The site plan is approved for revisions to the previously approved Wal-Mart Site Plan (SPI182-07). The revised site plan is approved for the construction of a new 152,036 square foot Wal-Mart Supercenter at the Winchester South Market Place Development located on Maranto Manor Drive and Tasker Road in the Shawnee Magisterial District. Required site improvements include the following: • Construction of a parking lot with 760 spaces (including 20 handicap accessible), including curb and gutter, striping, handicap access and landscaping. • A ten foot asphalt trail along Front Royal Pike (Route 522) and Tasker Road (Route 642) and a sidewalk along Maranto Manor Drive, as well as sidewalks internal to the site as indicated on the plan. • Six loading spaces and trash compactor site as indicated on the site plan. • Interparcel access in three locations as shown on the plan. • One freestanding business sign. • Buffers and landscaping as shown on sheets 32-33A. With the approval of this site plan, it needs to be recognized that all road improvements associated with this development can be found on the South Market Place Roadway Improvements approved by VDOT (latest revisions dated 1/15/09) and the Maranto Manor Drive Plan, approved by VDOT (latest revisions dated 11/07/08). All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with three (3) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Response: Pliotometric plan has been updated to conform to those latest Frederick County outdoor lighting standards. See Sheet 5C. Comment 3: Building Size. On Sheet 2, the FAR portion r erellces a btllldillg that Is 150,061sf and the parking section references a building that is 151,175sf. Some of the other plan sheets still reference 150K PRUIFO. Response: The building size has been revised to show 152 ,036sf on all sheets. Comment 4: Parking Space Numbers. The canopy height and size need to be referenced on the site plan and directional arrows also need to be provided (see Shect 10). each drive thru lane needs to have 90 feet of stacking; show the stacking distance on the plan. Response: Canopy height, size, and stacking distance have been shown on Sheets 10 and 14. Comment 6: Curb and Gutter. Curb and guttCl- (CG-6) needs to be provided around all parking spaces. Provide curb and gutter along the spaces that fence the southern side of the building (see Sheet I I). Response: Curb and gutter has been provided for all parking areas. See Sheets 10-17. On sheet C5 there appears to be parking lot lighting fixtures within the paved areas, these need to be relocated to the islands (it appears that only this sheet is incorrect as the oconletflc /dllllellslonal plans shown the fixtures within islands). Please note that the maximum foot candles within the pari:ing al•eas is live and there are numerous areas that exceed this; only the plain dl-ive and the building front can exceed five but not ten foot candles. Indicate if there are any building mounted lighting fixltll"eS proposed (site plan does not show any). Response: The photometric plan has been updated to comply with the latest l7rederick County standards. At this tinge, adi-nimstrative approval cannot be granted. This site plan is denied Until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1. Site and Zoning Data. The revised plan submitted only contained the sheets that are being revised. This site plan either needs to reference the previously approved site plan for all other site improvements or the final sets sent for approval need to contain all sheets. It is preferable to reapprove the entire plan so that multiple site plans are not applicable. 2. Photometric Plan. Frederick County has adopted neW outdoor lighting standards; verify that the photometric plan and proposed lighting types conforms to those standards. 1Building Size. On sheet 2, the FAR portion references a building that is 150,061sf and the parking section references a building that is 151,175sf. Some of the other site plan sheets still reference 150K PROTO. 4. Parking* Space Numbers. The revised building is 151,175sf, which Would require 756 parking spaces, the calculations only account for 734; 22 spaces need to be accounted for. 5. Pharmacy Canopy. The canopy height and size need to be referenced on the site plan and directional arrows also need to be provided (see sheet 10). Mach drive thru lane needs to have 90 feet of stacking; show the stacking distance on the plan. 6. Curb and Gutter. Curb and gutter (CG-6) needs to be provided around all parking spaces. Provide curb and gutter along the spaces that face the southern side of the building (see sheet 11). 7. Sidewalks and Crosswalks. Sidewalks and crosswalks should be extended/provided as indicated on sheet 1 1-12. 8. Sij!nage. The approved site plan shows a 12 foot monument sign and the revised plan shows a 15 foot nlomrrrient.
