Based off of the review of the Drawings, all of the previous VDOT comments have been addressed and the Site Plan is approved by our office. Please ensure that all applicable agencies have the most recent set of approved Drawings. We offer the following general comments: Our review and comments are general in nature. Should details be overlooked during plan review or conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the department. Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit Special Provisions. A preconstruction conference shall be held by the engineer and/or the developer with the attendance of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work. All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. 0 • Any construction related changes to the approved plan must come through the design engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review. A Land Use Permit shall be obtained before any work is performed on the State's right- of-way. At this time, administrative approval cannot be granted. This site plan cannot be approved until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Site Plan Reference. Add the site plan number, SP# 29-19, to the plan set. 2) General Notes. The following revisions on Sheet 2: • Landscaping Requirement. Update the note under "Perimeter Landscaping" specifying that a headlight screen will be required. See Staff mark up on Sheet 42, Landscape Plan denoting where a headlight screen should be installed/planted. • Project Summary Information. Add a reference to "Previously Approved Plans" including: Master Development Plans (MDP) #04-93, #04-00 and #01-19 (pending approval), and Site Plans (SP) #35-97, #48-98, #12-00, #24-00, #46-00, #49-00, #07-01, #74-06, #05-12, #02-15, #11-15, #12-15, #11-16, #40-16, and #43-16. Specify the building address as "Shawnee Drive." Staff notes a building number may not be assigned until building permits are issued. • Parking Tabulations. Correct the typo in the "Note" from "whirl' to "who." • Sys. Add a note specifying if the owner intends to install a monument -style sign. If so, specify the sign may not exceed 15-feet (FT) in height and 100 square feet (SF) in sign area and the sign will conform to requirements outlined in § 165- 201.06 of the Frederick County Zoning Ordinance. The location of the proposed sign should be shown on subsequent sheets. Provide details (and note on Sheet 2) regarding permitting and disturbance within Floodplain Zone AE for grading/zoning district buffer; see mark- up on Sheet 12. Staff acknowledges note regarding floodplain modifications on Sheet 14 for scales/access drive work. 4) Landscaping & Screening The following revisions should be made to the Landscape Plan: • Required Plantings. The impervious and parking areas calculations require a total of 109 trees; only 104 trees are depicted on Sheet 42. A total of five (5) additional trees are required. • Headlijzht Screen. The finished grade slopes away from the proposed parking area (change in elevation +/- 6-FT), a minimum 36-inch headlight screen is required to shield headlights from shining onto adjacent properties and roadways. See Staff mark-up on Sheet 42. • Screening. Staff notes they will accept a change in the type of trees planted on the south side of the access driveway from deciduous trees to evergreen trees to satisfy comments regarding screening issued by City of Winchester Planning Department Staff on August 20, 2019 meeting (and comment letter). Staff acknowledges that City of Winchester utility easements prevent tree plantings within the zoning district buffer but that a berm, board -on -board fence and shrubs will be provided otherwise satisfying the requirement for this site. 5) Site Lighting. On Sheet 51, further specify the pole -mounted heights provided (Staff acknowledges site lighting notes on proceeding pages referencing height). Provide details of light fixtures provided (i.e. type). Notes specifying that all lighting will conform to Section § 165-201.07 of the Frederick County Zoning Ordinance and will be downcast and full cutoff should also be included on the Outdoor Lighting Plan. 6) Agency Approvals. Comment sheets (approvals) are required from the following agencies: the Frederick County Inspections Department, the Frederick County Fire Marshal, the Virginia a Department of Transportation (VDOT), Frederick County G.I.S., Frederick Water, the Frederick County Engineer (Public Works), the City of Winchester — Planning, and the City of Winchester - Engineering. Additional Staff Recommendations 7) Architecture & Design. Architectural renderings and/or building elevations should be provided to accompany the project file, as available. 8) Screening. Staff recommends increasing the height of the proposed board -on -board fence • 0 Re: SP #29-19 — Trex - Building August 22, 2019 Page 3 of 3 (and/or berm) in the zoning district buffer to at least 10-FT to better screen truck loading areas from adjacent residential property and Shawnee Drive given the finished grade. Staff also recommends including a cross section to demonstrate that the zoning district buffer full screen will fulfill the intended purpose of screening the use from adjacent roadways and properties. See sketch on Sheet 17. After you have revised the site plan, please resubmit one (1) hard copy so that Staff may verify the information contained on the plan addresses the above comments. Staff will also need all approved review agency comment sheets, recordation of the subdivision plat (as applicable), at least five (5) copies of the final plan set and a digital (PDF) copy for approval.
