Signature - Date: 7 0 • FEMA Office of Security VADOC Traffic Security Gates Operational Plan The new FEMA Virginia Disaster Operations Center in Winchester VA has been built with security as a priority. This facility is designated as a level 4 facility which means that high security was considered in all aspects of construction. One security aspect that has yet to be implemented is the control of vehicular traffic onto the grounds of the new facility. Two entry points into the property must be controlled to ensure the security of the site. To meet this objective, FEMA Security has proposed the installation and use of traffic security gates at both the East and South entrances into the property. These gates will be installed in a manner that will prevent unauthorized vehicles from entering the property. At the East entrance the gate will be located very close to the point where the access road meets the parking lot. The second gate will be installed at the South entrance just inside the property line. In response to VDOT concerns that traffic will be backed up into the right of way, FEMA Office of Security would like to offer the following operational plan. 1. Intercoms, cameras, and gate release buttons will be installed at each gate. These devices will allow visitors to request access at the gates and Security to open the gates from inside the facility. 2. The South gate will be opened during peak traffic times to allow staff to enter without stopping at the gate. These times will include shift changes and other recognized times. 3. The East gate will only be used for delivery traffic. The gate will be located 350, from Martinsburg Pike to allow trucks to stop at the gate without affecting road traffic. 4. The gates will open when an authorized access card is presented to the card reader. The gate will open and remain open long enough to allow the vehicle to enter the property. If the gate fails to open or the driver has forgotten their access card, access will be requested through the use of the intercom. Security will then open the gate remotely from inside the building. 5. The gates will open automatically when vehicles drive out of the property through the use of a loop detector in the road. 6. A roving Security Officer will have a vehicle to use to drive quickly to either gate when there are access problems. 7. A guard but (see attachment for but specs) will be installed to allow a Security Officer to remain at the gate out of the weather to check ID badges of those entering the property when needed. 8.
