The above -referenced minor site plan was approved on September 18, 2018. The site plan is approved
for minor revisions to the previously approved plans SP #27-17 including drive aisles between
buildings No. 2 and No. 3 in the M1 (Light Industrial) Zoning District in the Shawnee Magisterial
District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency continents from all relevant review agencies. I am providing you with three
(3) copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to

Dear Mr. Kepler:
Planning Staff has reviewed the above -referenced minor site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This minor site plan
cannot be approved until the issues in this letter, as well as all issues of the other review agencies, have
been adequately addressed. Please review Staff s comments listed below and then prepare a revised
minor site plan which adequately addresses each concern.
Review Comments:
1) Site Plan Reference. Add the site plan number, SP# 34-18, to all sheets in the plan set;
remove reference from the Cover Sheet for SP #27-17; add a note regarding "Previous
Approvals" and cite SP #27-17 on Sheet 2.
2) Agency Approvals. Comment sheets (approvals) are required from the following agencies:
the Frederick County Inspections, the Frederick County Fire Marshal, the Frederick Count
Sanitation Authority (FCSA), and the Frederick County Engineer.
Staff acknowledges changes made to site are acceptable, and in general conformance with the Zoning
Ordinance requirements.
After you have revised the minor site plan, please resubmit one (1) hard copy so that Staff may verify
the information contained on the plan addresses the above comments. Staff will also need all approved
review agency comment sheets and at least five (5) copies of the final plan set and a digital (PDF) copy
for approval. Do not hesitate to contact me if you have any questions or concerns regarding this letter.

Building shall comply with The Virginia Uniform Statewide Building Code and Section 304, Business
Use Group, of the International Building Code/2012. Other codes that apply are The Virginia Fire Code
2012, ICC/ ANSI A 117.1-2009 Accessible and Usable Buildings and Facilities and International Energy
Code.
Building shall maintain height and area as required under T503. Building has full NFPA 13 system and
Fire Depart Connection located.
Four story building shall meet Virginia Building Code, Chap 10, for exiting requirements. Exits shall be
continuous from point of entry into the exit to exit discharge. Question on exterior door location at
interior rated stairway. All required egress shall be accessible. Landings shall maintain a maximum 2%
slope and walkways shall be a maximum 5% slope
Question on above grade Walkway if open or enclosed. Question of building required wall and
opening protections as required in IBC Section 705.3 & Section 506 for walkway and generators.
Fire pump room shall be accessible from exterior or be provided with a rated enclosure as required
per NFPA 20; 4.13.2
60% of all entrances shall be accessible
Building overhangs roadway on first floor. The horizontal rating shall be address as required in IBC
Section 506.5, 510.7, and T503.
Handicap Van Parking is required. Minimum width for parking and unloading is 8' w/8' unloading or 11'
w/5' unloading. Accessible parking signage for van shall include $500 fine. See USBC Section 1106.8
for Van accessible signage.
Max slope for walkways is 5%. Maximum slope for landings at door and top/bottom of ramps is 2%.
All required egress/exits shall be Accessible per ANSI Al 17.1-09. Walking surface shall meet ANSI
A 117.1-09 for surface.
Retaining walls shown require building permits and, due to height of unbalanced fill, will require a design
by a Virginia Registered Design Professional.
Please note the requirements in Chapter 17 of BOCA for special inspection requirements on the type of
structure (Soils, concrete etc.) Compaction/soil bearing/soil testing shall be required for placement of
new store.

We have revised the Site Plan due to disturbance of the drive aisle and parking area between
Buildings 2 & 3 for the installation of the retaining walls "D" & "B". Temporary shoring walls
were needed north of the retaining walls in the existing parking area to allow for the construction of
retaining walls "D" & "B". Storm sewer and gas lines were also installed in the drive aisle and
parking area north of the temporary shoring wall. All of the curb and gutter in the parking area has
been removed for this construction. To provide a clean finished product for the client we have
shown a new curb and gutter and oriented parallel with Building #3. We also adjusted the curb line
on the north side of the drive aisle to be parallel with the parking area which expanded the islands
and green space along Building #2.
There was also a revision to the architectural plans. The stoop was expanded at the northwest exit of
the building (second floor at grade exit). The expanded stoop increased the slope of the sidewalk
(parallel to retaining wall "D") above 5% so a series of ramps and landings are now shown so the
sidewalk is ADA accessible. Also the architectural plans did not show a sidewalk between the
northwest exit and northeast exit, so this portion of sidewalk (parallel to retaining wall " B") has been
removed to match the architectural plans.

Sheet C4.01— Geometry Plan:
• Revised curb and gutter so drive aisle, parking, and sidewalks are parallel to Building
#3. The islands, unloading pull -off, sidewalks and dumpster area were also adjusted.
• Added crosswalks and handicap ramps.
• Revised number of risers at stairs between retaining walls D & E per new grading.
• Add labels to clearly identify existing light poles to be relocated near retaining wall
"D" & "E".
• Adjust plan notes to clarify that crosswalks stripes are longitudinal to the flow of
traffic to match existing crosswalks on NFCU campus. Plan view shows transverse
lines but this is only show the location of the crosswalk.
• Added ramps with handrails and landings to the sidewalk parallel to retaining wall
"D" (at Building #3 NW exit 2" `' floor).
• Deleted a portion of sidewalk parallel to retaining wall "B" that did not lead to an exit
of the building.
Sheet C4.03 — Grading Plan:
• Add proposed grading and spot shots to revised drive aisle, parking area, and
sidewalk between Buildings #2 & #3.
• Adjusted high spot to eliminate sidewalk with gutter grate at stairs near retaining wall

Sheet C4.04 — Pavement Plan:
• Revised pavement plan to include area between Buildings #2 & #3.
Sheet C4.05 — Life Safety Plan:
• Add pavement markings and signs to revised drive aisle and islands (new/reinstalled
curb) between Buildings #2 & #3.
Sheet C6.03 — Storm Sewer Computations:
• Update storm computations per revised drainage areas to storm structures #68 & #69.
Sheet C6.04 — Retaining Wall Profiles:
• Adjust proposed grades along retaining walls "D" & "E".
Sheet C8.01— Landscape Plan:
• Adjust placement of trees due to adjusted curb lines and islands. The number of
proposed trees did not change.
