This letter is to confirm the Frederick County Board of Supervisors' action at
their meeting of October 14, 1987:
Approval of Conditional Use Permit Request #017-87 of Douglas L. Owens for a
country general store with motor fuel pumping facilities to be located on
Route 50 West, directly across from Route 615, in the Gainesboro Magisterial
District, with the following conditions:
1. This is a one-year permit to be reviewed and renewed annually by the staff,
the Planning Commission, and the Board of Supervisors.
2. If the use of the property changes, this conditional use permit shall expire
and a new conditional use permit will be required.
3. Prior to construction, an approved site plan is required.

PROPOSED USE AND IMPROVEMENTS: Country General Store with motor fuel pumping
facilities and private sewage treatment plant.
REVIEW EVALUATIONS:
Transportation Department - If the plans are revised in accordance with our
letter dated September 14, 1987 and the marked plans, a commercial entrance
permit could be approved and must be applied for before doing any work on the
State's right-of-way.
Health Department - No objection. Has NPDES #VA 007013 to install package
sewage treatment plant. Owner to contact Department prior to drilling well.
Gore Fire Company - No comment.
Inspections Department - All structures must be build in accord with the
Virginia Uniform Statewide Building Code.
Planning and Zoning - No objection. The proposed uses of a general store and
gas pumps are allowed only with a conditional use permit. A site plan should
be prepared and approved, meeting all applicable zoning, site planning and
parking standards.
STAFF RECOMMENDATIONS: Approval, with the following conditions:
1. This is a one-year permit to be reviewed and renewed annually by the staff,
the Planning Commission, and the Board of Supervisors.
