STAFF COMMENTS: The applicant erroneously assumed that the
approval for a reduced buffer requirement also allowed a reduction
in the setback zone. This problem was identified during the review
of the site plan submitted to allow the construction of the
facility. The BZA approved the buffer reduction on February 20,
1990. Construction of this facility with a 50' front setback would
have minimal impact on this area.
