The above -referenced minor site plan was approved on May 23, 2016. The site plan is approved
for additions to a burn building for fire and rescue training located at 1716 Woodstock Lane in
the Red Bud Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
minor site plan, including review agency comments from all relevant review agencies. I am
providing you with five (5) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for
future reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this

Dear Ms. Perkins:
The comments from the Frederick County Planning Department regarding the
above -referenced project have been appropriately addressed on the revised site plan documents
that accompanies this letter. The comments have been addressed as follows:
Department of Planning and Development:
1. SP No. 14-16 has been added to the cover sheet, as requested.
2. The General Notes has been adjusted, as requested.
3. The Signature Block has been revised, as requested.
4. The zoning information & setback lines have been adjusted.
5. The PIN numbers and zoning classifications has been added to the plans.
6. There are no easements for access because the City of Winchester owns the
adjoining properties that front onto Woodstock Lane. A note has been added to the
plans.
7. Headlight Screen. This facility is not typically used at night. Annual usage, at
night, would be a maximum of once per month so the headlight screen is not
critical. However, to satisfy the screening requirement, a differential in elevation
and the existing solid 6' wood fencing will be used.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have
been adequately addressed. Please review Staff's comments listed below and then prepare a
revised site plan which adequately addresses each concern.
Review Comments:
Administrative Information. Please revise the site plan number to be SP # 14-16.
General Notes. Under "Off -Street Parking Requirements" please remove the
requirement for Street Trees as these are not required for this development.
Signature Block. The signature block needs to be revised and labeled 'Approved by
the Zoning Administrator", along with including the five year expiration language.
Project Information. Please provide t:hR correct property identification number for
the subject property (PIN #: 54- - 22), and depict the building setback lines
(minimum and provided) on all sheets.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have
been adequately addressed. Please review Staff's comments listed below and then prepare a
revised site plan which adequately addresses each concern.
Review Comments:
1) Administrative Information. Please revise the site plan number to be SP # 14-16.
2) General Notes. Under "Off -Street Parking Requirements" please remove the
requirement for Street Trees as these are not required for this development.
3) Signature Block. The signature block needs to be revised and labeled "Approved by
the Zoning Administrator", along with including the five year expiration language.
