REVIEW EVALUATIONS: Virginia Dept. of Transportation: No objection to a conditional use permit for this property. Existing entrance is adequate for proposed use. However, should use ever expand in the future, the entrance may have to be upgraded to VDOT minimum commercial standards. Inspections Department: Building shall comply with Virginia Uniform Statewide Building Code and Section 304, Use Group B (Business) of the BOCA National Building Code/1993. Health Department: Health Department has no objection as long as the owner is the only employee; there is no increase in water use; and no chemicals from the business are disposed of on the property or in the sewage disposal system. Planning and Zoning: The proposed use is permitted as a cottage occupation with an approved conditional use permit. Applicant advises that the activity will be conducted in a room attached to his residence and that the customers will be handled on an appointment basis. It does not appear that allowing this use would have any negative impact on the neighborhood. The very limited parking should be taken into consideration when scheduling clients. PLANNING COMMISSION SUMMARY & ACTION OF 03/05/97: Members of the Commission were concerned about the disposal of film developing chemicals and the applicant stated that he would be sending his film to laboratories for processing. The applicant also stated that the activity would take place in a room attached to his residence and customers would be handled on an appointment basis. There were no citizen comments. The Commission felt that allowing the use would not appear to have a negative impact on the neighborhood and they unanimously recommended approval with the same three conditions recommended by the staff.
