Dear Mr. Nerangis:
Enclosed is the application for a Conditional Use Permit for the off -
site sign we have discussed. This application needs to be returned
to this office by. August 13, 1984 to be heard by the Planning
Commission and Board of Supervisors in September, otherwise, this
will be heard in October.
I have also reviewed the nonconforming status of the high-rise sign
poles now existing at the above -referenced location and have
determined that this office will need written verification of the
sign's status. For this office to makea determination of the
nonconforming status of the sign, we will need information regarding
when the sign was installed and when the sign was removed. This
information should be confirmed by the owner and submitted along with
the enclosed application.

Re: Off -Site Sign Permit
County of Frederick letter dated 8-8-84
Dear Nick:
Relative to paragraph two of the above letter, I attach
a copy of a Special Warranty Deed dated 5-20-76, whereby
Kremer Oil Corporation bought the said property from the Cities
Service Cil Company, and more particularly, a copy of the
Engineer's Drawing dated 6-6-67, showing the sign pole footing
for the high rise sign. The station site was completed in
1967 or 1968.
The high rise sign has been at that location since that
time and if memory serves me correctly, was there until a wind
storm blew it down last fall; then, we just gath-red up the
pieces and hauled it away. I couldn't justify my expense of
replacing their sign.
I think the Mobil and Exxon signs are of comparable height;
all the signs have been erected for some time.
I hope this fulfills Mr. Gyurisin's request.

Dear Nick:
It was nice seeing and talking to you again at Rotary,
yesterday. As we have previously discussed on two occasions
now, I wish to put in writing, to the best of my ability,
these discussions so that you may pursue them further with
the necessary McDonald's people.
You had asked me previously about the possibility of
renting the top of my existing high rise sign, which at one
time, bore a 141x14' Citgo sign that came down in a wind storm.
I will be happy to rent this portion of the dual poles to
you for a McDonald's sign for an initial 3 year period at the
rate of $75.00 a month for the first year and at a rate of
$100.00 a month for the second and third year. At that time,
I would entertain a year to year or long term lease.
A 61x6' Citgo, or whatever my brand would be, sign would
be installed under the McDonald sign with a distance of 3 feet
being maintained between the two signs. The installation of
the McDonald and Citgo sign would be at your expense.
Lighting of the McDonald and Citgo, or whatever my brand
would be, sign would be connected to the same electric meter,
with said electric bill to be at your expense. Presently,
and to the best of my knowledge, there is only one meter for
the pole sign (s).
You would carry insurance on your sign and I would carry
insurance on mine.

We would share jointly and evenly on any repairs or maintenance
to said poles and/or pole foundation. I know of nothing incorrect
or unsafe of either at the present time.
I attach a sketch of the signs and poles for your
consideration.

REVIEW EVALUATIONS:
Inspections Department - Permit must be obtained and sign installed as per
Virginia Uniform Statewide Building Code.
Highway Department - No objection to conditional use permit providing the
sign is not encroaching on or over the State's right-of-way.
Planning and Zoning - A high rise sign was erected at this site for the on
site Citgo service station in 1967-68. That sign has been gone for
approximately one year. McDonalds Corporation, which has a restaurant next
door, would now like to place a sign on the existing poles. The sign will
not be allowed to be placed any higher than the previous sign. Both Exxon
and Mobile Corporations have on -site signs of similar height at this
intersection.
