Dear Tim:
The above -referenced site plan was approved on April 5, 2016. This site plan is approved for the
demolition and reconstruction of Warehouse Building B, addition of five silos and a cooling tower at
the existing Monoflow Facility located at 882 Baker Lane in the Stonewall Magisterial District.
Required site improvements include the following:
Construction of an 18,700 square foot warehouse (reconstruction).
Construction of five 60' tall silos.
Construction of a 25' tall cooling tower.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with eight
(8) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process.
Once site development is complete, the owner(s) should contact this office to schedule an on -site
inspection. Do not hesitate to contact me if you have any questions or concerns.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be granted. At this
time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the
other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised
site plan which adequately addresses each concern.
1. On the coversheet, the towers (cooling tower and silos) need to be included in the project description.
2. On the coversheet the parking calculation for the warehouse employees needs to show 75 spaces (50 employees x
1.5)
3. On the coversheet, the landscape area shown ins 26.7% - this is the same percentage shown on the 2013 plan. The
landscaped area percentage should change due to the silo pad addition.
4. On the coversheet under zoning notes, include "all utilities must be underground".
5. Provide the height of the water cooling tower.
6. Clarify the height of the structure and the actual setbacks (can be shown on the location map).
7. Indicate if any lighting will be placed on the building or silos/tower.
8. Agency approvals are required from: Inspections, Public Works, Fire, FCSA.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I
will need all approved review agency comment sheets and at least five copies of the final plan for approval.

The comments from the Frederick County Planning Department regarding the
above -referenced project have been appropriately addressed on the revised site plan documents
that accompanies this letter. The comments have been addressed as follows:
Department of Planning and Development:
1. The cooling tower and silo installations have been added to the project
description on the cover sheet, as requested.
2. The parking calculation on the cover sheet has been revised, as requested.
3. The percentage of open space has been adjusted for the new concrete pad areas.
4. The "utilities" note has been added to the notes on the cover sheet.
5. The height of the cooling tower has been added to the plans.
6. The plat showing the improvements has been attached herewith for your review
and files.

We have completed our review of the site improvement plan related to the crane building
"B" replacement at Monoflo International, Inc. and offer the following comments:

Xdicate what type of pavement is planned in the areas shown on sheets 2 and 3.
" Refer to sheet 5/8; note related to the proposed silo pad construction:
Indicate if a geotechnical investigation has been performed in the area proposed for the
silo foundation. Based on our site visit, it appears that this area is underlain by fill
material. Verify that the existing and proposed fill will be capable of supporting the
proposed silo foundation. Based on our conversation, we understand that Painter -Lewis,
P.L.C. will design the foundation for the proposed silo.
Refer to sheet 6/8, typical pipe bedding detail:
It is critical that the HDPE pipe be installed in accordance with this detail because of the
sensitivity to a bearing failure and collapse of the pipe. The owner should provide
verification that the 36" HDPE is installed in accordance with this detail.

SITE PLAN CHECKLIST
The Site Plan Checklist, shown below, lists the information which is required to be on each site plan. Site plans
which are incomplete or missing information will be returned to the applicant (s) for revision.
Project Information Section
(1)
A title that includes the name of the proposed or existing business and a subtitle which
describes the proposed development.
(2)
The name, address, and phone number of the land owner, developer, and designer.
(3)
The Frederick County Property Identification Number (PIN) of all lots included on the
site plan.

The number and type of dwelling units included on the site plan for residential uses.
(5)
The total land area and total developed land area of all lots included on the site plan.
(6)
A de tailed de scription o f the pr oposed use or uses o f the development, a s well a s a
description of the existing use or uses.
(7)
A reference to any other site plan, master development plan approved by the county
for the site.
(8)
The date the site plan was prepared and a list of all revisions made, including the date
and a description of why the site plan was revised.

(47) Facilities necessary to meet the requirements of the Fire Code.
(48) A si gned seal o f the c ertified Virginia 1 and surveyor, architect, or engineer who
prepared the plan. The seal and signature of the engineer, surveyor or architect shall
be on each sheet of the site plan.
/ (49) A space labeled "Approved by the Frederick County Zoning Administrator" for the
signature of the Zoning Administrator, approval date, and a statement that reads "site
plan valid for five (5) years from approval date."
