The conditional use permit was approved for a cottage occupation for crafts, decorating lessons, cooking demonstrations, etc. on property identified with P.I.N. 74-A-2, zoned RA (Rural Areas). Planning and Zoning: Within the RA (Rural Area) zoning district, cottage occupations are permitted with the issuance of a conditional use permit. The craft lessons/cooking demonstration business proposed by the applicant meets the requirements for a cottage occupation and would, therefore, be permitted with an approved conditional use permit. Staff believes that establishing this cottage occupation would not have a negative impact upon the surrounding neighborhood. The adjoining properties are in orchard and agricultural use. When considering the scale of the proposed business, it will clearly be incidental to the existing residence. Mrs. Robinson has stated that group sizes will be limited to a maximum of ten (10) persons. This number is consistent with that established by the Health Department in comment #3 of their letter. The applicant will be required, by the building official, to comply with any building code and accessibility issues. Staff would concur with VDOT in that the existing entrance to the property is sufficient for the proposed use. Furthermore, the existing driveway is in excellent condition and is more than large enough to accommodate parking for the limited number of cars generated by this business. However, staff believes that an additional area of asphalt should be provided on the applicant's property toward the bottom of the driveway to ensure that vehicles have the ability to turn around without reversing into the road right-of- way. Staff Recommendation for 11/5/97: Staff recommends approval of this request with the following conditions: All review agency comments are complied with. 2. They felt that the scale of the business was incidental to the existing residence and would not impact the surrounding area. Since that time I have found a need to supply the following; Teaching crafts and homebred occupations that are not taught locally. Le.: gift basket making, decorating for the kitchen, gifts from the kitchen, low or no fat ,no sugar cooking demonstrations for nutritional needs or beginners, gift packaging, seasonal craft making. I will have some supplies on hand. There is a completely finished attached area ( formerly a garage) which is heated, lighted and carpeted. It has a separate entrance. I will be working with small groups of up to 10 persons. This will enable me to offer to 4-H's, Girl Scouts, Brownies, Church Leaders, ideas that they can teach to others. Currently I have a Virginia Tax Resale Number. The business name is Libby's Linen's and Things. A division of that is Today's Kitchen and Cookin' with Miss Libby. I have not used this for over a year and at that time I had a location in the City of Winchester. In May I had a slight stroke and have not been able until now to pursue the Conditional Use Permit. I have a full blacktop driveway, which can easily park 10-12 cars with room for other parking if needed. The view to my driveway is very clear with no obstruction.
