S. Russell to re-establish nonconforming use -- a used car display area approximately 250' x 175', located 2/10 mile south of Stephens City on the west side of Route 11 South in the Opequon Magisterial District, with the following conditions: 1. This will be a one year permit to be reviewed and renewed annually by the staff, Planning Commission, and Board of Supervisors. 2. If the use, occupancy, or ownership of the property changes, this conditional use permit shall expire and a new conditional use permit will be required. 3. outside lighting should be directed away from Route 11 and adjoining properties. Health Department - No objections, pre-existing office Stephens City Fire Company - No objections. Inspections Department - If existing building changes use, it must be brought into compliance with the current applicable codes. Planning and Zoning - This property was formerly used as a used car display area and sales office. However, the display of used cars has been discontinued for a period of more than one year. A small engine repair shop and sales office has been maintained by the owner of this property for sometime. These uses can continue, but a conditional use permit is needed to re-establish the outside display area for vehicles. The staff has no objection to the re-establishment of the outside display area. All exterior lighting of the display area should be directed away from Route 11 and adjoining properties. STAFF RECOMMENDATIONS: Approval, with the following conditions: 1.
