Dear Mr. Shelton:
The above -referenced site plan was approved on August 16, 2018. The site plan is approved for 1,777
square foot (SF) temporary modular classroom building at Stonewall Elementary School RA (Rural
Areas) Zoning District in the Stonewall Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan.
Attached are three (3) hard copies of the signed site plan by the Zoning Administrator. Please forward
these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should
be kept for future reference, and an approved copy must be kept on the construction site throughout
the development process. Further, once site development is complete, the owner(s) should contact this
office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or
concerns.

Buildings shall comply with 2012 Virginia Uniform Statewide Building Code and Section 305 —
E-Educational Use Group. Other Code that applies is ICC/ANSI Al 17.1-09 Accessible and
Usable Buildings and Facilities, 2012 Virginia Energy Code, 2012 Virginia Mechanical Code.
Structural plans submitted for canopies, ramps and stairs shall be sealed by a Virginia Licensed
Design Professional.
Modular units shall be equipped with a Virginia Certification
Building height and area shall comply with T503 with allowable increases
Distance to existing school is 36'+
An accessible route shall be provided to the main entrance from existing school. The accessible
route shall not exceed 5% or shall be designed as a ANSI A117.01-09 approved ramp.
2 accessible exits shall be provided. The accessible exits shall either be a ramp with maximum
of 1:12 slope, a walkway with a maximum 5% slope, or an Exterior area of assisted rescue per
1007.7 and shall be provided with a one hour rated protection from structure, with rated doors, as
required in Section 1007.7.4
Restroom located within travel distance.
Carbon Monoxide detectors shall be installed as required per Section 908.7.2

Development confirming all necessary parties have reviewed the plans for Stonewall Elementary
School for Frederick County Public Schools. We recently completed the review process of a similar
modular classroom project at Aylor Middle School. There will be no changes to the existing water or

sanitary sewer on site. The scope of the project is to provide a modular classroom unit with
associated ramps, canopy, concrete, stairs and electrical work. I have attached the site plans for

acknowledges receipt of comments from the Fire Marshall's office and emails declining to comment from Public Works and Frederick
Water. Staff understands a comment letter/agency approval from Building Inspections is forthcoming.

Thank you for your review of the plan drawings for the above referenced project. The enclosed
submittal package has been revised in accordance with the review comments dated July 17,
2018. The following is a comment response letter and a discussion of any changes required.
1. Site Plan Reference Number. Add the Site Plan #30-18, to the plan set.
Site Plan #30-18 has been added to the plan set.
2. Previous Approvals. Reference previous approvals, including Site Plans (SP) #19-96 and
#37-12.
General Note #15 has been added to reference previous approvals.
3. Setbacks. Note the required setbacks for accessory structures under "Zoning
Information:" 15-feet (rear & side setbacks).
Required setbacks for accessory structures have been added to the Zoning Information.
4. Agency Approvals. Comment sheets (approvals) are required from the following
agencies: The Inspections Department, the Fire Marshal, Frederick Water (formerly
FCSA), and the County Engineer (Public Works).
Comments from the Inspections Department have been addressed and the revisions
shown on the enclosed drawings. An approval sheet should be forthcoming and will be

administrative approval can be granted. At this time, administrative approval cannot be
granted. This site plan will not be approved until the issues in this letter, as well as all
issues of the other review agencies, have been adequately addressed. Please review Staff s
comments listed below and then prepare a revised site plan which adequately addresses
each concern.
