Dear Ms. Bissell:
This letter is to confirm the Frederick County Board of Supervisors' action at
their meeting of February 11, 1987:
Approval of Conditional Use Permit #002-87 of Janet Bissell for a residence and
dog kennel, to be located on Parcel 25C, old Route 522, Cross Junction,
approximately 500 yards from the intersection of new Route 522 and the Route 701
crossover to the Summit and Whitacre, Virginia, on the right hand side of the
road, Gainesboro Magisterial District.' This conditional use permit was approved
with the following conditions:
1. This is a one-year permit to be reviewed and renewed annually by the staff,
Planning Commission, and the Board of Supervisors.
2. If the use, occupancy, or ownership of the property changes, this conditional
use permit will expire and a new conditional use permit will be required.
3. Off-street parking will be provided.
4. A six-foot wooden stockade fence or other solid fence providing a solid screen
must be provided around the kennel and run area as indicated on the attached
site plan.
5. Should noise become a problem, this conditional use permit shall be reviewed by
the staff and conditions recommended to the Planning Commission and Board of
Supervisors for noise abatement.

kennel at Cross Junction.
We have spoken with Herbert Sluder of Frederick County Health and
Keith Walker at Virginia Highways. Both these gentlemen have ad&
vised us they will have favorable comments with regards to the
Permit. Their comment sheets have been Federal Expressed to them.
We have been advised they will get these papers to you promptly so
that we can make the February hearing agenda.
I have attempted to call you several times today, but this was a
very busy day for you. I believe all necessary questions have
been answered except number 5. Would you please help us with this
one? Thanks so much.
