Guidance:
1. Sign spacing distance should be 1300'-1500' for Limited Access highways, and on all other roadways 500'-
800' where the posted speed limit is greater than 45 mph, and 350'-500' where the posted speed limit is 45 mph
or less.
2. Care should be exercised when establishing the limits of the work zone to insure maximum possible sight
distance in advance of the transition, based on the posted speed limit and at least equal to or greater than the
values in Table 6H-3. For Limited Access highways a minimum of 1000' is desired.

6. On roadways with paved shoulders having a width of 8 feet or more, channelizing devices shall be used
to close the shoulder in advance of the merging taper to direct vehicular traffic to remain within the
traveled way.
7. The buffer space length shall be as shown in Table 6H-3 on Page 6H-5 for the posted speed limit.
8. A shadow vehicle with either a Type B or C arrow board operating in the caution mode, or at least one
high intensity amber rotating, oscillating, or flashing1 light shall be parked 80'-120' in advance of the
first work crew. When the posted speed limit is 45 mph or greater, a truck-mounted attenuator shall be
used.
9. For long-term work zones existing conflicting pavement markings and markers shall be removed and
temporary pavement markings and markers shall be installed per Figure TTC-60.
Option:
10. For short-term stationary work (less than 3 days duration), lanes may be delineated by channelizing devices or
removable pavement markings instead of temporary pavement markings.
11. PTRS may be used on undivided roadways, see section 6F.99 for proper spacing of PTRS and Figures TTC-
17.2
Guidance:
12. When channelizing devices have the potential of leading vehicular traffic out of the intended traffic space, the
channelizing devices should be extended a distance with 4 additional channelizing devices1 beyond the
downstream end of the transition area as depicted.
13. For locations with a high volume of left turning movements, the graphic NO LEFT TURN (R3-2) signs should
be used.1

8. If the work space extends across a crosswalk, the crosswalk should be closed using the information and
devices shown in Figure TTC-36.

9. Turns can be prohibited as required by vehicular traffic conditions. Unless the streets are wide, it might
be physically impossible to make certain turns, especially for large vehicles.

4.ALL AREAS EXCAVATED DEEPER THAN 2" (TWO INCHES) BELOW EXISTING GRADE, AT THE CONCLUSION OF EACH
WORKDAY, SHALL BE BACK FILLED TO FORM AN APPROXIMATE 6:1 WEDGE FOR THE SAFETY AND PROTECTION OF VEHICULAR

5.TRAFFIC SHALL NOT BE STOPPED ON (ROUTE 11) MARTINSBURG PIKE & (ROUTE 883) SNOWDEN BRIDGE BLVD OR ANY
CONNECTOR ROAD FOR LONGER THAN FIVE MINUTES AT ANY TIME UNLESS OTHERWISE DIRECTED BY VDOT AND THE
ENGINEER.
6.LANE CLOSURES WILL NOT BE PERMITTED ON HOLIDAYS , WEEKENDS, OR ON FRIDAY-SATURDAY-SUNDAY-MONDAY
SURROUNDING HOLIDAY WEEKENDS UNLESS OTHERWISE APPROVED IN ADVANCE BY THE ENGINEER AND VDOT. ADDITIONALLY,
LANE CLOSURES WILL NOT BE PERMITTED DURING SPECIAL EVENTS.
7.ANY CONTRACT ITEM(S) NOT SPECIFICALLY NOTED IN THE MAINTENANCE OF TRAFFIC MAY BE SCHEDULED FOR
CONSTRUCTION AT THE CONTRACTOR'S OPTION, AS APPROVED BY THE ENGINEER AND VDOT.
8.VEHICULAR ACCESS TO ADJACENT PROPERTIES AND CONNECTING STREETS SHALL BE MAINTAINED AT ALL TIMES DURING
CONSTRUCTION. PROPERTY OWNERS AND BUSINESSES SHALL BE NOTIFIED A MINIMUM OF 48 HOURS PRIOR TO ANY ACTIVITIES
WHICH WOULD IMPEDE ACCESS TO THEIR PROPERTIES. IN ALL CASES IN WHICH EXISTING OR ESTABLISHED TRAFFIC PATTERNS
WILL BE DISRUPTED, THE CONTRACTOR WILL NOTIFY ALL AFFECTED RESIDENTS AND/OR BUSINESSES A MINIMUM OF 48 HOURS
IN ADVANCE OF THE ANTICIPATED DISRUPTION BY DISTRIBUTING DOOR-TO-DOOR NOTICES. A COPY OF THE NOTICE SHALL BE
FORWARDED TO THE PROJECT ENGINEER AND VDOT FOR REVIEW AND APPROVAL PRIOR TO THE BEGINNING OF WORK.
9.ALL TRAFFIC CONTROL SHALL BE SET UP AND SPACED ACCORDING TO THE VIRGINIA WORK
AREA PROTECTION MANUAL, 2011 EDITION, (SEPTEMBER 1, 2019 REVISION).
10.CONTRACTOR SHALL PROVIDE ADDITIONAL TRAFFIC CONTROL AS DIRECTED BY VDOT, SHOULD FIELD CONDITIONS
WARRANT.
11.CONTRACTOR MAY REDUCE LANE WIDTHS TO 10' MINIMUM DURING CONSTRUCTION. ANY TEMPORARY PAVEMENT
MARKINGS THAT ARE REQUIRED ARE THE RESPONSIBILITY OF THE CONTRACTOR.
12.CONTRACTOR IS RESPONSIBLE FOR PLACEMENT AND MAINTENANCE OF ALL TEMPORARY PAVEMENT MARKINGS AND
SIGNAGE THAT ARE REQUIRED OR IMPLIED IN THE CONSTRUCTION PHASING SHEETS THAT FOLLOW. THE CONTRACTOR IS
RESPONSIBLE FOR PROVIDING ALL TRAFFIC CONTROL DEVICES, SIGNAGE, EQUIPMENT, PERSONNEL, INCLUDING CERTIFIED
TRAFFIC CONTROL PERSONNEL, ETC. TO CONTROL TRAFFIC DURING CONSTRUCTION WITHIN VDOT MAINTAINED RIGHT-OF-WAY.
ALL TRAFFIC CONTROL SHALL BE IN STRICT ACCORDANCE WITH THE STANDARDS, GUIDELINES, POLICIES, AND OBJECTIVES OF
THE LATEST EDITION OF THE VIRGINIA WORK AREA PROTECTION MANUAL, 2011 EDITION, (SEPTEMBER 1, 2019 REVISION),
MANUAL FOR UNIFORM TRAFFIC CONTROL DEVICES (MUTCD), AND ALL VDOT PERMITS.
13.AT NO TIME SHALL CONSTRUCTION TAKE PLACE ON BOTH THE RIGHT AND LEFT SIDES OF VEHICLES, UNLESS OTHERWISE
SPECIFIED BY VDOT AND THE ENGINEER.
14.ALL CONSTRUCTION MATERIALS AND EQUIPMENT SHALL BE STORED OFF-SITE. ALL CONTRACTOR AND SUBCONTRACTOR
EMPLOYEES SHALL PARK OFF-SITE.
15. EMERGENCY VEHICLE, BUS, AND MAIL ROUTES SHALL BE MAINTAINED AT ALL TIMES.
16.THE CONTRACTOR SHALL BE RESPONSIBLE FOR CONTACTING/COORDINATING WITH FREDERICK COUNTY PUBLIC SCHOOL
OFFICIALS, IN THE EVENT OF EARLY SCHOOL RELEASES, SCHOOL EVENTS, ETC. ALL LANE CLOSURES SHALL BE REMOVED A
MINIMUM OF 30 MINUTES PRIOR TO THE DISMISSAL OF STUDENTS.
GENERAL
1.THIS PROJECT IS CLASSIFIED AS TYPE A, UNDER THE VDOT CLASSIFICATION SYSTEM.
2.THE TOTAL PROJECT LENGTH IS APPROXIMATELY ± 890 FEET. THE WIDTH OF THE WORK
ZONE IS LESS THAN 30'.
3.THE PURPOSE OF THIS PROJECT IS TO PROVIDE A NEW RIGHT-IN ONLY AND RIGHT-IN/RIGHT-OUT
ENTRANCE FOR PROPOSED SITE CONSTRUCTION AND PUBLIC SIDEWALK. WORK WILL TAKE
PLACE IN THE VICINITY OF (ROUTE 11) MARTINSBURG PIKE & (ROUTE 883) SNOWDEN BRIDGE
BLVD. WORK IS ANTICIPATED TO BE COMPLETED WITH MINOR ENCROACHMENT INTO THE
EXISTING TRAFFIC PATTERN.
4.TRAFFIC ALONG (ROUTE 11) MARTINSBURG PIKE & (ROUTE 883) SNOWDEN BRIDGE BLVD.
CONSISTS OF THRU AND ACCESS FOR BUSINESS, SCHOOL AND LOCAL RESIDENTS.
5.THE EXISTING POSTED SPEED LIMIT FOR (ROUTE 11) MARTINSBURG PIKE IS 40 MPH AND FOR
(ROUTE 883) SNOWDEN BRIDGE BLVD. IS 35 MPH. ALL EXISTING SPEED LIMITS ARE EXPECTED TO
BE MAINTAINED DURING ALL PHASES OF CONSTRUCTION.
TEMPORARY TRAFFIC CONTROL (TTC) / MAINTENANCE OF TRAFFIC
(MOT):
1. TURN LANE CLOSURE OPERATION AND LANE CLOSURE OPERATIONS ARE ANTICIPATED FOR THIS
PROJECT AND SHALL BE PROVIDED IN ACCORDANCE WITH THE VIRGINIA WORK AREA PROTECTION
MANUAL, 2011 EDITION, (SEPTEMBER 1, 2019 REVISION). SPECIFICALLY, THE FOLLOWING 2011 VA
WAPM TEMPORARY TRAFFIC CONTROL MEASURES SHALL BE USED REGULARLY:
1.1 (TTC-29.2) TURN LANE CLOSURE OPERATION.
1.2 (TTC-42.2) INTERIOR LANE CLOSURE OPERATION ON A MULTI-LANE ROADWAY.
ACCESS TO ADJACENT PROPERTIES SHALL BE MAINTAINED AT ALL TIMES.
THE CONTRACTOR SHALL MAKE ARRANGEMENTS TO STORE EQUIPMENT AND MATERIALS OUTSIDE
OF THE DESIGNED CLEAR ZONE.
THIS IS A COMPLEX OPERATION IN AN URBAN SETTING, THE TTC FIGURES ABOVE ARE FOR
REFERENCE ONLY. ANY COMBINATION OF THE ABOVE OR TTC'S NOT LISTED ABOVE MAY BE
NECESSARY. PHASED TRAFFIC CONTROL PLANS ARE PROVIDED IN THIS PLAN SET. HOWEVER THE
CONTRACTOR SHALL INSTALL ALL NECESSARY SIGNS, MARKINGS, DELINEATORS OR OTHER TRAFFIC
CONTROL DEVICES IN ACCORDANCE WITH THE LATEST REVISION OF THE 2011 VA WAPM,
(SEPTEMBER 1, 2019 REVISION).
PUBLIC COMMUNICATIONS PLAN:
1. IF ANY MAJOR TRAFFIC CHANGES ARE TO TAKE PLACE (LANE CLOSURES, DETOURS, ETC.), THE
CONTRACTOR SHALL NOTIFY LOCAL NEWSPAPERS AND RADIO STATIONS AT LEAST 5 DAYS IN
ADVANCE OF THE CHANGES. ALSO ENSURE THAT THE VDOT DISTRICT PUBLIC AFFAIRS OFFICER IS
INFORMED A MINIMUM OF 72 HOURS IN ADVANCE OF THE CHANGE.
2.PORTABLE CHANGEABLE MESSAGE SIGNS (PCMS) SHALL BE USED TO NOTIFY THE TRAVELING
PUBLIC OF ANY SUCH MAJOR TRAFFIC CHANGES 72 HOURS IN ADVANCE OF THE CHANGE.
3.PRIOR TO IMPLEMENTING ANY SHOULDER CLOSURE, LANE CLOSURE, AND/OR SIDEWALK
CLOSURE, THE CONTRACTOR SHALL NOTIFY LOU HATTER AND WILL MERRITT OF VODT A
MINIMUM OF 120 HOURS IN ADVANCE OF THE ANTICIPATED IMPLEMENTATIONS.

TRAFFIC ALERT SYSTEM (A SERVICE OF THE VIRGINIA DEPARTMENT OF TRANSPORTATION
TRAFFIC SYSTEM).
