All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan. Attached are three (3) hard copies of the signed site plan by the Zoning Administrator. Based on the review of the drawings, the existing entrance from Route 1320 is adequate and acceptable to our office. Please ensure that all applicable agencies have the most recent set of approved Drawings. We offer the following general comments: • Our review and comments are general in nature. Should details be overlooked during plan review or conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the department. • Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit Special Provisions. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • Any construction related changes to the approved plan must come through the design engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review. • A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and may require application fees, the salary & expenses of a State assigned inspector, and surety bond coverage. Add the site plan number, SP #47-18, to all sheets in the plan set. Response: SP#47-18 has been added to the plan set. Comment 2: Previous Approvals. On Sheet 2 remove reference to SP #062-98 under "Project Notes" as this site plan is not associated with the subject property. Response: Reference to SP #062-98 has been removed. Comment 3: Proiect Information. The following revisions should be made to Sheet 2: • Street Address: Include reference to address points 300 & 310, as consistent with the Frederick County GIS records. Response: Address has been corrected. • Protect Site Area: Confirm and/or amend the project site area, Frederick County GIS indicates the acreage is 14.94-acres. Ensure the acreage is reflected correctly in the Floor Area Ratio (FAR) calculations. Response: A boundary line adjustment was completed 10/01/2018 granting an addition 1.57 acre to Parcel 24-A-36P for a total of 16.5137 acres. 16.51 acres was used to calculate FAR for this site. rile #2197W KP 0 • Comment 4. Parking. On Sheet 2, 154 parking spaces are noted to be added to the site as part of Phase I improvements. However, on Sheet 12, the parking totals depicted (and Staffs count) totals only 151 spaces. This should be correctly depicted and noted on all sheets. Response: Parking has been checked and plan has been updated to reflect 156 proposed spaces plus 184 existing spaces for a total of 340 parking spaces. Please note in addition to the parking depicted on sheet 12 there are 5 additional proposed parking spaces shown on sheet 10 of plan set. Concrete bumpers (wheel stops) should be provided where curb and gutter are eliminated in the proposed parking area. Provide a detail inset within the Site Details sheets. Response: Wheel stops have been added to the plan where required. Wheel Stop detail has been added to sheet 18 of plan set. Comment 5: Landscaping & Screening. The following revisions should be made to Sheet 14, Landscape Plan: • Proposed Landscaping: Ensure the total "Parking Lot Impervious Area" total SF is noted correctly — 206,422 SF versus 205,250 SF. Response: Impervious Area total has been corrected. Ensure the total number of proposed parking spaces used in calculating perimeter landscaping is correct, see comment #4 above. Response: Parking numbers have been checked and corrected and the plans updated. The total number of "Existing Trees" should be revised to 64 as depicted on the plans. A total of 42 trees is proposed based on the calculations and noted in the "Plant Schedule, " however, Staff can only identify 41 trees depicted. One (1) additional tree planting is required. "Total Trees Proposed" should be changed to 106 (64 existing trees + 42 proposed trees = 106). Response: Tree calculations have been revised and an additional tree added to plan. • Headlight Screen: A three-foot high evergreen hedge, fence, berm, or wall shall be provided to prevent headlights from shining on public right-of-way and adjoining properties. See Staff mark- up on Sheet 14. Response: head light screening has been added along the north side of parking lot. Screen in not necessary at the east end due to existing grades and existing trees. Comment 6: Site Lighting. Add a note to Sheet 20, Lighting Plan, specifying the proposed height of pole - mounted light fixtures. A maximum height of 25 feet is permitted. Provide a pole -mounted light fixture base detail inset within the Site Details sheets. Response: Note and detail for pole base has been added to the Site Lighting plan. File#2197W KP • Ci Comment 7. Agency Approvals. Staff acknowledges receipt of comment letters/approvals from building Inspections, Public Works (County Engineer), the Fire Marshal, and Frederick Water. This site plan cannot be approved until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Site Plan Reference. All comments from our comment letter have been addressed except comment # 5 regarding the "headlight screen. On the eastern side of the proposed parking area addition, it does not appear that the finished grade (forming a +/- 2-foot berm) for the parking area addition, or the existing vegetation (primarily deciduous trees) fulfills the requirement for a minimum 36" screen (evergreen shrubs, fence, wall or berm). Please provide a revised copy of sheet 14 via email for staff to confirm a headlight screen has been added to the plan set. Once the above comment is addressed, Greenway may submit five (5) hard copies of the plan set for signature by the Zoning Administrator.
