This site is approved for the development of a gasoline service station, restaurant and a hotel in the Whitehall Commerce Center in the Stonewall Magisterial District. The site is located off of Martinsburg Pike (Route 11) off of one right-in/right-out on Route 11 as well as a full entrance on Business Boulevard. Some of the required site improvements include the following: Lots 2D and 2C • Lot 2D -Gasoline service station with a 5,313sf building and five pumps (10 stations). • Lot 2D - Restaurant with 2,596sf and a drive-thru. • Lot 2C - A five story hotel with 82 rooms. • Construction of parking lots with a total of 147 spaces (7 handicap spaces), including curb and gutter, landscaping, striping, and handicap access. • Two loading spaces and two screened dumpster locations. • Sidewalks, landscaping and buffers as shown on the site plan. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Route 11 Improvements. The proposed median does not appear adequate to restrict all left turning movements into the site. Also, the ultimate Route 1 1 section will include dual lefts onto Rest Church Road, thru lanes and a right turn lane. Indicate if adequate ROW is available for this and whether the sidewalk needs to be shifted back from Route 11. 2) Si2nage Notes. On sheet 3, there are two optional locations for signage on 2C. Provide a note that clarifies that only one sign (either option 1 or option 2) will be permitted. 3) LijIhting. On sheet 5, revise the lighting to remove the "drop" lens options. 4) Landscape Plan.
