On the coversheet clarify what the "screens" are which are referenced under the setback section. Response: See the revised cover sheet for an additional note. The "screens" refer to architectural screening features placed at the building corner "bump outs". They serve to screen mechanical equipment, placed on the rooftop, from view. Comment 2: Approved Plans. Provide references to all approved site plans: 19-00, 03-05. Response: Revised as noted. Comment]: Photometric Plan. On sheet C8.02 the poles cannot exceed 25' (a 30' pole on a 36" pedestal is not permitted), one of the parking lot fixtures needs to be changed to an A or B (with residential shielding), provide a detail of the residential shield. This plan shows no building mounted lighting, indicate if any is proposed. Response: See the revised Photometric Plan for a typical "Light Pole" Dimensioning Detail. Also, see the note stating that there is no building lighting proposed with this plan. Regarding the residential shield, we talked to the manufacturer representative regarding getting data on the shield. The manufacturer provides them as an option and we have the option activated and noted on the plans. However, there isn't a detail or cut sheet to show this shielding. The representative did send us a photo of the shield installed on a LED light fixture. The shield has vertical panels along each row of LEDs to provide the screening required. The photo is attached. Comment 2: Labelink. On sheet C3.02 label the concrete area on the side of the building as indicated. Response: See revised sheet C3.02 for clarification. Label all existing structures/improvements. Response: Features have been labeled as existing or proposed. Comment 4: Sidewalk. Extend the sidewalk along Ralph Shockey Drive as referenced on sheet C3.02, handicap ramps are also necessary as indicated. Response: The sidewalk has been extended and handicap ramps placed as needed. See revised plan sheets C3.02. Comment 5: Parking Requirements. On sheet C3.02, many areas shown with CG-2 will need to be replaced with CG-6, CG-2 is only permitted adjacent to buildings. Response: All CG-2 designations have been revised to be CG-6. Comment 6: Landscaping Plan. On sheet C8.01 the calculations show 90 required but only 89 provided. Additional parking lot hedges are required as indicated. Response: See sheet C8.01 for revised landscape calculations. Additional parking lot hedges have been provided as indicated. Note that two Landscape Details have moved from sheet C8.01 to sheet C7.02. Comment 7. Plant Size. Parking lot trees only need to be 2" caliper, the viburnum needs to be 36" in height, and the arborvitae needs to be 6' in height. Response: Plant sizes have been revised accordingly. Comment 8: Bu erin . Additional evergreen screening may be required along the adjacent residential properties. Show and label all existing evergreen screening, provide additional screening where deciduous trees are present. Notation will be required as well as stating supplemental landscaping may be required prior to final occupancy Response: See revised sheet C8.01. A 50' wide zoning buffer is indicated along the common line between B-2 and RP. We have also provided notes and pictures to document the existing evergreen screening that was installed during the contruction process of the football stadium. The existing screening appears in good health and doesn't necessarily need repair or replacement. Comment 9: Agency Approvals. Approval comments are required from the following agencies: the Virginia Department of Transportation, the Frederick County Inspections Department, the Frederick County Engineer, the Frederick County Fire Marshal, the Frederick County Sanitation Authority, and the Virginia Department of Health. Response: All agency approvals will be forwarded to the Frederick County Planning Department upon receipt. General Comment: After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. Response: A revised site plan is provided with this comment response letter and all agency approvals will be forwarded to the Frederick County Planning Department upon receipt. Once we receive all county approvals as well as Planning acceptance we will provide the final plans will all agency revisions to Planning for final approval. The fixture has been fitted with a down light Residential Screen (Option HS-House Side Shield on the lighting cut sheet). The screen is the black component added to the light. There are vertical blinds along each LED light row to screen lighting from adjoining parcels.
