This site plan is approved for the construction of a new 36,170 square foot Lidl grocery store within the Rutherford Crossing Shopping Center (located off Merchant Street/Martinsburg Pike) in the Stonewall Magisterial District. Required site improvements include the following: • Construction of a parking lot with 152 spaces (including seven handicap accessible), including curb and gutter, striping, handicap access and landscaping. • Two loading spaces and a screened dumpster area. • Landscaping and lighting as indicated on the site plan. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with three (3) copies of the approved site plan. Please forward these copies to the appropriate representative(s). The plats for the lots need to be approved and recorded prior to final site plan approval. The site plan should show the new lot layout. Response: Acknowledged. The subdivision plat has been approved and submitted for final recordation. The remaining land will be one total parcel, subdivided again at a future time when the pads are designed. Comment 2: Signature Block: A signature block needs to be provided on the coversheet for the Zoning Administrator, along with the five year expiration language. Response: The block has been added to the cover sheet. Comment 3: Photometric Plan: A photometric plan must be submitted with this application. Response: The photometric plan has been included in this submittal. • Kimley>>> Horn Page 2 Comment 4: Proffer and MDP References: The proffers need to be referenced on the site plan alongwiththe MDP. Response: The MDP and REZ numbers have been added to the project description narrative. Comment 5: Proffiect Information (Statistics): On the coversheet, provide the following under the project statistics: parking calculations, building restriction lines (minimum and provided), landscaped area (minimum and provided), and signage references. Response: The additional information has been provided. Comment 6: Dumpster and Loading Area Layout: The layout of the site has the dumpsters and loading areas facing the main entrance into the site; this should be re -orientated if possible. Response: Moving the loading and dumpster areas is not possible due to the Client's operational needs. Comment 7: Dumpster Screening Detail: A detail for the dumpster screening enclosure needs to be provided (chain link is not permitted). Board on board opaque style fencing must be utilized. Response: The dumpster screening details have been added to the Site Plan Detail sheets. Comment 8: Historic Area: Label the historic area on Sheet C200. Response: The historic area has been labeled. Comment 9: Parking Space Size: The parking spaces shown are 20'x10' (200sf); the zoning ordinance only requires a minimum of 180sf. Response: It is understood that the minimum required space size is 180 SF. Lidl prefers to have larger parking spaces to enhance customer experience. Comment 10: Parking Spaces along Buildings: A minimum of CG-2 is required along parking spaces that abut sidewalks adjoining buildings. Response: Additional CG-2 has been added along the long side of the building. The area at the short/front side of the building where the ADA spaces are located will have flush curb with bollards at 6' OC spacing to protect the building and provide ADA access to the building. • • Kim ey>>> Horn Page 3 Comment 11: Crosswalks and Ramps: Ensure crosswalks and handicap ramps are installed at all intersections. Response: Additional crosswalks have been added to the existing intersections along the limits of Lot 1. There appear to be existing ramps at these locations. Some stop signs/bars had to be relocated to accommodate the new crosswalks. Comment 12: Site Notes: On Sheet C200 provide a note that states all utilities shall be installed underground. Response: A note has been added Comment 13: Landscaping Notes: On Sheet C600, notes need to be provided that state (1) all planting shall conform with Section 165-203.01 B of the Frederick County Zoning Ordinance (plant selection, planting procedure, and maintenance), and (2) any plant substitutions must be approved in writing by the Frederick County Planning Department. Response: A note has been added. Comment 14: Buffer Areas 1-11: Buffer Areas I and II from the approved site plan (see sheets 95-96) dated October 26, 2007, including the trees, need to be included on this site plan. The note about supplemental landscaping also needs to be included. Response: The buffer areas have been added to the plans and referenced to the previously approved plans. A note regarding supplemental installation has also been added. Comment 15: Existing Trees: Label the existing tree types (and caliper) in the plant schedule. Also, the evergreen shrubs need to be 36" caliper at time of planting. Response: An existing plant schedule has been added to sheet C601 and the plantings have been labeled on sheet C600. Response: The site plan has been revised and all previously submitted sheets should have the new, two lot configuration. Comment 2: Signage: On the coversheet under site plan statics, remove the sign allowance figure (shows three allowed). Response: The signage information has been removed from the cover sheet. Comment 3: Photometric Plan. Address the following on the photometric plan: • Light fixtures cannot be located within the parking areas - the layout will need to be adjusted to relocate two of the fixtures within islands. • State that the pole lighting consists of the existing lighting fixtures previously installed (allowance now is for 25' poles). • Average lighting level for the site cannot exceed 5 foot-candles. • Provide details (manufactures cutsheets) for all fixtures (building and existing pole mounted). • Provide statements that all fixtures are full cutoff. Response: The photometric plan has been revised and a new photometric detail sheet (sheet L 150) has been created for the manufacturer detail sheets. Indicate if access easements have been granted over the travelways and provide legal references. Page 2 Response: Lidl is currently negotiating an agreement with Rutherford crossing that will give permissive access to both Lidl and Rutherford for cross access. These documents are not finalized/recorded yet and may not be for a couple of weeks. Access easements have been illustrated on the site plan sheet and will be recorded prior to building permit approval. Comment 5: Agency Approvals. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Subdivision. The site plan references future lots and a pending subdivision, the plats for the lots need to be approved and recorded prior to final site plan approval. The site plan should show the new lot layout. 2) Signature Block. A signature block needs to be provided on the coversheet for the Zoning Administrator, along with the five year expiration language. 3) Photometric Plan. A photometric plan must be submitted with this application. 4) Proffer and MDP References. The proffers need to be referenced on the site plan along with the MDP. 5) Project Information (Statistics). On the coversheet, provide the following under the project statistics: parking calculations, building restriction lines (minimum and provided), landscaped area (minimum and provided), and signage references. 6) Dumpster and Loading Area Layout. The layout of the site has the dumpsters and loading areas facing the main entrance into the site; this should be re -orientated if possible. 7) Dumpster Screening Detail. A detail for the dumpster screening enclosure needs to be provided (chain link is not permitted), board on board opaque style fencing must be utilized. 8) Historic Area. Label the historic area on sheet C200. 9) Parking Space Size. Ensure crosswalks and handicap ramps are installed at all intersections. 12) Site Notes. On sheet C200 provide a note that states all utilities shall be installed underground. 13) Landscaping Notes. On sheet C600, notes need to be provided that state (1) all planting shall conform with §165-203.01B of the Frederick County Zoning Ordinance (Plant selection, planting procedure, and maintenance), and (2) any plant substitutions must be approved in writing by the Frederick County Planning Department. 14) Buffer Areas 1-II. Buffer Areas I and II from the approved site plan (see sheets 95- 96) dated October 26, 2007, including the trees need to be included on this site plan. The note about supplemental landscaping also needs to be included. 15) Existing Trees. Label the existing tree types (and caliper) in the plant schedule. Also, the evergreen shrubs need to be 36" caliper at time of planting 16) Agency Approvals. Date: January 20, 2016 Subject: Rutherford Crossing Trip Generation Analysis Lidl Grocery Store This memorandum presents the results of a trip generation analysis performed for the proposed 36,170 square foot (SF) Lidl grocery store to be located within the existing Rutherford Crossing shopping center along Martinsburg Pike (US Route 11) in Frederick County, Virginia. The shopping center was previously approved in 2007 for 496,515 SF of development. In 2012, a new site plan was approved for a 6,838 SF Texas Roadhouse restaurant on a separate lot within the shopping center. The updated plan allows for 497,828 SF of development on the Rutherford Crossing site. At this time, based on the square footages provided in the approved site plan, 397,076 SF of the shopping center is built. 99,439 SF remains undeveloped, of which 94, 626 SF was originally allocated to Lot 1 and 4,813 SF was allocated to Building 5C adjacent to the Texas Roadhouse. Because the proposed grocery store will be integrated into the existing shopping center, which already includes multiple anchor stores, it is most appropriate to calculate trips associated with the grocery store based on the overall retail center size. On this basis, the 36,170 SF grocery store was added to the existing 398,389 SF of retail to result in 434,559 SF. The resulting trips were then compared to the trips generated by the previously approved 497,828 SF of development. Trips generated during the AM and PM peak hours were calculated using the Institute of Transportation Engineers (ITE) average trip generation rates for land use code 820 (Shopping Center) found in the ITE Trip Generation Manual, 9`1 Edition. This table also shows that the resulting trips with the grocery store in place will be less than the trips resulting from the overall approved retail center. The addition of the grocery store will result in 61 fewer trips in the AM peak hour and 235 fewer trips in the PM peak hour than the level of development that was previously approved. The analysis also demonstrates that, upon completion of the Lidl grocery store, an additional 63,269 SF of development may occur on the Rutherford Crossing Site before the approved number of trips is exceeded.
