A copy of the comment form for your department is also enclosed. This project is for a rehabilitation of the runway at the Winchester Regional Airport. The project will reconstruct portions of the asphalt runway to meet existing grade requirements, as well as overlay additional portions to support aircraft operations over the next 20 years. The runway edge lights will be upgraded from the current medium intensity system to a new high intensity system, which is the appropriate intensity for the type of instrument approach in use at the airport. The project includes significant grading north of the runway in order to lower the existing terrain to elevations which meet the current clearing standards. Finally, the project will demolish residential dwellings on seven (7) parcels along Bufflick Road; these parcels were all acquired in fee during the past ten (10) years to accommodate future expansion and are all vacant properties. Construction for this project is anticipated for as early as May of 2011 or as late as July 2011, depending on the availability of federal funds. We have reviewed the above referenced plan dated December 21, 2010. We offer the following comments: 1. On Sheet 6, label Bufflick Road as Route 776. 2. '1'lic note oii Tax neap 64 A 72 (Collins property) indicates that drainage improvements in the right-of-way are to remain, but it does not identify the type of drainage improvements. Any culvert pipes that were in place for the driveway entrances should be removed, and the ditch line re-establislied, Identify the drainage improvements on the plan so that a determination can be made on whether or not they need to be removed. 3. Sheet 4 indicates a Contractor Access Gate, but we could not locate any other details for the entrance. Provide details of the construction entrance that will be used to access the site, indicate whether it is existing or proposed, and dimension the width of the entrance. If it is a new entrance, a sight distance plan and profile will need to be provided. 4. Add the attached VDOT General Notes to the plan. 5. Provide an overall grading and drainage plan sheet in order for our office to determine if there is any impact to the VDO'f maintained roads from the revised drainage. 6. A Transportation Management Plan (I'MI') Heeds to be provided in accordance with the Road Design Manual Section A-8. 7. Note 6g on sheet 27 should be changed to indicate that provisions should be made to keep sediment off of all state maintained roads, Will the properties for the house demolition be accessed from one location or will each one be accessed from the driveway? WE KEEP VIRGINIA MOVING Mr. Adam Swilzcr January 24, 2011 Page 2 of 2 The above referenced plan that was submitted for review indicates that it is a 90% complete plan. A 100% complete plan needs to be submitted for final review. Please provide a continent response letter indicating how the above referenced comments have been addressed. The comment response should be as specific as possible, and include the page number where the information can be found. All corrections to the plan should be highlighted.
