site plan is
approved for vocational school (pole -training yard) in the M1 (Light Industrial) Zoning District in the
Shawnee Magisterial District. Parking for the use will be on the adjoining parcel (PIN #11-1-15).
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three
(3) copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to

We are in receipt of the Department of Planning and Development comments dated January 29,
2019, and offer the following responses:
Comment 1: Site Plan Reference. Add the site plan number, SP# 03-19, to all sheets in the plan
set.

Comment 2: Signed Seal. A signed seal of the certified Virginia land surveyor, architect, or
engineer who prepared the site plan is required on final copies for signature by the Zoning
Administrator.

Comment 3: Magisterial District. Update the Magisterial District to "Shawnee. "
Response: Revised as Noted.
Comment 4: Project Notes. The following revisions should be made:
• PIN. Update the parcel identification number to 64-11-14.

• Setbacks: Update the required "Front Primary" and "Front Secondary" setbacks to 75-

Comment 5: Pedestrian Access. The "3' gravel" walkway shall be paved, as the property is
located within the Sewer and Water Service Area (SWSA). Additionally, all sidewalks and walkways
shall be minimum of 5-feet wide.
Response: Eliminated both building and walkway.
Comment 6: Accessory Use. Accessory uses shall only be allowed on the same parcel or lot as the
primary use (§165-201.05). A lot consolidation should be approved by the Zoning Administrator
prior to approval of the minor site plan, as the proposed use, vocational school, is accessory to the
use on the adjacent property (PIN #64-11-15), truck maintenance/office.
Response: Client has spoken with Mark Cheran.
Comment 7: Parking. Further specify how much parking is required for the training yard
(classified as a "vocational school" in the MI Zoning District), i.e. how many students/trainees and
instructors on -site at any given time. Although the Frederick County Zoning Ordinance does not
have a parking requirement for vocational schools, similar ordinances researched require I parking
space per 3 students/trainees. The adjacent property's approved site plan (SP #58-07) required 9
parking spaces for the office square footage and 17 parking spaces were provided. Also note the
previously approved site plan (above) in the parking note.

Comment 8: Agency Approvals. Comment sheets (approvals) are required from the following
agencies: the Frederick County Inspections, the Frederick County Fire Marshal, and the County

Dear Mr. Tweedie:
Planning Staff has reviewed the above -referenced minor site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This minor site
plan cannot be approved until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff's comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference. Add the site plan number, SP# 03-19, to all sheets in the plan set.
2) Signed Seal. A signed seal of the certified Virginia land surveyor, architect, or engineer
who prepared the site plan is required on final copies for signature by the Zoning
Administrator.
3) Magisterial District. Update the Magisterial District to "Shawnee."

applicable), at least five (5) copies of the final plan set and a digital (PDF) copy for approval. Do
