construction of a new equalization basin located at 231 South Lakeview Drive.

appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development

Structure shall comply with The Virginia Uniform Statewide Building Code and Section 312, use
group U (Utility and Miscellaneous) of The International Building Code 2006. Buildings and
structures containing materials representing hazards that are classified in one or more of the
Groups H-Hazard shall conform to the code requirements for each of the occupancies classified
in Section 307. The structure is required to comply with Chap 15 & 16 of the IBC 2006 for
structural load.
Site plan indicates new UV & New Equalization basin.
Special inspections per Chap 17 IBC 2006 apply to this structure.
Plans submitted for review shall be sealed by a Virginia Registered Design Professional.

Thank you for your May 14, 2009 comment letter regarding the Lake Holiday Wastewater Treatment
Plant Improvement Project. With respect to your comments, we have the following information for you:
The PIN numbers for the affected properties have been added to the cover sheet.
Sheets 1 1,12,13, and 14 have been removed from the table of contents.
✓3/ The signature block has been corrected.
W' Calculations for the total disturbed and impervious areas have been added to sheet 2.
Property owner information has been added.
The plans have been revised to show that all proposed structures will be constructed within the lot
lines.
The existing buildings have been labeled, and the total square footage of the basin has been
provided on sheet 4.

Dear Jerry:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have
been adequately addressed. Please review Staff's comments listed below and then prepare a
revised site plan which adequately addresses each concern.

6. Existing Buildings. The existing building appears to encroach the property line. If
proposed basin encroaches the property line, a lot consolidation may be needed.

information contained on the plan. I will need all approved review agency comment sheets and

Deparinlent of Public 1,Vorks (County Tngineei), and the Frederick Coun1j) Fire Marshal. Do not

We are submitting five copies of the site plans for Lake Holiday Equalization Basin and Ultraviolet
Disinfection Facility upgrade. The protect site location is Lake Holiday Wastewater "Treatment Plant,
located SOLIth of Rcdlalld Road and west OI US ROLIte 522 near Cross .11lliction, Winchester, Virginia.
This wastewater treatment plant is owned and operated by Aqua Lakc Holiday Utility, Inc., DBA, Aqua
Virginia, Inc. ("Aqua"). AgLla pL11-chased this treatment plant ill ,lallllary 2007, and it entered into Consent
Special Order (CSO) with the Department of Environmental Quality (DEQ). We have agreed to perform
certain upgrades for the system including the construction of Equalization Basin and Ultraviolet
Disinfection Facilities. We are now required to complete the construction which has been approved by
DEQ before September 23, 2009. Therefore, we would appreciate your assistance and prompt approval
for this project which will stimulate file economy and bclicflt the environment.
