Dear Mr. Tweedie:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staffs comments listed below and then prepare a revised
site plan which adequately addresses each concern.
Review Comments:
1) Please add the site plan number, SP# 24-16, to all sheets in the plan set.
2) Cover Sheet. Please add the project address and Parcel Identification Number (PIN) to
sheet 1.
3) Proiect Notes. Please make the following revisions on sheet 2:
• Please add a reference to all previously approved site plans: SP# 02-91 (Sheetz
Convenience Store/Station), SP# 33-93 (Sheetz Parking Lot & Access Road),
SP# 26-00 (Sheetz Store #186 Rebuild).
• Please reference the correct address, 1503 North Frederick Pike. Please ensure
the correct address is referenced across all sheets.
• Please include the required Floor Area Ratio (FAR) of 1.0 with the FAR
Calculations.
• Please include a note on the number of loading spaces required and provided. If
no loading spaces are required or provided, please add a note to this effect.
• Please include a note that the required minimum landscaped area or 15% with the
Landscape Area Calculations.
4) Minimum Landscaped Area. The minimum required landscaped area for the B2 zoning
district is 15%; based on the proposed landscaped area calculations provided, the area

totals only 11%. Please provide additional landscaping (and revised calculations) to fulfill
this Zoning Ordinance requirement.
5) Adioinin2 Lots. Please provide a reference map showing the location, owner's name,
PIN, and zoning district of all adjacent parcels.
6) Setbacks. Please include on all site plan drawings the location of all setback lines as
required by the zoning district.
7) Landscapinlz Plan. Please provide an existing or revised Landscaping Plan to
demonstrate how perimeter landscaping, buffering and screening requirements are being
fulfilled.
8) Outdoor Lighting. Please provide a Photometric Plan and notes detailing how outdoor
lighting standards will be met per Section 165-201.07.
9) Sianage. Please include the location, dimensions, and height of all signs. Please note that
the existing signage will need to be in conformance with current sign regulations.
10) Pedestrian Access. Please include the location of any existing or proposed sidewalks and
walkways as required. Specifically sidewalks along Route 522 and Fox Drive.
11) Outdoor Dumpster(s). Please include the location of any existing or proposed outdoor
dumpsters. Please include details regarding screening/fencing of the outdoor dumpsters.
12) Transportation. The site entrance from Route 552 (North Frederick Pike) should be a
right -in only. The north entrance from Fox Drive (nearest to the intersection with Route
522) should be closed off to traffic entering or exiting the site. Please depict these
revisions on the resubmission.
13) Agency Approvals. Comment sheets (approvals) are required from the following
agencies: the Frederick County Inspections Department, the Frederick County Fire
Marshal, the Virginia Department of Transportation (VDOT), the Frederick County
Sanitation Authority (FCS,4) and the Frederick County Engineer.
After you have revised the site plan, please resubmit one (1) copy so that I may verify the
information contained on the plan addresses the above comments. I will also need all approved
review agency cominent sheets and at least five copies of the final plan for approval. Do not
hesitate to contact me if you have any questions or concerns regarding this letter.
