Dear Niki:
Upon review of the subject subdivision plan, we offer the following comments:
1) We indicated that wetlands were present within the subdivision in our master
development plan comments dated January 16, 2002. Therefore, it will be
necessary to provide a wetlands report which verifies the wetlands existence and
whether or not mitigation will be necessary. If the wetlands will be impacted,
provide copies of the required applicable state and federal permits.
2) The note concerning the construction entrance shall also include a note which
indicates that if at any time during construction, we receive complaints about mud
being tracked onto the roads, we will require that a wash bay be installed to wash
the mud off of all vehicles exiting the site.
3) The detail for sediment basin #2 reflects some discrepancies in the elevations. In
particular, the top of the dam elevation and the elevations for the 25 - and 100 -
year storm.
4) A permanent concrete structure will be required for the proposed stormwater pond
#1 because of issues with clogging and maintenance. Also, prior to our office
granting approval of the plan, it will be necessary to submit a signed written
agreement with Lynnehaven, L.L.C. which indicates the disposition of the
stormwater pond. Written verification will be required which indicates that the
long-term maintenance of the pond has been coordinated and is agreeable to all
property owners affected by the construction of the subject stormwater pond.
Verify that a stabilized, adequate drainage channel exists downstream from the
outfall of the proposed pond to the existing stream which is located on Manning
and Ross Developers, L.L.C.'s property. It will be necessary to obtain a drainage
easement to drain the concentrated stormwater flows across this property.

5) At the time the land disturbance permit application is made, it will be necessary to
provide signed copies of temporary construction and grading easements from all of
the property owners affected by the subject project.
6) The proposed culvert line (10A-10) is shown as a 15 inch RCP. Verify that the 12
inch CMP located under the driveway for lot 235 is adequate. The developer may
be required to upgrade the 12 inch culvert.
7) Verify that all channels, swales and ditches have a minimum slope of two (2)
percent. If the proposed slopes are less than two (2) percent, it will be necessary
to provide either a pave flume or yard inlets and underground culverts to prevent
ponding water on the lots. Please note that within the Martinsburg Shale
formation; slopes of less than two (2) percent do not allow stormwater to drain
properly.
8) Verify the channel geometry and lining situated between culvert outfall lA and the
existing 36 inch CMP culvert located under Charlton Road. It will be necessary to
ensure that erosion will be prevented within the channel during a ten (10)-year
storm event.
9) If the stonnwater within the subdivision will drain through more than three (3)
lots, a drainage easement will be required to accommodate the discharge. It will
be necessary'to verify that all of the proposed homes located within the subdivision
will not be impacted by a 100-year storm event. In addition, verify that overland
relief is available in the event that any of the drop inlets become obstructed.
Once these comments have been addressed, submit two (2) copies for further review.

August 2, 2002) for the referenced project. Our comments follow and are shown in red on the
plan sheets.
Plan Sheet 1 of 22
• The professional seal should appear on and be signed on all sheets of final approved plan.

• A north direction arrow should be placed near key map.
• Please check delta angle for Curve #80.
• The typical section format as presented is ideal for a Master Development Plan. However,
the preferred method for site plan is an individual typical section for each proposed
road/street -and - appropriate station to station identification- based on volume. (See
Attached)
• State route numbers should be shown as appropriate.
1. Please identify this utility. If proposed, a note indicating installation by jack/bore method
required under Route 1389 and provide appropriate encasement.
2. It appears a proposed water line is to be laid above the proposed 18" RCP. If so, an
appropriate protection for the water line should be provided (ductile iron water line, an
appropriate encasement, etc.) to avoid damage in the event of culvert maintenance
operations. Also, identify the plug and any existing utility.
• Traffic volume arrows should be shown as directional. If they enter a street they should
also leave? Please clarify.

item for improvement would be to add a numbering for pipe culverts in a chart format with

Dear Mark:
The revised Master Development Plan for Fieldstone Subdivision, Sections I and II was
administratively approved on February 28, 2002. This MDP provides for a total of 153 single-family
detached urban lots in the RP Zoning district on a 94.4-acre site.
This project will include the construction of a major collector road, Channing Drive, on an 80-foot
right-of-way, and the establishment of 50-foot reduced road efficiency buffers on either side of this
maj or collector road. A trail system is also proposed along Channing Drive, as well as provisions for
a minimum of 25.32 acres for open space preservation.
Attached are eight copies of the approved Final Master Development Plan. These copies are for you
and your client's records. Please feel free to contact me with any questions regarding this approval.

I am in receipt of the revised Preliminary Master Development plans for the Fieldstone Subdivision,
Sections I and Il. I spoke with Jeremy Tweedie on Monday, February 25, 2002, regarding a few further
revisions that we noted, as well as the edge ofpavement delineation that Jeremy mentioned. Please amend
the following items and resubmit for administrative approval.
Please provide the following:
Revise detail on reduced road efficiency buffer, according to Frederick County Zoning Ordinance,
Section 165-37E(3) with full screening as specified in Section 165-37B(1)(2).
2. Label Channing Drive on plans.
3. Property line not to exceed five-foot encroachment into the reduced road efficiency buffer.
4. Draw edge of pavement as needed on roads.
5. Add column in `environmental features' on cover page to list amount of disturbance permitted in
Frederick County.
