Consulting Engineer Comments (CWL)
1. Topographic contours need to be clearly indicated in order
to accurately evaluate the stormwater drainage plan. It
appears that there will be drainage impacts to the Huffman
and Frederickstown Estates. As the Engineer is not
proposing SWM for this site to get the water out ahead of
the 475 acre watershed mentioned. Adequacy of the offsite
receiving channels to Wright's Run will need to be
demonstrated if the enclosed system is not extended.all the
way to Wright's Run. Wright's Run capacity may also need to
be demonstrated if its drainage area is not significantly
larger than the 475 acres.
2. Separation buffers shown between commercial and townhouse
areas reflect road efficiency criteria. They should meet
separation buffer criteria contained in the County Zoning
Ordinance. A separation buffer will also be required along
the eastern boundary of the development.
3. Traffic flow from the'proposed Jefferson Village should be
considered during planning of street network in the
Evans/Snyder development.
4. It is not clear if sufficient parking space is available for
all 92 townhouse units.. This should be evaluated prior to
approval.
Parks & Recreation - Open space and recreational facility
requirements must be met prior to approval of the final plan.
Planning & Zoning The proposed single family detached
cluster and townhouse units are permitted uses in the RP zone.
Commercial uses are permitted in the B-2 zone. With 162 units
and 39.6 acres of residential land, the overall density for
the development is four units per acre. The term "proposed"
should be removed from zone labels as the indicated zoning has
been approved.
The acreage within each zoning category needs to be indicated
on the plan. The plan should state that all single family
detached cluster lots will be a minimum of 10,000 square feet,
or show how the required open space acreage for lots below
10,000 square feet will be calculated and designated. The
location of open space needs to be indicated on the plan as
well as the steep slopes within the designated open space
area.
The maximum impervious surface ratio is .4 for townhouse
units. This will need to be addressed at the site plan stage
along with the number of bedrooms per unit.
Additional information needs to be supplied on the proposed
buffers. The plan does not indicate a 50 foot active buffer
in conjunction with the 25 foot inactive buffer on the RP land
adjoining the B-2 property. Full landscaping is required for
a reduced road efficiency buffer (50 feet active and 25 feet
inactive). The buffering indicated on the plan does not meet
this requirement.
Additional information needs to be provided on the use and
layout of the B-2 property. Entrance location(s) should be
shown along with the road network to serve the property.
The use of adjoining properties needs to be indicated on the
plan.
staff Recommendation for 414190: Approval with review agency
comments being addressed; additional information on buffers, use
of adjoining property and the layout of B-2 property being
supplied, as well as engineer comments being addressed at
subdivision and site plan stage.
PLANNING COMMISSION RECOMMENDATIONS OF 414190: Unanimous approval
with the following recommendations: 1) include the deceleration/
acceleration lanes on Route 277; 2) include a left turn lane at
the connection of the Golladay Expressway with.Route 277; 3) a re-
evaluation be done on the pedestrian flow within the townhouse area
and the single-family area.

PROPOSED USE & IMPROVEMENTS:

REVIEW EVALUATIONS:
Single-family detached cluster,
VA. Dept. of Transportation - No objection to rezoning of this
property and no overall objections to the preliminary mdp.
Adequate site distance is obtainable from the proposed
entrance location on Rt. 277. Before making final comments,
our office will require a complete set of construction plans,
drainage calculations and traffic flow data which includes
traffic splits with the proposed Fredericktowne Estates and
Jefferson Village Subdivisions for review. A land use permit
will need to be issued to cover any work on the State I s right-
of-way.
Sanitation Authority - Water and sewer are available at
locations shown on drawings submitted. Water and sewer
capacity is available. Eleven comments have been noted on
the drawings submitted. Resubmit.
Fire Marshal - Hydrant location and fire protection equipment
must be indicated on site plan and meet the requirements of
Chapter 10 of the Frederick County Code.
Inspections Department Shall comply to Use Group "R"
(Residential), Section 309.0 of the BOCA Building Code, 1987
for RP Zoning. For the B-2 Zoning, the use group will be
determined at the time of plans review.
Parks & Recreation - Open space and recreational facility
requirements must be met prior to approval of the final plan.
Planning & zoning - The proposed single family detached
cluster and townhouse units are permitted uses in the RP zone.
commercial uses are permitted in the B-2 zone. With 162 units
and 39.6 acres of residential land, the overall density for
the development is four units per acre. The term "proposed"
should be removed from zone labels as the indicated zoning has
been approved.
The acreage within each zoning category needs to be indicated
on the plan. The plan should state that all single family
detached cluster lots will be a minimum of 10, 000 square feet,
or show how the required open space acreage for lots below
10,000 square feet will be calculated and designated. The
location of open space needs to be indicated on the plan as
well as the steep slopes within the designated open space
area.
The maximum impervious surface ratio is .4 for townhouse
units. This will need to be addressed at the site plan stage
along with the number of bedrooms per unit.
Additional information needs to be supplied on the proposed
buffers. The plan does not indicate a 50 foot active buffer
in conjunction with the 25 foot inactive buffer on the RP land
adjoining the B-2 property. Full landscaping is required for
a reduced road efficiency buffer (50 feet active and 25 feet
inactive). The buffering indicated on the plan does not meet
this requirement.
V:
Additional information needs to be provided on the use and':
layout of the B-2 property. Entrance location(s) should be
shown along with the road network to serve the property. f'
The use of adjoining properties needs to be indicated on the
plan.
Staff Recommendation for 414190: Approval with review agency
comments being addressed; additional information on buffers, use
of adjoining property and the layout of B-2 property being
supplied, as well as engineer comments being addressed at
subdivision and site plan stage.
PLANNING COMMISSION RECOMMENDATIONS OF 414190: Unanimous approval
with the following recommendations: 1) include the deceleration/
acceleration lanes on Route 277; 2) include a left turn lane at
the connection of, the Golladay Expressway with Route 277; 3) a re-
evaluation be done on the pedestrian f low within the townhouse area
and the single-family area.

Consulting Engineer Comments (CWL)'
1. Topographic contours need to be clearly indicated in order
to accurately evaluate the stormwater drainage. plan. It
appears that there will be drainage impacts to the Huffman
and Frederickstown Estates. As the Engineer is not
proposing SWM for this site to get the water out ahead of
the 475 acre watershed mentioned. Adequacy of the offsite
receiving channels to Wright's Run will need to be
demonstrated if the enclosed system is not extended all the
way to Wright's Run. Wright's Run capacity may also need to
be demonstrated if its drainage area is not significantly
larger than the 475 acres.
2. Separation buffers shown between commercial and townhouse
areas reflect road efficiency criteria. They should meet
separation buffer criteria contained in the County Zoning
Ordinance. A separation buffer will also be required along
the eastern boundary of the development.
3. Traffic flow from the proposed Jefferson Village should be
considered during planning of street network in the
Evans/Snyder development.
4. It is not clear if sufficient parking space is available for
all 92 townhouse units. This should be evaluated prior to
approval.

Consulting Engineer Comments (CWL)
1. Topographic contours need to be clearly indicated in order
to accurately evaluate the stormwater drainage plan. It
appears that there will be drainage impacts to the Huffman
and Frederickstown Estates. As the Engineer is not
proposing SWM for this site to get the water out ahead of
the 475 acre watershed mentioned. Adequacy of the offsite
receiving channels to Wright's Run will need to be
demonstrated if the enclosed system is not extended all the
way to Wright's Run. Wright's Run capacity may also need to
be demonstrated if its drainage area is not significantly
larger than the 475 acres.
2. Separation buffers shown between commercial and townhouse
areas reflect road efficiency criteria. They should meet
separation buffer criteria contained in the County Zoning
Ordinance. A separation buffer will also be required along
the eastern boundary of the development.
3. Traffic flow from the proposed Jefferson Village should be_ -
considered during planning of street network in the
Evans/Snyder development.
4. It is not clear if sufficient parking space is available for
all 92 townhouse units. This should be evaluated prior to
approval.

Thank you for your letter of January 8. 1 believe this is the same item that we
discussed in Strasburg the preceding day relating to the design of the Fredericktowne Estates
roadway now known as Golladay Road.
I believe the issue regarding 50' right-of-way was adequately addressed to you in
our meeting yesterday. The lots which border on Golladay Road have been sold to private
owners and additional dedication allowing a 60' right-of-way is impossible at this point in
time, within Section 2. We can and will increase the right-of-way width on future sections
in Fredericktowne Estates in order to meet your 60' requirement.
With regard to the pavement design requirements please be advised that the
Fredericktowne Estate project has been approved for the pavement design being utilized on
the existing plans. The owner has not budgeted in his sales for this or future sections of the
project for the much deeper pavement section you request. I agree that now is the time to
increase or at least plan for the increase to the road section based on future requirements of
traffic loading. Some significant dialog may be necessary between the County, the Highway
Department and the developer on this point.
I do not believe it is appropriate to impose a much heavier pavement design on the
developer at this time. The fact that the Cuonty will have a new collector road is in part
because of his willingness and initiative in allowing the County to changed his approved
Master Development Plan to include a future transportation corridor utilizing his approved
subdivision street, I am also sympathetic to the State Highway Department and County
situation in this regard. Both the developer and I will do whatever is necessary to find a
solution to this situation and I am sure some common ground can be found. When you are
available for a meeting in this regard I will be pleased to schedule it.
Also, for your information, the connecting road from Westmoreland Drive and
Golladay Road in Fredericktowne 2 to the south through the Snyder tract to Route 277 has
not been designed. A commission for the design has not been made since the owner is still in
the Master Development Plan review and approval stage with the County. For this reason it
will be impossible for us to provide you with construction drawings for the interparcel
connector you asked for. We have performed a tentative design which we are making
available to you by attached plans which may answer certain questions of yours at this time.

I am writing to confirm part of the discussion that was a part of
the Board of Supervisors meeting of December 13, 1989, relating to
the above referenced rezoning.
As you may recall, Dudley Rinker wanted to know, prior to the
rezoning action, that the right-of-way for the Golladay Road across
Fredericktowne Estates to Westmoreland Drive would not cost the
County anything. At the hearing, Dave Holliday agreed to provide
the right-of-way for the Golladay Road, and The Evans Company
agreed to purchase Lot 35, Section 2 from Mr. Holliday. This lot,
which is zoned R-P, will be made a part of the townhouse portion
of our project.
Chuck Maddox will be revising the Master Plan for this development
to incorporate this lot. As was mentioned at the Supervisors'
meeting, this will increase by four the number of townhouse units
in this project.

TO WHOM IT MAY CONCERN,
The rezoning application of the Evans Company, (Robert and Rosie
Snyder) Frederick County #021-89, proffered a residential density
on the 39.6 acres proposed to be rezoned from RA (Rural Areas) to
RP (Residential Performance) not to exceed seventy-eight (78)
single family units and ninety (90) townhouse units.
The MDP submitted for this same parcel indicates a density which
conforms to the above proffer. The MDP must be approved by the
Frederick County Planning Commission and Board of Supervisors.

This letter .is to notify. you of action taken by the. Frederick
County Board of Supervisors at their meeting of November 14, 1990.
The .Evans/Snyder _master development plan.#014-89, having been
submitted with the following revisions,
1) relocation of pedestrian travel ways;
2) elimination of northern entrance;
3) relocation of recreational areas;
was approved for single family detached housing and townhouses.
This property, zoned RP (Residential Performance) is located north
of State Route 277 east of Stephens City in the Opequon District
and isidentified as parcel 102 on tax map 86.
Enclosed are your copies of the revised master development plan
with the appropriate approval signatures. If you have any
questions, please do not hesitate to call this office.

Re: The Village at Sherando
Dear Kris,
We have revised the MDP for this project to show only one entrance and the
actual location of the recreation areas. Ten copies are enclosed for your use.
I have one concern, and we spoke about this briefly on Friday. We show two
pedestrian crosswalks on Golladay Road on the existing plan. The revised plan
relocates one of those to the entrance, the other remains near the northern
boundary. The one at the northern boundary is both unusable and impervious.
Originally the second entrance lined up with the walkway. Now that entrance is
deleted and there is a 12-15 ft high bank on the east side of Golladay Road. Also,
a curved section of road is not an ideal place for a crosswalk. I think we are asking
for problems there.
As I recall, when this plan was approved early this year, the Planning
Commission insisted on the pedestrian walkway, but left it up to the staff to
decide where they should be located. I think the best place for the second walk is
at the Westmoreland Drive intersection. The walkway is being extended to
Westmoreland, and a crosswalk there would provide access to the park property
when that is developed. Right now we have the second crosswalk in a dangerous
area going from nowhere to nowhere.

If you disagree we will leave the crosswalk as is. In the interest of good
planning, however, I think we should move it to Westmoreland Drive. Maybe the
staff could comment on the crosswalk location at the Board of Supervisors meeting
and recommend it be moved to a safer, more accessible location.

The design of this 94 unit townhouse project has attempted to retain as many trees as
possible. By limiting graded areas, we have been able to achieve natural screening and provide
shaded recreation areas. Our layout has provided a utility strip and easement along the front of
all townhouses. We would encourage and appreciate all attempts to locate utilities in the areas
provided.
The Frederick County Planning Department requires trees to be preserved. Screening and
buffers, required by the County, are achieved in part by maintaining certain tree lines. As you may
know, the most important screening is along the perimeter boundary of the site. It is important to
preserve the trees in this area. Any assistance you can give would be appreciated.
In these times of ecological awareness, we all need to do our part to save the trees. If you
have any questions or comments, please call.

Tab I in your agenda for your October 17, 1990 meeting deals with
the subdivision application for Village at Sherando. After this
agenda was published a revised Master Development Plan was
submitted to us. This revised plan adds 2 units to the previously
approved MDP. Since this is a minor modification we will ask your
consideration in acting on this in conjunction with the subdivision
request. Copies of the revised MDP are enclosed.
Since the MDP requires Board of Supervisor approval, approval of
the subdivision would only be valid upon Board approval of the
revised MDP.
