The site plan is approved for five (5) ballfields in the RA (Rural Areas) Zoning District in the Stonewall Magisterial District. The site plan also includes paved parking areas (266 spaces), concession and restroom facilities, landscaping & screening, and site lighting (including pole -mounted recreation lighting). All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan. Attached are five (5) hard copies of the signed site plan by the Zoning Administrator. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. At this time, administrative approval cannot be granted. This site plan will not be approved until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised minor site plan which adequately addresses each concern. Review Comments: 1) Site Plan Reference Number. Add the Site Plan reference number, #27-18, to the plan set. 2) Si2ned Seal. Final copies for signature by the Zoning Administrator will need a signed seal of the certified Virginia land surveyor, architect, or engineer who prepared the site plan. Staff acknowledges the current submission is marked as a "Draft. " 3) Power of Attorney. A signed copy of the special limited power of attorney form included in the site plan application package should be provided for the project file. 4) Project Information. The following changes should be made to Sheet 1: • Disturbed Area: Provide the total disturbed area of the site. • Parking_ Spaces: Further specify (and add a note) how the parking was calculated. On similar park plans (ex. Rose Hill Park; Frederick Heights Park) parking was determined based on the anticipated use of the park. • Si na e: Details regarding the location, size, height of any proposed signage and reference to the Zoning Ordinance section number should be included. 5) Outdoor Trash Receptacles. On Sheet 2 provide the location for any outdoor trash receptacles (dumpsters). Staff acknowledges the appropriate screening for outdoor trash receptacles is noted on Sheet I under "Zoning General Notes. " 6) Fencing. Details should be provided regarding the fencing proposed around the 107 North Kent Street, Suite 202 • Winchester, Virginia 22601-5000 Re: SP #27-18 Frederick Water — Ballfields (Stephenson) June 29, 2018 Wage 2 ballfields. Staff acknowledges this will be provided separately from the Department of Parks and Recreation. Additional comments may be provided. 7) Landscaping. Update the total number of trees provided to 84 (as depicted on Sheet 7). 8) Site Lighting. A photometric plan, which includes all free-standing and building -mounted fixture details and minimum, maximum and average illumination levels, should be provided for review by Staff. Staff acknowledges the correct site lighting notes are included on Sheet I under "Zoning General Notes" and that a photometric plan will be provided separately from the Department of Parks and Recreation. Additional comments may be provided. 9) Aaeney Approvals. Comment sheets (approvals) are required from the following agencies: the Frederick County Inspections the Frederick County Engineer (Public Works), Frederick Water, the Virginia Department of Health, and the Frederick County Fire Marshal. After you have revised the site plan, please resubmit one (1) copy so that Staff may verify the information contained on the plan addresses the above comments. Staff will also need all approved review agency comment sheets and at least five (5) copies of the final plan for approval and a digital (PDF) copy. Ensure only parcels subject to the site plan approval are highlighted on Sheet 1. 2) Outdoor Trash Receptacles. On Sheet 1, update the note 3 under "Zoning General Notes" to specify a 6-foot tall board -on -board fence (or equivalent) and provide a detail of the fence on subsequent sheets. On Sheet 2 provide the location for any outdoor trash receptacles (duimpsters). 3) Ballfield Fencing. Provide details (height and type) of the proposed fencing around ballfields. 4) Parking Areas. Add a note to Sheet 1 under "Zoning General Notes" that parking areas will utilize concrete wheel stops (bumpers) in where curb and gutter is not provided. 5) Pedestrian Access. Safe pedestrian walkways shall be provided to all uses on land included in a site plan. The Zoning Administrator may require additional sidewalks or walkways to promote a general system of pedestrian access (§165-203-03(D)). The following revisions should be made to Sheet 11, Landscape Plan: • Update the "Requirement" column for "Impervious Area over 100,00 SF" to 1 tree per 5,000 SF of impervious area under "Landscaping Data." Staff acknowledges the calculation of 3 trees is correct (1 S, 287 SF/5, 000). • A total of 77 trees is required based on the calculations provided. 74 trees are shown, 3 additional trees are required. • A 36-inch high evergreen hedgerow, wall, or bean is required to shield headlight glare from adjacent properties or roadways. See Staff mark-up for placement of screen. • Remove reference to "10" on ballfield 4. This appears to bean error. 7) Site Lighting. The following revisions should be made to Sheet 12, Lighting Plan: On fields 1, 4, and 5 the location of poles/light fixtures beyond centerfield appear to be located in a "critical glare zone" where luminaries should not be located as outlined in IESNA RP-6, Recommended Practice for Sports and Recreation Lighting, (see figure 53). Staff acknowledges the Lighting Plan was designed by others; please confirm the lighting placement within the "critical glare zone" is acceptable with the plan designer and Parks and Recreation Staff. • The setback for light fixtures (poles) A2 and B2 should be labeled on Sheet 12. Light fixtures/poles are to setback a minimum of one foot for every one foot in height from any residential or agricultural property or road right-of- way (§ 165-201.07(F)(5)). Staff acknowledges the poles appear to meet the setback requirement. 8) Agency Approvals. Comment sheets (approvals) are required from the following agencies on the site plan resubmission: Building Inspection, the Frederick County Engineer (Public Works), Frederick Water, the Virginia Department of Health, the Virginia Department of Transportation (MOT), Frederick County Parks and Recreation, and the Frederick County Fire Marshal. After you have revised the site plan, please resubmit one (1) copy so that Staff may verify the information contained on the plan addresses the above comments. The following response address each of your comments. 1. The vicinity map has be changed as requested. 2. The note on outdoor trash receptacles has been changed to 6' "opaque" fence. Details are not provided nor is a location noted on sheet because we are not building a dumpster pad. 3. There is a detail for the backstop that was provided by Parks and Recreation. There are also notes on the plans detailing the ballfield fencing provided by Park and Recreation. If you are requiring additional details, please reach out to Parks and Recreation. Otherwise, I will simply remove the fencing from the plans and the County can build their own fence later once they prepare a plan you find acceptable. 4. I added the note on sheet 1 about wheel blocks. 5. The pedestrian access requirement you specified as 165-203-03(D), I believe is 165-202-03(D). The complete ordinance you paraphrased is "the Zoning Administrator may require additional sidewalks or walkways on site plans to promote a general system of pedestrian access in residential neighborhoods or business corridors." The plan is not in either of those, nor is there a Master Development Plan, Adopted Corridor Plan, or Walkway Plan as further specified in the ordinance. If Parks and Recreation or the County would like to include additional trails, shelters, etc.; then they may do so if the land is dedicated to them. I will add the cross -walk markings at two locations. 6. The 1:5,000 sf was revised, the 3 additional trees added, and note added to the landscaping to refer to the berm detail on sheet 4 for headlight screening and the 36" opaque fence on sheet 11. 7. Site lighting - either this plan is developed by the Park and Recreation's choice for a lighting expert. If this does not meet the ordinance, then I will remove the lights entirely and Parks and Recreation and build them later with a plan that does meet your approval. Comment #2 has been further addressed by noting "An outdoor trash receptacle is not proposed." 2. Comment #5 is addressed. After meeting with Amy Feltner in Building Inspections, she indicated the plan as originally submitted did, in fact, provide accessible routes because there are handicap parking spaces at each field. She also confirmed the non -handicapped people can simply walk across grass fields or the internal roads to reach other areas and that meets code. After meeting with Eric Lawrence, we have decided to add a sidewalk from the little league fields to the concession stand. However, a trail from field #1 to the concession stand will not be installed as it is not a requirement and the internal park road will suffice. 3. Comment #6 has been addressed in regards to the headlight for the 13 spaces next the trash center. We have removed those spaces since the parking is well over the 220 spaces originally agreed to with Parks and Recreation. Thank you, Gary R. After consultation with the plans reviewer in Building Inspections (Amy Feltner), staff understands that an "accessible route" will be required for ballpark users to be able to access the restrooms/concession facility between ballfields 2 & 3 from ballfield 1. Additionally, staff further recommends that a pathway be provided between ballfields 1, 2, & 3 and ballfields 4 & 5. Crosswalks, as currently proposed, should be labeled on Sheet 4. A 36" headlight screen is required for the parking area (13 spaces) oriented south from ballfield 5 (across the access driveway). The appropriate screening note/details should be added to Sheet 11. The department feels this would help mitigate the field drainage issues as shown in the plans.
