Dear Mr. Ho:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on April 2, 2009. The site plan is approved for the construction of a 13,665sf Field
Maintenance Shop to the existing Winchester Army National Guard Readiness Center which was approved
with Site Plan 403-08. The facility is located at the corner of Coverstone Drive and Access Drive in the
Governors Hill Development in the Shawnee Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including
review agency comments from all relevant review agencies. I am providing you with three (3) copies of the
approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the
owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the
construction site throughout the development process. Once site development is complete, the owner(s) should
contact this office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions.

Thank you for your emailed comments dated September 26, 2008 regarding the Winchester Field
Maintenance Shop project. On behalf of the Virginia Department of Military Affairs, we hereby submit the
final site plans for your approval. Enclosed are 5 copies of the revised Site Plan and Landscaping Plans.
We offer the following responses to your comments:
1. Parking Numbers. The approved site plan for the Readiness Center showed 208 parking spaces
but the new site plan for the FMS shows 206; indicate why the site has lost 2 spaces (the addition of
the HC space only resulted in the loss of one space).
- The parking space count has been corrected to show 207 spaces.
2. Access Note. On the coversheet property note #3 from the approved site plan regarding access
needs to be provided on this plan.
- The note has been added.
3. Site Plan Sheet. On sheet C-1.1, label the existing paved/gravel areas (approved with previous
plan).
- The existing paved area adjacent to the site has been labeled.
I have also included copies of approval letters from the Frederick County Fire Marshal, Frederick County
Department of Building Inspections, Frederick County Department of Public Works, Sanitation Authority,
Virginia Department of Transportation, and the Winchester Regional Airport.

Winchester Field Maintenance Shop

Dear Mr. Ho:
I have reviewed the FAA's determination regarding the proposed Field Maintenance Shop for the
Winchester Readiness Center. According to the FAA, the proposed building will not be a hazard to air
navigation therefore it is not required to light the proposed permanent structure with obstruction lights.
Please note that any changes in the maximum height and/or elevations as submitted to the FAA would
require a separate review by this office and the FAA. This would include any/all appurtenances (i.e.
HVAC systems, antennas, vent stacks, etc) that would exceed the height previously listed.
As noted the FAA is requiring that within five (5) days after the construction reaches its greatest height
that form (7460-2, Part II) be completed and returned to the Air Traffic Airspace Branch office. A copy
should be forwarded to this office for record.
In addition, the determination study does not include any temporary construction equipment such as
cranes, derricks, etc. that exceed the submitted height. The use of equipment during construction
requires a separate 7460-1.to be filed with the FAA with a copy forwarded to this office for record.
Incorporated into the general notes section, items nine (9) through twelve (12) satisfactorily address
primary safety concerns of the Airport Authority.
I would request consideration be given to the type of trees planted as part of the landscaping
requirements be of the type that are low in height upon maturity and slow in growth. This will prevent
possible penetrations into the Part 77 surfaces in the future.
This completes our review. Thank you for your continued cooperation and support during this process.

this office any time the project is abandoned or:
At least 10 days prior to start of construction (7460-2, Part I)

Based on this evaluation, marking and lighting are not necessary for aviation safety. However, if marking
and/or lighting are accomplished on a voluntary basis, we recommend it be installed and maintained in
accordance with FAA Advisory circular 70/7460-1 K Change 2.
This determination expires on 03/15/2010 unless:
(a) extended, revised or terminated by the issuing office.
(b) the construction is subject to the licensing authority of the Federal Communications Commission
(FCC) and an application for a construction permit has been filed, as required by the FCC, within
6 months of the date of this determination. In such case, the determination expires on the date
prescribed by the FCC for completion of construction, or the date the FCC denies the application.
NOTE: REQUEST FOR EXTENSION OF THE EFFECTIVE PERIOD OF THIS DETERMINATION
MUST BE POSTMARKED OR DELIVERED TO THIS OFFICE AT LEAST 15 DAYS PRIOR TO THE
EXPIRATION DATE.

The application for site plan for this property appears to have little measurable impact on
Route 1000, the VDOT facility which would provide access to the property. The previously
approved entrance is adequate for the proposed improvements. Should this site ever expand
in the future, entrance may need to be upgraded.

Dear Mr. Mislowski:
I have recently been provided with a copy of the Subdivision Design Plan for the Armory access road
in the Governors Hill development. There are a number of concerns that need to be addressed before
we can move forward with this proposed public road project.
1. We have not received any VDOT comment for the file.
2. We have not received right-of-way plats.
3. We have not received full bonding for this proposed state road.
4. The project does not appear to include sidewalks, although they are checked off on the
subdivision design plan checklist. Since this roadway will create a link between a heavily
residential area and an area of potential employment for the residents, a sidewalk should be
included. This will also be more in keeping with the road system of the rest of the Governors
Hill development.
5. Currently, curb and gutter is only included up to the property line. It would be more
appropriate to continue this curb and gutter to the intersection with Arbor Court.
