At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments 1. Lot Consolidation. The three properties need to be consolidated before the site plan can be approved. 2. Parking. On the coversheet, the employees for the three buildings add up to 69 employees, but the total industrial employee number is shown at 92 employees. Since this plan is only for the three buildings, only 69 total employees should be shown. The Westcast office needs to be parked at 1/250sf. 3. FAR and Building Additions. On the coversheet, the building addition section accounts for 72,325sf and the FAR section accounts for 69,525sf. Revise the sections to show the same building square footage. 4. Future Buildinp-s and Future Parkins. Remove the future buildings and the future parking areas from all sheets. 5. Fuel Tanks. On sheet C3-05, indicate if the fuel tanks are going to be removed. 6. Paved Areas. Clarify on sheet C1-01 (and other applicable sheets) if the highlighted area is supposed to be paved. 7. Outdoor Lighting. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments 1. Lot Consolidation. The three properties need to be consolidated before the site plan can be approved. 2. lWilding Height. The actual height of each structure needs to be provided on the site plan. 3. Landscaping Requirements. Clarify the landscaping requirements as indicated on the coversheet. 4. FAR. Clarify that the Phase 2 FAR is the FAR for the Phase 1 and 2. 5. Overall Plan. The overall plan needs to show the total build -out for Phases 1 and 2 and delineate the phases. Show the locations and names of all proposed buildings, all parking areas and the limits of all outdoor storage areas. 6. Dimensional Plan. The dimensional plan does not account for Phase 2. 7. Phases. A Phase 1 site plan and a Phase 2 site plan should be included in this site plan for clarification. 8. Utility Plan. The grass areas and gravel areas on sheet C3-04, 05 and 06 needs to be clarified. The grass areas could be shaded differently than the gravel areas. 9. Existing Structures. The existing structures that are going to be removed (per the overall sheet) should not be shown on the utility/site plan sheets. 10. Future Buildings. Details of all wall mounted and pole lighting needs to be provided on the site plan. 15. Landscaping Notes. On sheet C8-01, notes need to be provided that state (1) all planting shall conform with § 165-36B of the Frederick County Zoning Ordinance (Plant selection, planting procedure, and maintenance), and (2) any plant substitutions must be approved in writing by the Frederick County Planning Department. 16. Screening. A continuous staggered row of evergreens (six feet in height) needs to be provided along the road frontage of the site to screen the gravel storage areas. The screening needs to be continued along Milton Ray Drive as indicated on sheet C8-01. 17. Plant Numbea•s. Two trees are missing from sheet C8-01. 18. Landscape Plan Notes. Note 2. states that 13 trees are being used but only six are shown. 19. Zoning District Buffer. The zoning district buffer on the Americast property needs to account for a six foot berm. After you have revised the site plan, please resubmit two copies so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least rive copies of the final plan for approval.
