The site plan is approved for the construction of a new metal fabrication and machine shop located on
McGhee Road in the Stonewall Industrial Park in the Stonewall Magisterial District. Required site
improvements include the following:
• Phase I - Construction of the following: 15,200sf fabrication shop, 3,200sf office, 6,000sf
machine shop.
• Phase 11— Construction of a 6,000sf fabrication shop addition.
• Construction of a parking lot with 36 spaces (including two handicap accessible), including curb
and gutter, striping and handicap access.
• One loading space and one screened dumpster area.
• Landscaping and lighting as shown on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with five (5)
lease forward these copies to the appropriate representative(s).

must be kept on the construction site throughout the development process. Once site development is

Dear Gary:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staff's comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Si na e. On the coversheet, provide the maximum amount of freestanding and building
mounted signage allowed for the site and provide the proposed amount of signage. If any
freestanding signage is proposed, a location needs to be provided on sheet 2.
2) Adioining Properties and Entrances. Provide the adjoining property information for the site
across McGhee Road and show their entrance location (or provide a note to see sheet 5 for
entrance location).
3) Handicap Ramp. Show the location of the handicap ramp in the parking lot. Also indicate if
ramps are necessary at the site entrance per VDOT.
4) Dumpster Fence Details. A fence detail needs to be provided for the dumpster screening.
5) Landscaping Tree Legend. On sheet 7, the tree legend shows ten Eastern Cottonwoods; this
tree type is not permitted. Also, the legend shows ten being used; however, the symbol is not
on the plan.
6) Landscaping Shrub Legend. The hedge along McGhee Road needs to consist of evergreen
shrubs (Clethera and Spice Bush are not permitted).
7) Shrub Height. The shrubs along the parking area need to be a minimum of 36 inches in height.

After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies
of the final plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Inspections Department, the Frederick County
Engineer, the Frederick County Fire Marshal, the Frederick County Sanitation Authority and the
Frederick County G.I.S. Department.

Buildings shall comply with The 2009 Virginia Uniform Statewide Building Code and Sections
306, Use Group F (Factory and Industrial) of the International Building Code/2009. Other Code
that applies is ICC.'ANS' Al 17.1-03 Accessible and Usable Buildings and Facilities.
Proposed 24400 sq ft fabrication and machine shop is divided with firewalls as allowed per code,
opposed to installation of sprinkler system. Building shall meet the requirements for height and
area per type of construction as indicated in IBC T503. Fire walls shall be constructed as
required per section 706_ Where fire walls terminate at an exterior wall at less than 180 degrees,
door openings shall be rates as required in T705.8 .
Egress location and travel distance shall comply with Chapter 10, IBC. All required egress door
shall be accessible. Landings at doors shall not exceed 1:48" slope. Exits shall provide a safe
path for a minimum of 10' distance way from the building. Slopes shown indicate a 3" drop over
5'. Question as to accessible exits.
Handicap parking s provided as required per Section 1106.6. Signage shall comply with USBC
1106.8. Parking and unloading area appear ok per code.
All structural plans submitted for permit application shall be sealed by a VA Design Professional.
Please note the requirements in Chapter 17 of the IBC for special inspections for this type of
structure..(soil, concrete, bobs, etc.)

861/863, the VDOT facility which would provide access to the property. The proposed entrance is
acceptable.
Please provide individual sheets of the plans dated March 8, 2011 in PDF format.
If any work is performed on the State's right-of-way, a land use permit will need to be applied for and
issued to cover said work. —he permit is issued by this office and requires a fee and surety bond
coverage.
