This is to acknowledge receipt of your revised site plan and Master Development Plan emailed November 13, 2008 for the
referenced project. The plans appear satisfactory and are approved. Please advise the developer accordingly. Please provide four
(4) sets of approved construction plans and Master Development Plan with signed seal for VDOT distribution.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various
County agencies and VDOT prior to initiation of work.
• Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable
during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist such that additional measures are
warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary
Road System.
• Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the
Secondary System. This is the responsibility of the developer.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also
require 48 hours notice for inspections.
• The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit
is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a
State assigned Inspector.
• Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's
responsibility.
• Any signs to be installed will be in accordance with attachments.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R.
Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement.
• A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit.
Dedication should be made to the Commonwealth of Virginia.
• A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick County) for drainage
easements or additional right-of-way required for implementation of this proposed project should be provided for VDOT
review prior to issuance of any land use permit.

Dear Mr. Artz:
We have completed our review of the revised MDP for the Battlefield Partnership Development III
and offer the following comments:
1. The revised MDP proposes to, locate a regional stormwater management facility on lot 20.
Indicate any drainage easements that will be required to convey stormwater to and from this
proposed facility. For example, the stormwater from the Doti Beyer Volvo currently flows through
lot 20. It may be necessary to divert this flow away from the proposed stormwater management
facility. Indicate what lots and/or areas will be served by the proposed regional facility.
2. Provide current topographic survey data with two (2) foot contours.
3. Verify that the Virginia Department of Transportation and the Frederick County Sanitation
Authority will agree to locate an existing sanitary sewer easement within the proposed extension of
Sulky Drive.

Development, Phase III. Staff s review comments are listed below.
l . Interstate 81. Indicate on the plan if a dedication for Interstate 81 is needed by VDOT.
2. Legal References. Provide legal references for all existing easements.
3. Existing Entrances. Show the location of all existing entrances on Sulky Drive as
indicated.
4. Owners Signature Block. Provide the names of the owners in the signature block.
5. Proposed Lots. Since this property is not yet subdivided, the proposed lot lines need to
be removed.
6. Area Tabulation. Under the area tabulation, the reference to no open space required
needs to be removed.
7. Project Data. Under the project data, provide the following: FAR (max), minimum
landscaped area in the B2.
8. Cul-de-sac Length. Indicate how long the proposed cul-de-sac will be.
9. Interparcel Connection. A connection into the adjacent B2 property should be provided
with this MDP.
In order to continue the review of this Master Development Plan, you will need to submit all
review agency comments and review fee in the amount of $2,985.86 ($2,000 base and $200 per
acre), to this department. Review comments are required from the following agencies:
