The Master Development Plan was approved in 2002 (05-02). KRA Food Services and a sister company, continue to own and operate the adjoining properties. Pennoni has prepared a site plan for the final parcel at Foxe Towne Plaza, Phase 3. A 10,460 SF retail facility is proposed. The parking calculation is based on a carpet/furniture sales facility. A loading dock is provided at the south side of the building. All of the utilities have been extended onto and through the site. The only utility improvements are the extension of service lines to the site and installation of a fire hydrant. Storm water is controlled by a detention pond to be completed at the south side of the site, just west of the Fox Ridge Lane cul-de-sac. This pond was originally designed and approved as a part of the Holiday Inn Express site plan (31-02). The pond was partially constructed, anticipating the final construction to occur with Phase 3. This plan provides a revised design which accommodates the as built conditions of the site. The pond design satisfies the 1999 storm water permit regulations which were in effect at the time of the initial design and construction. The water quality pollutant removal requirements were calculated using that 1999 methodology. The removal requirement was found to be 0.84 lbs. The owner will purchase credits to mitigate this phosphorus impact. The County required landscaping is provided, including a Category B buffer along the southern property line boarding the RP zoned property.
