Dear Austin:
The above -referenced site plan was approved on August 25, 2008. The site plan is approved
for the construction of two parking additions at the existing Westminster Canterbury site
located at 300 Westminster Canterbury Drive in the Gainesboro Magisterial District.
Required site improvements include the following:
Parking Area #1 — Addition of 23 parking spaces, including curb and gutter, striping,
handicap access and landscaping.
Parking Area #2 — Addition of 38 parking spaces, including curb and gutter, striping,
handicap access and landscaping.
Landscaping as shown on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
site plan, including review agency comments from all relevant review agencies. I am
providing you with six (6) copies of the approved site plan. Please forward these copies to
the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be
kept for future reference, and an approved copy must be kept on the construction site
throughout the development process. Once site development is complete, the owner(s)
should contact this office to schedule an on -site inspection. Do not hesitate to contact me if

Project shall comply with the Virginia Uniform Statewide Building Code, International Building
Code 2003. Other Codes that apply is IBC/ANSI Al17.1-03 Accessible & Usable Building
Facilities.
Additional Parking area shall be included in the total number of spaces provided_ Thirteen total
accessible spaces provided. Each portion of the building shall be defined as to its use per Chap 3
113C/USBC 2003. Additional accessible parking shall be provided per T1106.1 & 1106.2 (10%
for R-2 and R-3 facilities), and 1106.4 (20% for medical facilities provided for patients with
impaired mobility)

We are in receipt of the comments dated July 7, 2008 and offer the following responses:
Comments from Frederick County Planning
Comment 1: Interior Landscaping. On the coversheet, the phase 1 parking area has 23 spaces
and the phase 2 parking area has 38,yaces; revise as indicated.
Response: Revised per comment.
Comment 2: Walking 'Trails. On sheets 3-4, label the walking trail material.
Response: Revised per comment.
Comment 3: Curb and Gutter. Curb and gaiter needs to be provided cis indicated on sheet 3.
Response: Cannot provicle since it will block storm water.
Comment 4: Gravel Access Road. On sheet 4, the existing gravel access should be gated.
Response: Owner does not want gate and the access road also serves as a walking trail. Signs
will be posted "Authorized Vehicles Only".
Comment S: Landscaping Plan. The site requires 14 deciduous trees and sheet S only shows
nine trees being provided.
Response: Revised to show 14 trees. The 5 additional trees added will be planted in the Phase I
area.

We have completed our review of the subject site plan submitted June 3, 2008, and offer
the following comments:
1. Provide the standard MS-19 Erosion and Sediment Control notes on the site plan. If you
do not have a copy of the standard notes, contact Michael Newlin of the public works
department to obtain a copy for your records.
Because these comments are minor, we recommend approval of the subject project. All
remaining comments shall be addressed prior to submittal of a land disturbance permit
application. Please submit one (1) set of the revised plan for our records.

Dear Austin:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staffs comments listed below and then prepare a revised
site plan which adequately addresses each concern.
1. Interior Landscaping. On the coversheet, the phase 1 parking area has 23 spaces and the
phase 2 parking area has 38 spaces; revise as indicated.
