The above -referenced minor site plan was approved on June 28, 2016. The site plan is approved
for additions to an existing building and modifications to the location of handicap parking at the
Rock Harbor Golf Club in the Back Creek Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
minor site plan, including review agency comments from all relevant review agencies. Attached
are hard copies of the signed site plan by the Zoning Administrator. Further, once site
development is complete, the owner(s) should contact this office to schedule an on -site

Comment: Parcel Information — Proposed Use. Please reference the approved Conditional Use Permit and
the approved conditions number (CUP # 10-06) and Site Plan (SP #42-02) on the minor site plan. Please
remove the second reference to the proposed use as this is redundant.
Response: We have referenced the appropriate CUP and SP identifications.
Comment: Parcel Information — Parking Requirement. Please revise the parking requirements and parking
total to reflect the Zoning Ordinance requirement for 3 spaces per hole.
Response: We have updated the parking requirement. Please note there are now 36 holes open.
Comment: Existing Conditions. Depict all existing conditions (structures, paths, cartways, etc.) as shown on

Buildings shall comply with The Virginia Uniform Statewide Building Code 2012 and Virginia
Rehabilitation Code 2012. Other Code that may apply are 'ICC/ANSI A117.1-09 Accessible and
Usable Buildings and Facilities and International Energy Code 2012. Structural plans submitted
for permit application shall be sealed by a Virginia Licensed Design Professional.
Restaurant addition shall conform to the requirements of the Virginia Rehabilitation Code.
Renovations to the existing structure requires a building permit. An asbestos inspection is
required on renovations to existing buildings constructed prior to 1985.
Assembly areas exceeding 5000 sq ft require a NFPA 13 system. The additions to the existing
building shall not create any extension of nonconformity in the code or make any nonconformity
worse. Additions to the building shall be addressed as separate fire areas or a sprinkler system
may be required.
20% ANSI Al 17.1-09 rule applies.
Handicap.parking shall comply with ANSI Al 17.1-09. Van accessible parking/unloading shall
have a minimum of I V width with 5' unloading area or a minimum of 8' unloading area with
an 8' width. Car unloading area shall provide a minimum of 5' unloading area. Max slope of
parking and unloading area is 1:48
Please note the requirements in Chapter 17 of ICC for special inspection requirements on the
type of structure.( Soils, concrete ect..).

SUBJECT: Rock Harbor Golf Club

We have prepared a site plan revision for a 1,144 SF expansion at the Rock Harbor Pro
Shop/Restaurant. This expansion is due to the encroachment into the restaurant space by the
Pro Shop, decreasing the original planned seating area by about 400 SF. The proposed addition
will square up the existing structure, only marginally increasing the restaurant seating area. All
utilities will be extended from within the building. The grading will be kept to a minimum
necessary to relocate the adjacent golf cart path. The proposed disturbed area is .11 ac.;
therefore a land disturbance permit will not be required. We have shown sift fence at the toe of
the new slope which will be adequate protection for the nearby 10th tee. All construction access
will be over paved/gravel base roadway further limiting erosion/sediment loss potential.
I have attached the original design notes for the initial sewage disposal design. The allowed
restaurant was set at 200/day. Even with this small expansion the owners do not believe this
threshold will be exceeded.
