All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. Ensure conformance throughout the plan set to the approved proffer statement for REZ #03-12. The future trail sections will be built per the proffers matching the Snowden Bridge Boulevard plans but to the widths shown on the plan. The plan also shows a future regional outdoor green area centrally located in the Industrial Park trail adjacent to Snowden Bridge Boulevard. This passive recreational area utilizes an existing pond making it an ideal area for such use. In addition to the future regional outdoor green area, the gazebo amenity shown on lot 1 has been revised to a picnic area to better accommodate the proposed number of employees. Response: This plan is for a warehouse building pad site and it is anticipated that the future tenant will not want pedestrian traffic walking through the warehouse building site from the Battlefield. For public safety a trail connection will not be made to the adjacent Battlefield property. Comment 9: County Follow up: The internal asphalt trails for the benefit of employees is also insufficient and does not fulfill the proffer statement. Staff reiterates a recommendation to connect the 8' multiuse trail from Snowden Bridge Boulevard to Red Bud Road to facilitate access across the subject property to the battlefield site for the benefit of employees. Staff would also accept an internal loop walking trail around the proposed warehouse building. The Applicant should also provide connectivity across Snowden Bridge Boulevard to connect the proposed trail to the existing 8' multi -use trail on the north side of the connector roadway. We offer the following general comments: The work as shown on the Red Bud Road Route 661 Drainage Improvement Plan with a VDOT stamped approved date of September 4, 2018 must be completed or at a minimum obtained a VDOT Land Use Permit for its construction prior to any work beginning on the Warehouse site. Should conditions in the field exist on VDOT Right -of -Way such that additional measures are warranted, such measures shall be completed to the satisfaction of VDOT. Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit Special Provisions. A preconstruction conference shall be held by the engineer and/or the developer with the attendance of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work. Any construction related changes to the approved plan must come through the design engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review. • A Land Use Permit shall be obtained before any work is performed on the State's right-of- way. The permit is issued by this office and will require application fee and surety bond coverage.
