Comment 4 - Proiect Information: On sheet 2, the following revisions should be made: • Building Setbacks: There are no side or rear setbacks for the B2 (General Business) Zoning District; update the note. Response: Setback notes have been updated'. • Parking Setbacks: A 10 foot (FT) front setback is required for parking; update the note. Comment 5 - Buffers & Landscaping: The previously approved site plait (#22-93) required a 50-FT rear buffer and a 10-FT wide landscape easement with plantings along either side of the property. Please depict the required buffer distance on Sheet 7. Staff understands the required landscape easement plantings have not been installed. As such, they will be required as part of this site plan revision/approval, along with a recorded landscape easement, and should be depicted in conformance with SP #22-93. Response: The landscape buffers have been added to the plans as well as a landscape plan showing the plantings that were required as a part of SP#22-93. A three -foot -high evergreen hedge, fence, or wall shall be provided to prevent headlights from shining on adjoining properties .(§165-201.01(13)(a)). This requirement should be fulfilled for parking spaces oriented towards the rear of the property; see staff mark-up on Sheet 10. Response: We do not believe additional plantings are required for the parking bays on the north side of proposed parking due to the grade differential (plus one foot) and the existing vegetation along the rear property line. Notes have been added to the landscape plan defining the existing conditions protecting adjoiners. No additional screening added. Comment 6 - Agency Approvals: Comment sheets (approvals) are required from the following agencies: Frederick County Inspections, the County Engineer (Public Works), and the Frederick County Fire Marshal. Response: Understood. Attached are approvals from Inspections and Fire Marshal. We are still awaiting approval from Public Works (a copy of these modified plans have been submitted under separate cover for final approval). Staff acknowledges comments in our letter dated 07-27-18 have been addressed. Staff also acknowledges receipt of comment letters from Building Inspections and the Fire Marshall, with the understanding Public Works comments/approval is forthcoming. On Sheet 7, Site Plan & Grading Plan, a note should be added regarding the paving surface. It appears if the note from the Existing Conditions sheet was carried forward regarding the "ex. gravel parking" which will ultimately be a light duty asphalt surface. This note should be corrected to avoid confusion. On Sheet 10, Landscaping Plan, remove reference to 70,316.6 in the calculation of "Perimeter Landscaping." This number does not appear to relate to this project. Once the above comments are addressed, and Public Works approval of the plan set is received, please provide a hard copy of the Public Works comment letter, plus at least five (5) hard copies of the site plan for Zoning Administrator approval, and a digital (PDF) copy of the plan on a disk for the project file.
