The approved site plan calls for the construction of a two phase addition to the existing warehouse facility, in which the first phase will provide 61,532 square feet and the second phase will provide 29,259 square feet of additional warehouse space within structures that will be 24 feet in height. Other site improvements call for the provision of a concrete pad for the loading dock areas, the provision of a 20 foot wide aggregate road around the facilities for fire and rescue access, the provision of CG-6 with reverse curb within the site, the relocation and provision of water, sewer and stormwater facilities, the provision of additional perimeter landscaping, the construction of a new entrance that will provide access to the future extension of Tyson Drive, and all appropriate erosion and sedimentation control measures. I have provided you with two copies of the approved site plan. Please utilize a copy on the project site and maintain a copy for your records. I believe your primary concern is why Mr. Steve Melnikoff of our office forwarded the plan to our District Office in Staunton for review. In your narrative of October 15, 1996 which accompanied your site plan, you indicated truck traffic would be increasing by approximately 45%. Due to this significant increase we felt our Traffic Engineer, Mr. J. B. Diamond, should review the plan to determine if the existing entrance on Route 861 is adequate or would need upgrading. Furthermore, if I am not mistaken, we discussed the existing entrance, its configuration with on -site improvements, and the possible need for turn lanes a couple years ago when Phase II of this project was being developed. At that time if my memory serves me, we were told the Phase IV entrance would be constructed on Tyson Drive when any additional warehouses were built which in turn would satisfy any design comments we had for the existing entrance at that time. To this end, I hope you can understand why we felt the need to have Mr. Diamond's in put before we approved this plan, especially in light of the fact the Phase IV entrance will not be constructed at this time. One point of clarification, your recent letter of January 9th indicated you're decreasing the ultimate trips generated. If the 45% thru truck traffic previously mentioned is inaccurate, I would appreciate your letting me know. Through copy of this letter to Mr. Diamond I am asking he expedite this review if at all possible. Please give me a call if you have any questions or need further clarification on our position. Box 278 Edinburg, Virginia 22824 RE: Toan Stonewall/Kraft Warehouse Route 861 Frederick County, Va. Dear Bob, On 17 October 1996 we submitted a revised site plan for review and approval to VDOT. We received comments from Steve Melnikoff on 7 November 1996. His comments were general in nature and dealt mainly with the Tyson Drive Entrance. This entrance is already shown on the currently approved plan. We did not intend to change the sequencing of the installation of that entrance. It will not be built until Tyson Drive is extended by others. This item is unchanged in this new plan revision. We received comments from all other review agencies and completed the revisions, resubmitting the plan for approval on 20 December 1996. Today I received a letter stating the plan has now been sent to Staunton. Why? There are no drainage issues and the entrances are unchanged from what is currently approved. We have also decreased the ultimate trips generated by the site by deleting the office/warehouse buildings once proposed along Tyson Drive. This proposal seems fairly straight forward. Since the line is a private line, and there is no Fire Pump on the system, the line can be placed under the building in this fashion. I would certainly recommend the installation of a gate valve, at the point the line goes under the building, to be utilized in the event of a break in the line. The revised plan sheets, 2A and 3A, were added to the original site plan. We have attached revised plan sheets 2B and 3B which show a final build out plan for the site. In addition to the two buildings currently on the site, a 61,532 sq ft. warehouse would be constructed in Phase 3. Phase 4 would be a 29,250 sq. ft. addition to that same structure. Kraft Foods currently uses the existing warehouse and would expand its use into the Phase 3 and Phase 4 facilities. The employees currently working at the existing warehouse would also staff the Phase 3 and 4 facilities. No additional parking is required. The new warehouse will connect to the existing warehouse and interior access between the two will be provided. No water or sewer facilities are planned in the Phase 3 and 4 buildings. The Phase 3 and 4 building will be sprinkled. The feed line will tap the existing sprinkler feed line downstream of the existing backflow preventer. Wright, Laboratory Director Memorandum to Review Agencies Toan-Stonewall Site Plan Site Plan Revision #2 Oct.15,1996 Storm piping and drop inlets will need to be relocated as shown. The site is currently served by a detention pond sized and constructed for the completely developed site. No change in the pond structure is envisioned as the amount of impervious area does not change significantly. As part of Phase 4, an entrance will be constructed to Tyson Drive, should that road exist at the time of Phase 4 development we do request that VDOT allow this roughed in entrance to be used as a construction entrance during construction. All efforts will be made to prevent sediment from being carried off site onto the VDOT rights of way. Currently 45 trucks access the site per day. The proposed warehouse expansion would serve 65 trucks per day. The Phase 4 area will be placed in an aggregate surface during Phase 3 and used for trail or staging.
