Dear Jeremy:
The above -referenced site plan was approved on May 12, 2009. The site plan is approved for the
construction of a building and parking lot addition at the existing Abundant Life Church site located at
700 Aylor Road in the Opequon Magisterial District. Required site improvements include the following:
• 11,641 sf Multi -Purpose building.
• Construction of a parking lot with 86 spaces, including curb and gutter, striping, and landscaping.
• Screened dumpster area.
• Sidewalks and landscaping as shown on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with six (6)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to

We are in receipt of the comments dated June 10, 2008 and offer the following comments:
Comments from Frederick County Planning
Comment I: Parking Calculations. Remise the parking calculations to show all existing uses (sanctuar v,
daycare, o.five) as well as the use curd parking for the addition.
Response: Parking Calculations revised as discussed. Refer to sheet 1.
Commew 2: Project Information. Revise the signage narralive oil the coversheet as indicated.
Response: Signage Narrative revised as noted. Refer to sheet 1.
Comment 3: Access. The addition ivill remove the access to the existing building near the prayer garden; show
how this structure will be accessed
Response: In discussion with the church it was indicated the County requested to have the portion of existing
gravel removed between the existing storage building and the proposed building. The Church desires to leave
the gravel in place, as it would provide a connection between the two structures. Please advise if these will be
acceptable to the County.

Comment 6: Crosswalk. A crossivalk should be provided from the new parking area to the existing sidewalk as
indicated on sheet d.
Response: ADA/Pedestrian accessibility has been provided. Refer to sheets 4 and 5.
Comment 7: Dempster Enclosure. On sheet 6, clar-if that the gate must be board -on -board.
Response: Dempster cletail heading has been revised to clarify the details intention as to be utilized for the gate
design as well. Refer to sheet 6.
Continent 8: Lanalscaping. Shrubs need to be provided along the parking areas as indicated on sheet 7.
Response: As discussed, the landscaped balm to the north will remain and shall be maintained at a milllnlllnl
height of 3'. As for the landscape requested along Aylor Road, please find attached as discussed the letter from
the County, dated April 23, 2003, waiving the replacement of any such landscaping pertaining to this
particular area.
General Comment: After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are rcgUlred from the following agencies: the Frederick
County Inspections Department, the Frederick County Department of Public IVorks (County Engineer), the
Frederick County Fire Marshall, the Sanitation Authority, and the Virginia Department of Transportation.
Response: Attached are approval letters from hire Marshal, FCSA, and VDOT. We are in the process of
obtaining approvals from Inspections and Public Works and will forward to you once we receive.

parking lot on this property is a violation of the Frederick County Zoning ordinance.
In accordance with Section 165-144 of the Frederick County 'Zoning Ordinance, any charwes or
improvements in the 13-1 (Business Neighborhood) Zoning District require an approved site plan.
There is no record in this office of a revised site plan for this parking lot; therefor;, the presence cif'
this parking lot constitutes a violation of the provisions of Section 165-144. This office will allow
thirty (30) days from receipt of this letter to resolve this violation. Specifically, resolution of this
violation may Ix accomplished by submitting a revised site plau for approval showing the
improvements on this property. Failure to comply with the Zoning Ordinance will result in a
criminal complaint being filed against you.

Dear Mr. Tweedie:
1. Refer to sheet 2: Provide the site soils information, not merely a reference to the soil survey.
2. Refer to sheet 2, erosion and sediment control narrative: Remove the notes about sediment basins
which are not applicable to this site.
3. Refer to sheet 8: Remove the slope stability note as it is not applicable on this site.
4. Refer to sheet 2: The stormwater Analysis refers to site plan #046-98 for stormwater
calculations. Upon review of the referenced site plan, it appears that many assumptions or
statements are made without providing evidence or calculations for them. Provide calculations
which validate the actual size of the drainage area as well as the total flow from and through the
site. Also, it appears that the majority of the water which flows to and from the site bypasses the
existing pond; according to the assumptions contained in site plan #046-98, very little, if any,
water drains to the existing pond. Provide an evaluation that represents the actual conditions at
this site.
5. Refer to sheet 3: The Silt Fence Culvert Inlet Protection is not an acceptable practice in Frederick
County. Remove or cross out this portion of the detail and indicate that the Stone Combination is
the appropriate type of inlet protection to be used in the field (simply cross out the work
"Optional').
Once these comments have been addressed, submit one (1) set of the revised plan for further review.

approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff s comments listed below
