Dear Mr. King:
I am writing in response to your letter dated December 18, 2000, where you advised
"all items listed on the Briarwood Estates, Sections 1, 2, 3 & 4 Punch List dated
October 19, 2000 have been completed". I have performed a follow-up inspection on
these items and was unable to locate where any of these items had been corrected.
Apparently there has been some mistake.
As stated in my previous letter to Mr. Dave Holliday, once all the punch list items are
corrected and approved by VDOT, then the addition process can begin for this
development.
You should also advise when corrections are being scheduled so we can provide
inspections of work as needed.

REVIEW EVALUATIONS:

Fire Marshal: Burning of land clearing debris requires permit
from Fire Marshal's Office. Burning of construction debris on
site is not permitted. Post temporary street signs and
addresses when construction begins.
Sanitation Authority: Second review approved. I will require
the easements to be 20 ft. wide.
County Engineer: We have no comments at this time. Specific
review comments will be made after submittal of the
subdivision design.
Inspections Dept.: Building shall comply with the Virginia
Uniform Statewide Building Code and Section 309, Use Group R
2
(Residential) of the BOCA National Building Code/1990.
Planning & Zoning: The proposed Master Development Plan has
been revised since the applicant's informal discussion with
the Planning Commission on March 3, 1993. The revision was
required due to the applicant owning contiguous properties
with RP, Residential Performance Zoning. The original plan
called for 21 single family cluster lots, the revised plan
proposes 88 single family detached traditional lots. Staff
will address general comments and specific concerns regarding
the revised Master Development Plan.
GENERAL COMMENTS:
The permitted gross density of any development in the RP,
Residential Performance District, which contains 25-50 acres
is eight (8) units per acre. The plan proposes 88 single-
family, detached traditional residential lots on 40 acres, or
2.2 units per acre. The plan proposes 15,000 square foot
lots; therefore, common open space and recreational facilities
are not required. The entire site contains no areas defined
as floodplain, although there is an intermittent stream that
traverses a portion of the area defined as Phase II.
SPECIFIC CONCERNS:
1) Buffers - The area specified as Phase I is located along
two (2) roads defined as collector roads by the
Comprehensive Plan. The zoning ordinance requires
residential separation buffers along collector and
,arterial roads. The plan needs to identify the location
of the required buffer area, and provide a profile that
shows how the buffer will be developed.
2) Storm Water Management - The proposed storm water
management for the area specified as Phase I has changed
dramatically since the revision. The original plan
provided storm water management areas on the north and
south side of Farmington Boulevard. The revised plan
does not provide storm water management on the north side
of Farmington Boulevard, and has greatly reduced the area
for storm water management on the south side. It appears
that the storm water management area located by the
intermittent stream in Phase II will need to be designed
carefully, as that is the low elevation in that part of
the development.
3) Environmental Features - Phase II contains areas defined
as woodland and steep slope. The applicant has indicated
that 8.6% of the area defined as woodland, and 10.5% of
the area defined as steep slope will be disturbed. It
appears that the applicant has only accounted for the
environmental areas that will be disturbed by the
proposed road construction. Staff believes that
additional woodland and steep slope area will be
disturbed through the installation of sewer lines, a
sewage pumping station, and the creation of storm water
management facilities. The applicant needs to account
for the total disturbed area for all environmental
features. This is important, as it will determine the
amount of steep slope and woodlands that are allowed to
be disturbed as individual sites are developed.
STAFF RECOMMENDATIONS FOR 717193 PC MTG.: Approval, provided that
the applicant receives approval from all review agencies for the
revised Master Development Plan, and addresses all comments and
concerns of staff and the Planning Commission.
PLANNING COMMISSION SUMMARY: The Commissioners discussed the
accuracy of this master plan in relation to the amount of
environmental area disturbed. The applicant had accounted for only
those environmental areas disturbed by the road construction and
not areas disturbed by the installation of sewer lines, the sewage
pumping station, or the creation of stormwater management
facilities. They felt that the applicant needed to account for the
total disturbed area for all environmental features.
There were no citizen comments.
PLANNING COMMISSION RECOMMENDATIONS OF 717193: Recommended
approval by majority vote, provided that the applicant receives
approval from all review agencies for the revised master plan and
addresses all comments and concerns of the staff and the Planning
Commission. (Absent -T. Shenk and M. Copenhaver)

RE: Proposed Briarwood Subdivision Plats
DATE: January 12, 1994
The subdivision plats for Briarwood - Phase I propose 20 single family detached traditional lots.
These lots range from 15,000 square feet to 17,383 square feet in size. All lots specify the
required setbacks but do not disclose the area required for the road efficiency buffer. In
general, the proposed subdivision plats conform with the approved master development plan.
I have some concerns regarding the proposed layout for Phase I of this development. I believe
that there will be problems with this subdivision if this design is approved. These problems
relate to buildable areas, drainage and the overall layout.
The layout and design of this subdivision is very deceiving. The average person looking to buy
a lot will be under the impression that these are large residential lots that will easily
accommodate houses over 2,000 square feet. I used the planimeter to determine the amount of
buildable area for each lot. This area ranged from 2,519 square feet to 7,053 square feet, or
17 % to 47 % of the total lot area. I believe that the buildable area will be reduced even more
due to the dimensional layout. This belief is based on the fact that some of the lots are very
narrow in places and contain drainage easements and sanitary sewer easements. It is debatable
that single family dwellings can be built on these lots; however, I foresee problems with future
additions such as front porches, decks, storage buildings, and attached or detached garages. Lot
17 is a pipestem design which contains a drainage easement along the entrance. I don't believe
that Lot 17 should be allowed to claim road frontage on Farmington Boulevard if they can not
access this road.
The proposed storm water management system for this development calls for detention ponds
on the Phase II property. Many lots in the Phase I section are located within significant drainage

I have reviewed the above referenced plan submitted by your office. The following issues
need to be resolved prior to my recommendation for final approval of this plan:
REVIEW AGENCY COMMENTS
1) VDOT - Correspondence from Robert C. Childress, dated May 14, 1993, indicates that
there are no overall objections to the master development plan. Our department received
a copy of a letter from Robert C. Childress, dated October 28, 1993, that specifies twelve
items to revise for this development. I have left a message with VDOT to have Mr.
Childress contact me regarding the letter of October 28. Our department wants to insure
that VDOT is ready to approve the final master development plan at this time. Also, our
department will ask VDOT to verify that adequate area has been provided for road
dedication and road efficiency buffers.
2) Plamiins - The symbol for the 50' reduced road efficiency buffer is the same as your
symbol for the setbacks along the proposed minor roads which is confusing. Please revise
one of these symbols. The right-of-way widths for all proposed roads need to be included
on the final plan. A description for each phase and for the total development needs to be
specified. This needs to contain the requirements stated within section 165-125B of the
Zoning Ordinance. Finally, the proposed road names need to be coordinated with Mark
D. LeMasters of our office. Kingsway Court, Briarwood Place, and Laurelwood Court are
not available road names. Also, Dovenest Road needs to be changed to Dovenest Street
if it is to qualify as an acceptable road name.

referenced project. The plans appear satisfactory and are approved contingent on the following
conditions. Please advise the developer accordingly.
1 offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the attendance
of the contractor, various County agencies and VDOT shall be conducted prior to initiation
of work.
• Materials used and method of construction shall apply to current observed VDOT Road &
Bridge Specifications applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist such
that additional measures are warranted, such measures shall be completed to the
satisfaction of the Department prior to inclusion into the Secondary Road System.
• Attached is a copy of the minimum requirements and information needed prior to
acceptance of subdivision streets into the Secondary System. This is the responsibility of
the developer.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the
street to a pipe or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined
length of time. VDOT will also require 48 hours notice for inspections.
• The appropriate land use permits shall be obtained be f ire any work is perforned on the
State's right-of-way.

• If mailboxes are to be placed along the roadway fronting lots, a minimum of four (4') feet
shall be between the edge of pavement and the front of mailbox as shown on the enclosed
detail.
• Private entrances will be installed in accordance with our Standard PE-1 Specification.
This is the developer's responsibility.
• Any signs to be installed will be in accordance with attachments.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way be
backfilled completely with C.R. Type 21-A Stone. This will greatly reduce the possibility
of any pavement settlement.
• Your office is to supply me with revised plans prior to construction which detail the exact
location of all sanitary sewer laterals. Also, we are concerned about the proposed
methods of installation of the sanitary sewer main within the Woodrow Road right-of-way
in the Carlisle Heights Subdivision. Although this section of street is not in the State's
Secondary Road System, all installation methods and materials will have to meet our
standards and specifications. The depth of the proposed main could seriously affect the
integrity of the roadway.

As requested we have reviewed the above referenced site plan dated September 7, 1993. Our
recommendations may be found on the enclosed plans marked in red and as follows:
1. Lots 1, 2, 3 & 4 will need to be accessed from the internal streets and a note to this
effect added to the plans.
2. A standard VDOT stop sign will be required at the location noted.
3. Temporary barricades will need to be provided at the ends of Farmington Boulevard
and Holebrook Street.
4. Underdrains will be required in all sags in grade.
5. The proposed profile at Station 0+20, Radcliff Court, is unacceptable. A minimum
30' sag vertical curve starting at the edge of pavement is needed.
6. The vertical curve at Station 4+00, Holebrook Street, needs to be increased to
provide a minimum 200' of sight distance.
7. Maximum 2:1 fill slopes will be required.
8. The typical ditch sections A-D should also be shown on Sheet No. 1. It also appears
ditch lining is needed for the channel shown on Sheet No. 4.
9. The sanitary sewer crossing of Route 656 will need to be made by push, jack or bore
methods. Also, the section of sewer between Manholes 1, A & B is extremely deep.
How will this be installed only 4' ± off the edge of pavement of Route 656 without
affecting the integrity of the roadway?

10. Based on the trip generation data provided and to remain consistent with the
previously approved sections of Farmington Boulevard, a pavement design of 8"
21-B Base Aggregate, 3.5" Type BM-2 Asphalt Concrete, and 1.5" SM-2A Asphalt
Concrete, grass shoulders with a 10' cut and fill width and 4.5' to the center line of
the side ditch will be required. Also, the pavement design of Holebrook Street
should be designed to handle in excess of 750 vehicles per day. A pavement design
of 8" 21-B Base Aggregate, 3" Type BM-2 Asphalt Concrete and 1.5" Type SM-2A
Asphalt Concrete is suggested.
11. Although the number of lots and subsequent traffic counts on Fairwood Court,
Radcliff Court and Kingsway Court would allow for an 8" base with a prime and
double seal surface, we will consider a reduction in base aggregate depth to 6" if the
developer would be willing to apply a 2" asphalt concrete (Type SM-2A) surface to
the cul-de-sacs. If asphalt concrete is used a prime coat of CRS-2 at
0.35 Gallons/S. Y. with No. 78 Aggregate at 25#/S. Y. will be required.
12. It is the developer's responsibility to determine the size of private entrance culverts
for this project. At this time we will require a listing of culvert sizes for our files.
Our minimum requirements are 30' in length by 15" or 17x 13" in diameter.
Please revise and resubmit three (3) copies for further review. Should any changes be deemed
necessary, please design them to meet or exceed the above recommendations.

designed within the next year or so and our designers will try to hold the existing centerline location of
Route 656 through the intersection with proposed Farmington Blvd. The proposed typical section of
Route 656 will be as follows:

8' shoulders at 5/8" per 1' (11' if guardrail)
6' ditches at 4:1
We ask that your design, in as far as practicable, be compatible with this ultimate typical section. For

(1) The scale shall be one (1) inch equals one hundred (100) feet or
larger [the ratio of feet to inches shall be no more than one
hundred (100) feet to one (1) inch] or at a scale acceptable to the
Director. The scale shall be sufficient so that all features are
discernible.
(2) No sheet shall exceed forty-two (42) inches in size unless
approved by the Director of Planning and Development. If the
MDP is prepared on more than one (1) sheet, match lines shall
clearly indicate where the sheets join.
(3) All MDP"s shall include a North arrow, a scale and a legend
describing all symbols.
(4) A boundary survey of the entire property related to true meridian
and certified by a certified Virginia surveyor, architect or engineer,
with all dimensions in feet and decimals of feet, is required for all
MDP s.
(5) The total area of the property shall be specified on the MDP.
(6) The topography shall be shown at contour intervals acceptable to
the Director.
(7) The title of the proposed project; the date, month, year the plan
was prepared or revised; the name of the applicant(s), owner(s)
and contract owner(s); and the names of the individuals or firms
preparing the plan shall be clearly specified.
✓ (8) A schedule of phases, with the approximate location of phase
boundaries and the order in which the phases are to be
developed, shall be provided.
✓ (9) The use of all adjoining properties shall be clearly designated on
