Fire Marshal: No comments. Winchester Regional Airport: The proposed request for this operation does not impact the airport. Planning and Zoning: The zoning ordinance permits the proposed use in the Rural Area District with an approved CUP. The proposed greenhouse is partially constructed and no other facilities to accommodate the use have been prepared. Applicant intends to construct a building for use as a retail facility. Since this will be a public use facility, a site plan will be required for this activity. The entrance into the property has poor site visibility to the east and the applicant has addressed this issue with VDOT and is prepared to do whatever is necessary to meet their requirement. Should the applicant decide to employ outside help, health facilities will be required for the employees. It does not appear that allowing this operation would have any significant impact on the neighborhood other than the traffic that may be generated.
