Interchange would like to keep the East Gate Distribution Center current. They are working on securing a tenant for this location. Industrial clients need "shovel
ready" sites, and when the right client arrives they quickly move ahead with the site. When I last spoke to you on the phone about this plan in 2009 1 had the
understanding that the site plan was good for 5 years. It is requested that the site plan #10-09 stay active. Please let me know if you have any questions or need
additional information.

Dear Nathan:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Proposed Use. The coversheet states that this is a distribution center and then shows
industrial/warehouse development, and sheet 2 is titled "industrial suites". It is unclear how this
is a distribution center as the site is still broken up into suites.
2) Project Summary. Revise the PAR on the coversheet as indicated and label the paragraph as
the Project Summary.
3) Legend. On sheet 2, revise the legend to remove CG-2, as six inch curbs are required.
4) Parking and Unit Layout. With the new layout, only 1.1-1.4 is accessible by the proposed
parking lot and the remainder of the proposed units all have loading spaces in front and behind
the units. This layout needs to be revised to provide for parking to each unit at the front of the
unit. The sidewalks also need to connect the building to the parking area.
5) Office. Each unit needs to account for an office area.
6) Parking. The parking provided needs to account for the maximum possible (office and
employees). The table shows 9,000sf Of Office maximum, which would require 36 parking
spaces. The table then shows a minimum of 214 employees which, would require 215 parking
spaces. It appears that a minimum of 250 parking spaces would be required. This plan also does
not account for a fixture parking area shown On the previous plan and, therefore, it is unclear how
this site could accommodate up to 459 employee parking spaces.

7) Adjoining Properties. Adjoiner information needs to be provided for all adjoining properties
including properties across roads. The information needs to include owner, PIN#, zoning and
use.
8) Dumpsters. There is a note on sheet 2 that states dumpsters will be located at the back of the
buildings and the plan also shows they will be provided "as needed". Dumpster locations are
required for industrial sites and need to be provided on the plan. A detail of the dumpster
enclosure needs to be provided in the plan as well.
9) Handicap Ramps. Handicap ramps need to be provided at the site entrance and for the
handicap parking spaces.
10) Outdoor Lighting. A detail for the building -mounted lighting needs to be provided on sheet 7.
11) Trailer Storage Area. Trailer storage areas need to be screened by a six foot opaque fence or
six foot' evergreen trees.
12) Perimeter and Interior Landscaping. This site requires 134 deciduous trees for the perimeter
and interior landscaping and the plan only accounts for 67. Please note that the buffer trees along
Tasker Road do not count towards this requirement.
After you have revised the site plan, please resubmit two copies so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Trans j-)ortation, the Frederick County Inspections Department, Frederick County Public
YVorks, the Frederick County Fire Marshal, and the Frecerick County Sanitation Authority.

This is to acknowledge receipt of your revised plans with latest revisions dated 9/02/08 for the referenced
project. The plans appear satisfactory and are approved. Please advise the developer accordingly. The 4
sets of approved construction plans with signed seal provided with your transmittal will be
sufficient for VDOT approval stamp and distribution.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work.
• Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the Geld exist such that
additional measures are warranted, such measures shall be completed to the satisfaction of the
Department. This applies in particular to coordination of these plans with related roadway
improvements for the Winchester South Marketplace project.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a
pipe or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined length of
time. VDOT will also require 48 hours notice for inspections.
• The appropriate land use permits shall be obtained before any work is performed on the State's
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector.
• Any entrances constructed from the referenced strcct(s) shall meet VDOT minimum standards.
This is the developer's responsibility.
• Any signs to be installed will be in accordance with the Manual on Uniform Traffic Control
Devices (MUTCD), 2003 Edition, and the approved plans.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled
completely with C.R. TYPc 21-B Stone. This will greatly reduce the possibility of any pavement
settlement.
• A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way
required for implementation of this proposed project should be provided to VDOT prior to
issuance of any land use permit. Dedication should be made to the Commonwealth of Virginia.
• A copy of any/all RECORDED PLATS of dedication to public use (tile County of Frederick) for
drainage easements or additional right-of-way required for implementation of this proposed
project should be provided for VDOT review prior to issuance of any land use permit.

The above -referenced site plan was approved on November 14, 2008. The site plan is approved for the
construction of two office/warehouse buildings located at the corner of Tasker Road and Rainville Road
in the Shawnee Magisterial District. Required site improvements include the following:
• Building I — 75,000 square feet of warehouse space, to include accessory office areas.
• Building 2 — 75,000 square feet of warehouse space, to include accessory office areas.
• Construction of parking lots with a total of 358 spaces (including I handicap accessible),
including curb and gutter, striping, handicap access and landscaping. Future parking area to
include 111 additional parking spaces.
• Loading spaces and screened dumpster areas as shown on sheet 2.
• Paved pedestrian path along Tasker Road and landscaping as indicated on the plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three (3)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owners) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the oxvner(s) should contact this office to schedule an on -site inspection. Do not hesitate to
