Attached are (6) six sets of the final site plans for Trailer Drop, LLC, with review
agency comments addressed. The approval letters are attached. Your comments
have been addressed and responses shown below.
1. The site plan reference number has been added to sheet 1.
2. The total area disturbed has been added to sheet 1. The parking spaces has
been noted that there are 99 trailer parking spaces and not trucks.
3. Notes 7 and 8 have been added to sheet 1 to address your ordinance and
striping comment. Futhermore, the painted striping has been performed on
the gravel lot per your request.
4. The egress width has been noted on sheet 2. The dimension of the trailer
stalls has been added to sheet 2. The parking setbacks have been labeled on
sheet 2.
5. The EG and EP have been labeled on the grading plan.
6. The evergreens have been added the rear of the property as requested and
the table/tree count updated. The green areas have been labeled. A second
species of evergreen has been added to the front screening and the trees
replaced with them on site.
7. All agency approvals have been obtained and attached.
8. A Lighting Plan has been added at your request; however, it is noted on the
plans these lights are not required for final approval nor do I intend to install
them.
Please perform a final inspection this week so that I can start parking trailers on site
on Monday.

A VDOT review has been conducted for the Trailer Drop, LLC site plan with a seal date of June 4, 2018. Based
off of the review of the drawings, the designed entrance from Route 861 is approved by our office. Please
ensure that all applicable agencies have the most recent set of approved drawings. Please provide an
electronic version of the approved plans in PDF format for our files.
We offer the following general comments:
Our review and comments are general in nature. Should details be overlooked during plan review or conditions
in the field exist such that additional measures are warranted, such measures shall be completed to the
satisfaction of the department.
Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge
Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit
Special Provisions.
All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage
easement.
Any construction related changes to the approved plan must come through the design engineer to VDOT for
approval. Please allow a minimum of 5 business days for VDOT review.
A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The permit is
issued by this office and may require application fees, the salary & expenses of a State assigned inspector, and
surety bond coverage.

Dear Mr. Oates:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan will not be
approved until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staff s comments listed below and then prepare a revised
minor site plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference Number. Add the Site Plan reference number, #19-19, to the plan
set.
2) Project Information. The following changes should be made to Sheet 1:
• Disturbed Area: Provide the total disturbed area of the site.
• Parking Spaces: Further specify the total number of tractor truck trailer parking
spaces (99). Add a note that this site plan restricts the parking to only tractor
truck trailers and does not allow for the parking or storage or tractor trucks. If it
is the owner/designer's intention to also allow parking for tractor truck cabs,
additional comments may be provided.
3) Zoning General Notes. On Sheet 1, add an additional note specifying compliance with
Frederick County Zoning Ordinance § 165-204.24, Tractor truck and tractor truck trailer
parking. Also, add a note that all tractor truck trailer parking spaces will be striped.
4) Dimensioning and Site Plan. The following revisions should be made to Sheet 2:
• Specify the width of the motor vehicle egress (exit).
• Specify the dimensions of the proposed tractor truck trailer parking stalls.
• Depict the parking setbacks required.

5) Grading Plan. On Sheet 3, specify the edge of gravel (EOG) and edge of pavement (EOP).
6) Landscaping. On Sheet 4, the following revisions should be made:
The required trees per § 165-204.24(F) does not appear to include the required rear
yard plantings (+/- 300-FT at 1 tree per 40-FT or 8 additional trees). Update the
"side & rear" required evergreen trees calculation to 40; update the total number
of evergreen trees (front, side, & rear) required to 52. Depict the 8 additional
evergreen trees along the rear of the tractor truck trailer parking area. Staff notes
the tree credit allowance would not cover the required screen trees as they are not
over the evergreen variety.
• Update the plant schedule to include a minimum of two (2) different species of
evergreen trees as required for the yard area within the front setback per Frederick
County Zoning Ordinance § 165-204.24(F).
• Label/differentiate the "Green Area in Lot."
• Remove "plant" symbol that does not appear in the plant schedule or to be existing
trees. See Staff markup.
7) Auncy Approvals. Comment sheets (approvals) are required from the following
agencies: the Frederick County Inspections the Frederick County Engineer (Public
Works), and the Frederick County Fire Marshal. Staff acknowledges receipt of comment
letters from VDOT and Frederick Water.
Additional Staff Recommendations:
8) Site Lighting. The Zoning Administrator recommends inclusion of pole -mounted lighting
fixtures throughout the site to assist drivers with internal circulation and tractor truck trailer
parking during times of low light/visibility and for overall site safety. The site plans may
be updated, as appropriate.
After you have revised the site plan, please resubmit one (1) copy so that Staff may verify the
information contained on the plan addresses the above comments. Staff will also need all approved
review agency comment sheets and at least five (5) copies of the final plan for approval and a digital
(PDF) copy. Do not hesitate to contact me if you have any questions or concerns regarding this
