Dear Mr. Artz:
The above -referenced site plan was approved on November 26, 2018. The site plan is approved for a one-
story 324,175 square foot (SF) office and warehouse facility with loading docks in the M 1 (Light Industrial)
Zoning District in the Stonewall Magisterial District. The site plan also includes a 50-foot wide private
roadway with a recorded public ingress/egress easement connecting Brooke Road (Route 1328) to Park
Center Drive (Route 1323).
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan.
Attached are three (3) hard copies of the signed site plan by the Zoning Administrator. Please forward these
copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for
future reference, and an approved copy must be kept on the construction site throughout the development
process. Further, once site development is complete, the owner(s) should contact this office to schedule an
on -site inspection. Do not hesitate to contact me if you have any questions or concerns.

International Fire Code. Other Code that applies is ICC Al 17.1-3-09. Accessible and Usable Buildings and
Facilities and 2015 Virginia Energy Code
Proposed unlimited area facilities shall meet Section 507, Unlimited Area Buildings and maintain an open
perimeter of 60'. Buildings have sprinkler system identified. Question on the location of the FDC.
Maximum travel distance per IBC/USBC to an exit is 400'. All required exits shall meet ANSI A117.1-09 for
accessibility and slopes. Accessible exits located to meet travel distance.
Maximum travel distance to restrooms shall be in accordance with Section 2902.3.2. (Maximum 500' unless
otherwise approved by AHJ)
Storage racks exceeding 12' in height require fire department access around perimeter of the building and shall
comply with the 2012 Virginia Fire Code/International Fire Code. Fire Department access shall be provided at
100' intervals as required.
ANSI parking spaces provided as required per T1106.1 Accessible parking and unloading shall not exceed 2%
slope (1:48). Accessible signage shall comply with Virginia USBC and include fine amount. Van spaces
require minimum unloading area 8' with 8' of parking or a minimum of 11' wide parking with 5' of unloading
space is required. Accessible Route shall extend from parking and unloading area to accessible route to main
entrance. Please provide elevation marks on four corners of each accessible parking and unloading area.
Quantity of accessible spaces must meet T1106.1(2) Accessible route with max 5% slopes shall be provided

Public entrances into spaces larger than 3000 sq ft shall be provided with a vestibule as detailed per ANSI

Retaining walls exceeding 3' of unbalanced fill requires permits and engineer design.
All structural plans submitted for permit application shall be sealed by a VA Design Professional
Special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils, compaction,
concrete, steel etc.)
Geotech report is required per Uniform Statewide Building Code, Section 1803.
An engineered design is required for the concrete slab due to the amount of fill on the NW area of the building
11/14 added FDC connection. Accessible parking quantities revised. Accessible parking appears to meet
ANSI. Elevations exceeding 5% slope shall be designed as a ramp. Ramp requires handrails on both sides. All
required exits shall meet ANSI Al 17.1-09. Exterior Area of Assisted rescue may be required as part of the
accessible exiting requirements. Exterior Area of Assisted Rescue shall comply with VBC Section 1009.7 and
shall have one hour rated wall and opening measured 10' from the required landing.

A VDOT review has been conducted for the Winchester Industrial Park, Warehouse and Access Road site plan
with a seal date of August 17, 2018. Based on the review of the drawings, the designed entrance from Route
1328 (Brooke Road) is approved by our office. Please ensure that all applicable agencies have the most recent
set of approved drawings. A PDF of this plans is needed; please send at your earliest opportunity.
We offer the following general comments:
Our review and comments are general in nature. Should details be overlooked during plan review or
conditions in the field exist such that additional measures are warranted, such measures shall be
completed to the satisfaction of the department.
• Materials used and meths of construction shall adhere to the current observed VDOT Road and
Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land
Use Permit Special Provisions.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe
or drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to
VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The
permit is issued by this office and may require application fees, the salary & expenses of a State
assigned inspector, and surety bond coverage.

We have received your comments dated September 14, 2018 and have revised the plans accordingly. Our
specific responses are as follows:
1. Comment: Add the site plan reference number, SP#36-18, to the Cover Sheet.
Response: The site plan reference number has been added.
2. Comment: The following revisions should be made to Sheet 2:
• Comment: Previous Approval. Remove reference to Master Development Plan (MDP) #05-08, replace
with MDP#05-18.
Response: The MDP number has been replaced.
• Comment: Acreage. Include the total parcel PIN #54-A-36T acreage - +/-31.68-acres. Verify the
"Developed Parcel Area" and "Disturbed Area."
Response: The total parcel acreage has been added and the developed parcel and disturbed areas
have been verified.
• Comment: Proposed Use. Revise to include "warehouse."
Response: "Warehouse" has been added to the proposed use.
• Comment: Ground Floor Area. Revise to ensure total square footage (SF) is consistent with Sheet
4, which total 323,200 SF. On the "Overall Site Plan" Sheet 4 specify the total SF for office and
warehouse uses on the buildinglayout.
Response: The square footages have been revised on sheets 2 and 4 as requested.
• Comment: Monument Sign. Specify the total sign area allowed (even if no sign is being
proposed at this time), not to exceed 50 SF and 12-feet (FT) tall. Add a note that all
signagerequires a separate building permit and will be consistent with the Frederick
County Zoning Ordinance.
Response: Monument sign information has been added to sheet 2 as requested.
• Comment: Parking & Loading_ Provide a breakdown of the SF for the office and
warehouse uses. Provide a clear breakdown of parking proposed in Phase 1 (57 spaces),

parking proposed for Phase II (227 spaces), and overall total parking provided. Provide
calculations for the required and proposed number of loading spaces (i.e. 1 loading

Response: Parking and Loading information has been added to sheet 2 as requested.
Comment: Parking Lot Landscape Calculations. Ensure the calculations, number of plantings, and
phasing of plantings are noted that same as on Sheet3l.
Response: The landscape calculations have been revised to insure sheets 2 and 31 are consistent.
3. Comment: Curb & Gutter. A minimum 6-inch (IN) concrete curb and gutter (CG-6) is required around
the perimeter of all parking areas. It is not clear from the plan set what type of curb and gutter is being
proposed; concrete wheel stops are not acceptable for parking areas in the Sewer and Water Service Area
(SWSA). Update the plan set accordingly and provide a cross-section of the proposed CG-6 on Sheet 7.
Response: Labels have been added to the plans to clarify the curb type. The CG-6 and CG-6R details
are located on sheet 16 (VDOT Notes and Details.) They have also been added to sheet 7. The
wheel stops are not being used in lieu of curbing. Their purpose is to maintain separation from features
such as retaining walls that may be higher than curbing.
4. Comment: Security Fence. Provide details of the proposed securityfence.
Response: A security fence detail has been added to Sheet 8.
5. Comment: Landscape Plan. Parking lot landscaping calculations and notes shown on Sheets 2 and 31
should be consistent (i.e. number of plantings and phasing), see above comment.
Response: The landscape calculations have been revised to insure sheets 2 and 31 are consistent.
Athree (3) foot tall evergreen hedge, fence, wall orberm shall be provided to prevent headlights from
shining on public rights -of -way and adjoining properties. Update note "3' Hedge Provided" to "Yes." The
required/proposed hedgerow should be extended to shield the parking area proposed in Phase I, see
Staff markup on Sheet 31. Staff acknowledges the note regarding future parking and headlight
screening is acceptable.
Response: The 3' hedge has been extended as requested and the "3' Hedge Provided" note has been
revised to "Yes."
Additional sheets should be added which clearly show the phasing on the required landscaping. It should
be clear to Staff what landscaping will be planted (and in what location) for Phase I, and for Phase II,
staff acknowledges the notes regarding future plantings on Sheet 31 are acceptable.
Response: The landscape plan now shows landscaping for phases 1 and 2. The phase 2 landscaping
is dashed with a thinner line weight. The phase 2 landscape labels indicate that they are phase 2 as
well.
6. Comment: Agency Approvals. Comment sheets approvals are required from the following agencies:
Frederick CountyBuilding Inspections, Frederick County, Fire Marshal, Frederick Water, Frederick County
Department of Geographic Information Systems (GIS), the Virginia Department of Transportation (VDOT),
and the Frederick County Engineer (Public Works).

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. Site plan approval will not be
granted until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan
which adequately addresses each concern.
Review Comments:
1) Site Plan Reference. Add the site plan reference number, SP#36-18, to the Cover Sheet.

(48) A signed seal of the certified Virginia land surveyor, architect, or engineer who
prepared the plan. The seal and signature of the engineer, surveyor or architect shall
be on each sheet of the site plan.
(49) A space labeled "Approved by the Frederick County Zoning Administrator" for the
signature of the Zoning Administrator, approval date, and a statement that reads "site
plan valid for five (5) years from approval date."
(50) All requirements specified elsewhere in the County Code, including but not limited to
the Subdivision Ordinance.
