COPP COMMISSIONER EDINBURG, VA 22824 RESIDENT ENGINEER TEL (540) 984-5600 VDOT Comments to Albin Village, Phase IV FAX (540) 984-5607 Master Development Plan May 29, 2003 The Preliminary Master Plan for this property appears to have a significant measurable impact on Route 719, Warrior Drive, and a minimal impact on Route 647, the VDOT facilities which would provide access to the property. Due to the large volumes of traffic anticipated at the Route 719 and Chardonnay intersection, a detailed review of the proposed entrance will be required. This may also • include a signalization agreement. Chardonnay and Albin Drive pavement designs/typical will need to be upgraded to meet the expected higher traffic volumes due to the access connection to Warrior Drive. The forced sanitary sewer main will need to be shown relocated outside of the right-of-way except where it crosses perpendicular to the roadway. The water main needs to cross the roadway at right angles. Before making any final comments, this office will require a complete set of site plans, drainage calculations and traffic data from the I.T.E. Trip Generation Manual, Sixth Edition for review. VDOT reserves the right to comment on all right-of-way needs, including right-of-way dedications, traffic signalization and off -site roadway improvements and drainage. Prior to construction on the State's right-of-way the developer will need to apply to this office for issuance of appropriate permits to cover said work. The proposed plan addresses the revisions to the previously -approved 1984 Phase IV. approval. Based on my understanding of the plans, the following considerations will need to be addressed on the plans and narrative. is Please provide the following information: 1.. Note the history of. all land divisions, additions, or dedications in relation to Phase IV. The 1984 approval shows a total of 34.24 acres, whereas, the 2003 revised MDP shows 27.484 acres. 2. f Please note on the master development plan, the changes in the open space area shown, and the make-up of the change from 12% in the approved plan to 17.04% proposed open space revision. 3. "On the 1984 plans, the calculated right-of-way area is noted as 3.79 acres, or 11 %.
