Dear Randy:
The above -referenced site plan was approved on October 23, 2008. The site plan is approved
for revisions to the previously approved Averitt Express Site Plan (SP#87-07). Revisions
include a reduction to the building size, and modifications to the location of the Zoning
District Buffer. This site is located on Muskoka Court in the Shawnee Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
site plan, including review agency comments from all relevant review agencies. I am
providing you with three (3) copies of the approved site plan. Please forward these copies to
the appropriate representative(s). Furthermore, advise the ewner(s) that a copy should be
kept for future reference, and an approved copy must be kept on the construction site
throughout the development process. Once site development is complete, the owner(s)
should contact this office to schedule an on -site inspection. Po not hesitate to contact me if

Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311, S
Storage) and Section 304, B-Business of the International Building Code/2003. Other Code that
applies is ICC ANSI Al 17.1-3-03 Accessible and Usable Buildings and Facilities.
Existing building to be demolished. Demo permit is required. Asbestoes inspection required is
building was built prior to 1985.
Proposed 15400 sq ft single story loading facility and 3300 sq ft office building shall comply
with IBC Height and Area Table 503 and ANSI Handicap A117.1-3-03. Building exceeds 12000
sq ft threshold. Please indicate sprinkler or firewall. Entrance shown seem to comply with
ANSI Handicap. Required exits not shown on plan at this time. Landings at doors shall not
exceed 1:48 slope and thresholds shall not exceed''/z" Handicap parking shall be provided
and shall be located on the shortest accessible route closest to entrance. Signage shall
comply with USBC 1106.8.
Outdoor gas canopy and containers shall be installed per International Fuel Gas Code and
International Fire Code 2003
Special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils,

reviews did not change. There were however changes to the water and SCwer system as a part of

Candice, based on our phone conversation from the end of last week, I am submitting for your information a sketch of
what we discussed. The current buffer ordinance requires an opaque screen within the 75 inactive buffer between a
residential and commercial site. The site plan was approved with this screen. However the screen as designed is
located an average of 20' below what we are trying to screen. We would like to move the screen fencing to the top of
the hill and combine it with the security fence that Averitt requires for their facility. I have sketched the location of
where this screen will be located. At this point we are only discussing the location of the screen. If this is an
acceptable location and meets the intent of the ordinance , which I think it does, then we will file an official plan
revision showing this new location. We are also looking into fencing options to combine the screening and security
into one fence. If we come up with a viabile option we will also present this in the submittal. If not then there will be
the typical board on board fence located in front of the security fence.
Another item to think about is the landscape screening. I would also like for you to think about the ability to move
the landscaping up to the screen fence to soften up the lines. I think they should be moved together to keep the screen
package intact.

Re: Averitt Express Service Center
Dear Mrs Perkins,
We are currently constructing the Averitt Express project in Winchester (Permit # 0001122-
2008). There is a wooden fence to be built as a buffer between our facility and the neighbors to
the West.
The approved plans show the wooden fence close to the property line between us and the
neighboring apartments as your codes require; however, this fence will be at the bottom of a
slope. If this fence is installed at the base of this slope, it will have little effectiveness as a visual
barrier. We would like to propose moving this fence to the top of the slope so that it may better
act as a visual barrier in the spirit of the code.
I would like to invite you to visit the site to better understand the situation. The site
superintendent, Bob Superczynski (410-456-5741), can meet you and show you the conditions
surrounding the installation of the fence.
We would appreciate any consideration you could give us in this matter.

On the revised Averitt plans, I need one thing changed. On the landscaping sheet the first plant is shown as 6' but needs
to be 2" caliper. I can mark it out and make the change myself on all the sheets and have Mark sign the plans today if

Dear Randy:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staffs comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments
1. Special Limited Power of Attorney Form. Please have the property owner sign the
attached Special Limited Power of Attorney Form prior to further review or approval.
This form should be notarized and completed to grant the applicant (you) with
authorization to represent them for this site plan.
2. Phases. It appears that phase 2 has been removed from the project however the
phasing note is still on the coversheet.
3. Overall Plan. Sheets 2 and 16 do not reflect the revisions.
4. Loadin2 Docks. Clarify on sheet 8 that there are no loading docks on the rear of the
building.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets
and at least five copies of the final plan for approval. Comment sheets are required from the
following agencies: the Frederick County Inspections Department, the Frederick County
Department of Public Works (County Engineer) and the Frederick County Fire Marshall.
