The site plan is approved for a one- story 35,000 square foot (SF) warehouse facility in the M1 (Light Industrial) Zoning District in the Stonewall Magisterial District. The site plan also includes 5 loading spaces, 55 employee parking spaces, landscaping, screening and site lighting. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan. Attached are three (3) hard copies of the signed site plan by the Zoning Administrator. D103.8 Fire Lane Marking Example of fire Lane Markings 0 9 APPENDIX D FIRE APPARATUS ACCESS ROADS Referenced From The 2012 Frederick County Fire Prevention Code SECTION D104 COMMERCIAL AND INDUSTRIAL DEVELOPMENTS D104.1 Buildings exceeding three stories or 30 feet in height Buildings or facilities exceeding 30 feet (9144 mm) or three stories in height shall have at least two means of fire apparatus access for each structure. D104.2 Buildings exceeding 62,000 square feet in area Buildings or facilities having a gross building area of more than 62,000 square feet (5760 m2) shall be provided with two separate and approved fire apparatus access roads. Exception: Projects having a gross building area of up to 124,000 square feet (11520 m2) that have a single approved fire apparatus access road when all buildings are equipped throughout with approved automatic sprinkler systems. D104.3 Remoteness Where two fire apparatus access roads are required, they shall be placed a distance apart equal to not less than one half of the length of the maximum overall diagonal dimension of the lot or area to be served, measured in a straight line between accesses. SECTION D105 AERIAL FIRE APPARATUS ACCESS ROADS D105.1 Where required Where the vertical distance between the grade plane and the highest roof surface exceeds 30 feet (9144 mm), approved aerial fire apparatus access roads shall be provided. For purposes of this section, the highest roof surface shall be determined by measurement to the eave of a pitched roof, the intersection of the roof to the exterior wall, or the top of parapet walls, whichever is greater. D105.2 Width Aerial fire apparatus access roads shall have a minimum unobstructed width of 26 feet (7925 mm), exclusive of shoulders, in the immediate vicinity of the building or portion thereof. D105.3 Proximity to building At least one of the required access routes meeting this condition shall be located within a minimum of 15 feet (4572 mm) and a maximum of 30 feet (9144 mm) from the building, and shall be positioned parallel to one entire side of the building. The side of the building on which the aerial fire apparatus access road is positioned shall be approved by the fire code official. D105.4 Obstructions Overhead utility and power lines shall not be located over the aerial fire apparatus access road or between the aerial fire apparatus road and the building. Other obstructions shall be permitted to be placed with the approval of the fire code official. Exception: Projects having up to 200 dwelling units may have a single approved fire apparatus access road when all buildings, including nonresidential occupancies, are equipped throughout with approved automatic sprinkler systems installed in accordance with Section 903.3.1.1 or 903.3.1.2. D106.2 Projects having more than 200 dwelling units Multiple -family residential projects having more than 200 dwelling units shall be provided with two separate and approved fire apparatus access roads regardless of whether they are equipped with an approved automatic sprinkler system. SECTION D107 ONE- OR TWO-FAMILY RESIDENTIAL DEVELOPMENTS D107.1 One- or two-family dwelling residential developments Developments of one- or two-family dwellings where the number of dwelling units exceeds 30 shall be provided with two separate and approved fire apparatus access roads, and shall meet the requirements of Section D104.3. Exceptions: 1. Where there are more than 30 dwelling units on a single public or private fire apparatus access road and all dwelling units are equipped throughout with an approved automatic sprinkler system in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.1.3 of the International Fire Code, access from two directions shall not be required. 2. The number of dwelling units on a single fire apparatus access road shall not be increased unless fire apparatus access roads will connect with future development, as determined by the fire code official. Based off of the review of the Drawings, all of the previous VDOT comments have been addressed and the Site Plan is now approved by our office. Please ensure that all applicable agencies have the most recent set of approved Drawings. We offer the following general comments: Our review and comments are general in nature. Should details be overlooked during plan review or conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the department. Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit Special Provisions. A preconstruction conference shall be held by the engineer and/or the developer with the attendance of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work. 0 t All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. Any construction related changes to the approved plan must come through the design engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review. A Land Use Permit shall be obtained before any work is performed on the State's right-of- way. The permit is issued by this office and may require application fees, the salary & expenses of a State assigned inspector, and surety bond coverage. Comment: Site Plan Reference. Add the site plan reference number, SP#40-18, to the Cover Sheet. Response: Site Plan reference number has been added to cover sheet. 2. Comment: Site Data. The following revisions should be made to Sheet 2 • Monument Sign. Specify the total sign area allowed, not to exceed 50 SF and 12-feet (FT) tall. Add a note that all signage requires a separate building permit and will be consistent with the Frederick County Zoning Ordinance. • Landscape Calculations. Update the number of required trees to 66. The number of trees proposed, as noted, and the number of tree's depicted on the Landscape Plan (Sheet 16) should also be updated. • Open Space Calculations. A minimum of 25% of the site should be "open space" as required for the Ml-Light Industrial Zoning District (16-601.02). Staff acknowledges approximately 28 % of the site is ser aside as "open space' . Response: The above revisions have been added to sheet 2. Landscape calculations have been revised in sheet 18 as well. 3. Comment: Curb & Gutter. A minimum 6-inch (IN) concrete curb and gutter (CG-6) is required around the perimeter of all parking areas. It is not clear from the plan set what type of curb and gutter is being proposed; the curb and gutter on Sheet 4 should be labeled accordingly. The address is 131 West Brooke Road. The property contains approximately 4.74 acres and is zoned M1. Currently, the property is vacant and consists of undeveloped grass areas with some trees. The Fort Collier Civil Water Center is located to the west and an existing non-residential structure located to the north. The project proposes to construct a one-story office and warehouse building with an associated storage yard, access drive, parking areas, and stormwater management pond. Access to the site will be provided by from West Brooke Road and Brooke Road. The total limits of disturbance is 4.74 acres. 1 STORM WATER MANAGEMENT Pre -development Conditions The pre -developed condition consists of two drainage areas, DA-A and DA-B, containing a total of approximately 4.74 acres of grass areas with some trees. Runoff sheet flows southeast to the intersection of West Brooke Road and Brook Road where it flows into .an existing culvert under West Brooke Road. The pre -developed CN for the site using the TR-55 method was found to have a peak discharge of 2.90 cfs for the 1-year storm and 11.33 cfs for the 10-year storm. Post -development Conditions In the post -developed condition, all new impervious areas will be directed to a proposed SWM pond located in the southern portion of the site. Runoff from the impervious areas will be conveyed to the pond via a storm sewer system. The pond outfalls southwest where runoff will flow into the existing culvert under West Brooke Road. Runoff flows along Brook Road and Park Center Drive and ultimately outfalls into Redbud Run. The post -developed CN without stormwater management using the TR-55 method was found to have a peak discharge of 11.78 cfs for the 1-year storm and 23.80 cfs for the 10-year storm. Water Quality Stormwater runoff fiom the site will be conveyed to the proposed SWM pond. The post - developed site consists of 3.35 acres of impervious areas and 1.39 of managed turf. The Virginia Runoff Reduction Method for new development was used for the disturbed area of 4.74 acres. The total phosphorus load reduction required is 6.01 lb/yr. Stormtech Chambers with an isolator row will be used to treat a portion of the site. Approximately 0.43 acres will drain to the stormtech chambers which reduces the total phosphorus load to 5.65 lbs/yr. Nutrient credits will be purchased to meet the required phosphorus load reduction. Water Quantity and Adequate Outfall Currently, the stormwater runoff leaves the property as concentrated flow through an existing 16x24 inch pipe and flows north into an inlet on the south side of Virginia State route #7 bypass (outfall 41). After leaving the property, runoff is conveyed through a ditch along Brooke road and Park Center Drive which outfalls southeast of Park Center Drive into an existing channel that ultimately discharges into Redbud Run. The proposed SWM pond was designed to meet the required SWM quantity requirements for the site. 2 Per the conveyance system protection requirements, a maximum peak flow for the post - development 1 year, 24-hour storm was calculated using the Energy Balance Equation Method to be 0.67 cfs and the post -developed flow rate was calculated to be 0.59 cfs, which is below the maximum allowable peak flow rate. Per VSMP requirements for flood protection for conveyance systems that currently do not experience localized flooding during the 10-year, 24-hour storm event, this condition must persist in the post -developed condition. The post -developed peak discharge for all storm events have been reduced to below pre -development flows and therefore meet the current non -flooding conditions of downstream stormwater conveyance infiastructure. Based on meeting the SWM requirements of the VSMP regulations, adequate outfall has been provided.
