A 50 yard, 24 point semi-opened/vent ton building, 4 walls. 2. A 50 yard, 24 point enclosed building. The following factors were considered while evaluating the structures: 1. Containment of fired rounds Will the structure contain all fired and ricochetted rounds to eliminate the hazard to the surrounding residents and nearby citizens? 2. Noise attenuation Will the structure allow for compliance to the Fairfax County Code Chapter 108? Will it meet OSHA standards within the structure? 3. Ventilation Will the structure provide proper.ventilation to eliminate the hazard of breathing abnormal amounts of lead, carbon monoxide and nitrate? 4. Health and safety of.personnel What, if any, deficiencies were found? 5. Maintenance of facility What, if any, special maintenance procedures or problems were found? 6. Other disadvantages found 7. Other advantages found. 8. Estimates cost Cost of the structure not including the land acquisition, site preparation, or target equipment. 4' . 50 Yard, 24 Point Semi -Opened Vent Too Stuucture, 4_...Walls Facility evaluated is the property of Alexandria Police Department and is located at 5261 Eisenhower Avenue, Alexandria Virginia, 22314. Phone number 751-3369. Contact Col. Charlie Hill. It is a 50 yard 12 point facility built in 1970-1971. See blue prints for further description. 1. Containment of Rounds The Alexandria facility does contain all fired rounds and all possible ricochets. All firing points are covered by a shelter. Between the 50 yard line and the 25 yard line, where the greatest open space exists, 2 wooden baffels are spaced so that no rounds fired including the prone position, on the 50 yard line can exit the facility. With the controlled environment given at the range, no accidently fired rounds can leave the facility. All of the shooters are required to have an unloaded, holstered weapon when they leave a firing line and advance to another. 2. Noise attenuation No noise readings have been conducted on the Alexandria facility. Mr. Joseph Shipley conducted noise readings on the Secret Service 3 wall vent top range located in Beltsville Maryland. The readings were taken on the open side of the structure, behind the firing line. The 3 wall structure only reduced the noise of gunfire 10% compaired to the Fairfax County open range. This test cannot be used to compare -noise attenuation for a 4 wall structure as the airborne sound travels differently. 3. Ventilation During January 1975, the Alexandria oolice Deparment', the Alexandria Health Department and the State Bureau of Occupational Safety and Health began a lead level study on the Alexandria Police Ran§e. Through all of the corespon- dence copies received from Alexandria Range, no doccuments were located showing that an airborne concentration test was conducted. High blood lead levels were found in the test conducted on the range personnel. This overexposure was believed to'be from the Dersonnel's contact while cleaning out the backstoo 'pit' area of the used 'spent' lead and in the melting -process for relading ammo. The louvered type coverings over the firing positions create a natural ventilation. The structure has no roof so fumes are normally rapidly dispersed. 4. Other comments on health and safety of personnel. There was a problem observed while ;evaluating the Alexandria Police Range in the backstop area. The targets are approx- imately two feet in front of the bullet trap. While firing from the 7 yard line, and when the bullet strikes the bullet trap, the lead splatters and lead fragments are thrown back towards the shooter. Some of these fragments reach the 7 yard line firing point and. could cause injury to the shooter. Because of this lead 'throw -back', Fairfax County Police Departments close combat course and most of the basic recruit training could not be conducted without first modifing the structural plans of the Alexandria facility. This hazard can be eliminated if the backstop is moved back 7+ yards along with the bullet trap_, or the targets are Placed on an advancement mechinism and moved forward for the close combat course. Attatched is a copy of the Alexandria Police Department's range maintence and precautions guideline 5. Maintence of the facility Grass is groving in the open areas between the 50 yard line to the 25 yard line, 25 yard line to the 15 yard line, 15 yard line to the 7 yard line. The grass is mowed once a week during the growing season. The firing lines are hosed down with water weekly to clean the area of unburned _powder. The powder is absorbed by the ground and decomposes into a type of fertilizer for the grass. The 7*yard line is also hosed down weekly to remove the lead 'thrown -back' from the bullet trap. The wood that is exposed to high fired rounds is replacable. The Alexandria range is changing this wood for the first time since its construction in 1970-71.. Snow removal is minimal as the firing points are covered. If it is blown,_or drifts under the coverings, it is merely swept back or shoveled onto the open grass areas. No special equipment is needed other than snow shovels. The drains at the 7 yard line are cleaned by hosing with highly pressurized water approximately 2-3 times a year. This is necessary due to the lead build up. The backstop.'r>it' area is cleaned once a week during the in- service training to remove spent lead. 6. Other disadvantages found The following disadvantages at the Alexandria facility: eliminate these problems are / deficiencies were observed Possible suggestions to also given. High winds have caused a wind -tunnel effect on the range. The range has not (up to this time) been closed because of this, however, shooting is hampered. The wind creates a type of wind swirl which blows debris to wind side of the structure. possible solution: Proper planning and positioning of the structure may reduce or eliminate this effect. Noise form gunfire is heard in the classroom and office to a degree that normal business would be disturbed. • possible solution: Insulate the classroom and office and use sound deflectors. Range master control booth sits on the ground level with the shooters. This sometimes hampers the range masters vision of all shooters. • possible solution: elevate the booth. Support columns are present between every two firing points, under each cover and wooded baffles. possible solution: proper planning amd the use of steel trusses would eliminate the need for support columns and create a more open shooting environment. Within the structure, the audibility of the din created by both the gunfire and reverberation is uncomfortable.even with the provided ear protection. • possible solution:. Raise the height of the walls approx- imately 4 feet, along with the baffels and louverel coverings. (It is unknown if this will disrupt the air flow and cause ventilation difficulties). Fill the cinder- block walls with sand. Cover the walls and ceilings over the firing points with a celotex type material to further aid in the noise absorbtion. Another alternative would be to provide an -improved form of ear protection. The backstop 'pit' area is a major sourse of lead contam- ination for the range personnel. The lead is dug out and seperated from the sand and due to this, dust is created which has a high concentration of lead particles. • possible solution: equip the structure with a different type of bullet trap. A trap that offers a conveyer belt lead removal system to reduce the amounty of exposure time for the range personnel. There are no light or temperature controls. Both of these are subject to the environmental conditions. 7. Other advantages found. The semi -opened structure has never been closed to fire- arms training due to weather conditions. There dosent appear to be any ventilation problems. Grass areas between the firing positions virtually eliminate the hazard of unburned powder debris that could be explosive and/or flammable., 8. Estimated cost Unknown at the time of this report. 50 Yard, 24 Point Enclosed Structure Most enclosed / indoor firearms ranges that exist in the Metropolitan area are built within an existing office building. The buildings were structured for administrative offices and sometimes house 2 or more business companies. Most of these ranges have converted the basement area for the use as a fire- arms -training facility. This type.of facility poses.different structural deficiencies or hazards and are not adequate to evaluate for the Fairfax County Police Department range plans. Due to the time schedule allowed for this report, no structures built strictly for firearm ranges were evaluated. The following information was gathered through reading materials -concerning enclosed structures. 1. Containment of rounds In an enclosed facility, all round would be contained within the structure. No ricochetted or accidentaly fired rounds would pose a hazard to the community or nearby citizens. 2. Noise attenuation If insulated properly, it would allow adequate sound atten- uation and compliance with the Fairfax County Code. This is is done by containing the airborne sound of firing within the structure. Noise reverberation within the range must be studied as well to see of OSHA standards are met. 3. Ventilation Indoor ranges can and do present health hazards in the form of lead poisioning, carbon monoxide and oxides of nitrogen exposure due to improper ventilation control or installation. Lead poisioning can occur through both the inhalatin and or the ingestion of lead fumes or dust. See state standards attatched to this report. 4. Other advantages found Provides temperature and light control. Allows for the scheduling of night firing during day light hours or day firing during evening hours. Due to this the range can be utilized 24 hours a day. 8. Estimated cost Unknown J Facility Equipment The existing 24 point range facility trainid 2,280 officers in FY 1981 and 2,547 officers in FY 1982. Using the projected size of the police force from figures in the five-year Alan, 1982-1986, the range facility will be expected.to train approximately 3,191 officers in 1990, a 40 percent increase over the 1981 requirement. The officers trained included the Northern Virginia Criminal Justice Academy recruits, sheriff's deputies, fire marshalls, Falls Church Police officers, and the police pistol teams. It should be noted that the S.O.C. officers traved to 4uantico Marine Base for certain required special weapons training. A portion of the proposed facility would be used for special weapons training. This facility should have 24 points, 20 firing points with a 2,400 pound steel bullet trap for pistol and 4 points with 3,600 pound steel bullet trap for special weapon use. The range length should be 50 yards to accomodate'the required police combat ,firing course. If encolsed, the range must have air handling and filtered air meeting current National Institute for Occupational Safety and Health and Bureau of Clean Air standards.3 Air discharged from the facility must be within the state air polution standards. The range contorl boothshould incorporate controls for the following type of target systems: e Standard 360 degree friend/foe target - all points 0 Pop-up target - rifle range only. Adequate space must be provided to conduct classes of 24 students with weapons cleaning, target storage, and office and armory facilities. The classroom,office and armory portion of the building can be a standard steel structure with seperate air tempering reducing its cost. 3.NIOSH "Lead Exposure and Design Considerations for Indoor Firing Ranges".
