The site plan is approved for a 42+/- foot (FT) tall elevated water tank, compound, parking (2 spaces) and future outdoor storage yard/shed in the R5 (Residential Recreational Community) Zoning District in the Opequon Magisterial District. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan. Attached are three (3) hard copies of the signed site plan by the Zoning Administrator. At this time, administrative approval cannot be granted. This site plan cannot be approved until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. - Review Comments: 1) Site Plan Reference. Add the site plan number, SP# 02-19, to the plan set. 2) Site Development Summary. The following revisions should be made to Sheet 2: • Tax Identification Number. Specify the PIN as 87-A-102, currently reflected in Frederick County GIS. Should the PIN number change as the result of a subdivision of land (as noted on the plans — "proposed property line"), this should be update on final plan sets. Additionally, copies of the plat depicting the new property boundaries should be provided for the project file. • Site Address. Further specify "Fairfax Pike." • Building Setbacks. Update the side setback required to 15-feet (per §165- 402.09(N)). Under provided setbacks update the side setback distance to reflect the distance to the property line not to the BRL. • Parking. Specify (add a note) how the parking was calculated. 3) Signage. Add a note regarding the size and height of any proposed signage. Add a note regarding any proposed site lighting, specifying that any lighting required by the FAA is exempt from the requirements of the Frederick County Zoning Ordinance. If no site lighting is proposed, add a note to this affect. 5) Future South Frederick Parkway. The proposed right-of-way (ROW) for the future South Frederick Park does not appear to conform to Frederick County's most recent Eastern Road Plan. This should be revised on the plan set, see graphic below. 2019 Frederick County GIS 6) Site Access. Per the Frederick County Zoning Ordinance § 165-204.26(C) a minimum of 15-feet is required for private access easements serving public utilities. The minimum width shown on the site plan is 12-feet. 7) Landscaping & Screening. The plan set should be updated to include the required deciduous tree plantings for impervious surfaces on -site (1 tree per 2,000 square feet of impervious), parking spaces (1 tree per 10 spaces), and a 36-inch tall evergreen screen to shield the parking area. See Staff mark-up on Sheet 5. 8) Outdoor Storage. The plan notes a "Possible Future Storage Shed;" clarify if it is the intent of the owner to use this area of the site for "outdoor storage" during the interim. If so, the required screening elements for outdoor storage areas will apply (6-foot talk board -on -board fence, wall, or evergreen trees). If not, add a note to this effect that this area will not be used for outdoor storage. 9) Agency Approvals. Review agency comment sheets are required from the following agencies: the Frederick County Inspections, the Frederick County Fire Marshall, Winchester Regional Airport, the Virginia Department of Transportation • 0 Review Comments — SP #02-19, Lake Frederick Water Tank Expansion January 23, 2019 Page 3 (VDOT) and the Frederick County Engineer (Public Works). Lawrence <ELawrence@frederickwater.com> Sent: Thursday, January 3, 201911:10 AM To: Mark Cheran <mcheran@fcva.us> Subject: Lake Frederick Water Tank setback/site plan narrative Mark, Per our discussion, I have drafted the below narrative which addresses the setback requirement for the Lake Frederick elevated water tank. The proposed elevated water tank, possibly a composite elevated storage tank (CET), will be approximately 160-ft tall, and have a concrete pedestal base with an approximate 40-ft diameter. CETs are concrete structures designed to withstand natural events such as wind storms and earthquakes. CETs are designed to meet or exceed AWWA D107 &D102 standards. And most importantly, CETs are permanent structures akin to masonry buildings and are not designed for intention collapses like cellular towers. A good resource for CET information is at http://caldwellwatertanks.com/tank-composite-overview.htmi (this is not an endorsement of Caldwell, but I found their website to be informative). As background, the existing elevated water tank located at 315 Tasker Road (Frederick Water Administration Building) is 190 feet tall and has a 60 foot setback from the northern property line (closest property boundary). The proposed Lake Frederick elevated water tank will be approximately 30-ft shorter, yet have greater setbacks when compared to the existing elevated water tank at 315 Tasker Road. With your approval, the following narrative will be placed on the Lake Frederick Elevated Water Tank's site plan. "Setbacks applicable to the proposed elevated water storage tank: The base of the elevated water storage tank will be a minimum of 70-ft from Route 277 (Fairfax Pike),100-ft from the Madison Farms, LLC property to the west, and 250-ft from the southern property line. These setbacks result in an elevated water storage tank location that accommodates the dedication of 20-ft for future Fairfax Pike expansion, and avoids placing the tank within the planned South Frederick Parkway alignment. The Zoning Administrator, per Frederick County Code 165-204.26.A. Public Utilities, and reflective of the approval of the site plan, has determined that these are appropriate setbacks applicable for the elevated water storage tank on this site." Lot requirements for lots used by political subdivisions, municipal corporations, the Virginia Department of Transportation, the Frederick -Winchester Service Authority, or the Frederick County Sanitation Authority for public utility purposes shall be as follows: A. In all zoning districts, the Zoning Administrator shall have the authority to determine the minimum lot size necessary for such public utilities and the appropriate setbacks for such lots used for public utility purposes. B. Such lots shall be exempt from the individual on -site sewage disposal system requirements. C. Such lots may be accessed by private access easements; any such easement shall be a minimum of 15 feet in width. The proposed right-of-way (ROW) for the future South Frederick Park does not appear to conform to Frederick County's most recent Eastern Road Plan. This should be revised on the plan set, see graphic below. Response: Per our earlier conversation, we have removed the future ROW as it is now not located on the newly created parcel. 6) Comment: Site Access. Per the Frederick County Zoning Ordinance §165-204.26(C) a minimum of 15-feet is required for private access easements serving public utilities. The minimum width shown on the site plan is 12-feet. Response: Per our earlier conversation, the updated plans will not require this easement. 7) Comment: Landscaping & Screening. The plan set should be updated to include the required deciduous tree plantings for impervious surfaces on -site (1 tree per 2,000 square feet of impervious), parking spaces (1 tree per 10 spaces), and a 36-inch tall evergreen screen to shield the parking area. See Staff mark-up on Sheet S. Response: Our plan revisions have rearranged the impervious area and parking locations. We have provided i tree per 2,000 SF of on -site impervious area. We have added screening for the parked vehicles (see sheet CS9000). 8) Comment: Outdoor Storage. The plan notes a "Possible Future Storage Shed;" clarify if it is the intent of the owner to use this area of the site for "outdoor storage" during the interim. If so, the required screening elements for outdoor storage areas will apply (6-foot talk board -on -board fence, wall, or evergreen trees). If not, add a note to this effect that this area will not be used for outdoor storage. Response: The revised plans accommodate for a storage building or outdoor storage area in the future. We have added notations to the storage yard and the proposed fencing indicating that board on board fencing is required for an outdoor storage use (see sheet CS3000). 9) Comment: Agency Approvals. Review agency comment sheets are required from the following agencies: the Frederick County Inspections, the Frederick County Fire Marshall, Winchester Regional Airport, the Virginia Department of Transportation (VDOT) and the Frederick County Engineer (Public Works).
